FOR IMMEDIATE RELEASE CONTACT: PRESS OFFICE (718) 286-6315 WEDNESDAY, FEBRUARY 10, 2021 [email protected] MASSACHUSETTS AND CALIFORNIA RESIDENTS INDICTED BY GRAND JURY ON FELONY CHARGES FOR BOMB HOAX SCARE AT QUEENS PLACE MALL Defendants Also Allegedly Abandoned a Dog in the Vehicle with Fake Explosive; Bomb Scare Forced the Evacuation of Mall and Surrounding Area; Both Men Face 7 Years in Prison if Convicted Queens District Attorney Melinda Katz announced today that Louis Shenker, 22, and Taylor Lyne, 27, have been indicted by a Queens County grand jury for making a terroristic threat and other felony charges for allegedly planting a fake bomb on top of a car at the Queens Place Mall in Elmhurst, Queens on January 4, 2021. Shenker turned himself in to police hours later. His co-defendant, Lyne, was arrested and arraigned on the indictment on February 1, 2021. District Attorney Katz said, “There is nothing amusing about a bomb hoax, and the defendants now face very serious charges. Planting a fake explosive in a shopping center creates chaos and fear and these two men are accused of setting up a device to look like a bomb and then fleeing the scene.” Defendant Shenker, of Amherst, Massachusetts, was arraigned today before Queens Supreme Court Justice John Zoll on an indictment charging him with placing a false bomb or hazardous substance in a sports stadium or arena, mass transportation facility, or enclosed shopping mall, making a terroristic threat and abandonment of an animal.

  • Flushing Commons
Chapter 3: Socioeconomic Conditions A. INTRODUCTION This chapter examines the potential effects of the proposed Flushing Commons project on socioeconomic conditions, including effects on population and housing characteristics, economic activity, and the commercial real estate market within defined study areas most likely to be affected by the development of the project. As noted in Chapter 1, “Project Description,” the Environmental Impact Statement (EIS) assessments also include the proposed Macedonia Plaza, which is included in the rezoning area, and therefore considered as part of the overall proposed action. In accordance with the guidelines presented in the 2001 City Environmental Quality Review (CEQR) Technical Manual, this chapter evaluates five factors that could create substantial socioeconomic change in the area: (1) direct displacement of the residential population, (2) direct displacement of existing businesses and institutions, (3) indirect displacement of residential population, (4) indirect displacement of businesses and institutions, and (5) adverse effects on specific industries not necessarily tied to the project site or to the study area. B. PRINCIPAL CONCLUSIONS For four of the five areas of socioeconomic concern—direct residential displacement, direct business displacement, indirect residential displacement, and adverse effects on specific industries—a preliminary assessment was sufficient to conclude that the proposed action would not cause any significant adverse socioeconomic impacts. The preliminary assessment of the fifth area of concern, indirect business displacement, concluded that a detailed analysis was required to determine whether significant adverse impacts would result due to competition. As summarized below, the detailed analysis finds that the proposed action would not result in any such significant adverse impacts.

  • Flushing Commons -- an Analysis of Impacts on Local Business
FLUSHING COMMONS: AN ANALYSIS OF IMPACTS ON LOCAL BUSINESS Prepared by the Hunter College Center for Community Planning & Development for the Flushing Coalition for Responsible Development By Brian Paul, Center Fellow, and Tom Angotti, Ph.D, Center Director July 2010 1 Introduction The purpose of this study is to establish reliable, up-to-date information regarding the number and type of businesses in Downtown Flushing and to evaluate the potential socio-economic impact of the Flushing Commons development proposal. Flushing Commons, TDC Rockefeller’s $850 million dollar complex of luxury apartments, retail, and office space, is the current plan for development of the five acre Municipal Lot 1 site as supported by New York City’s Economic Development Corporation (EDC). The Flushing Commons project was originally unveiled in 2005 after the City requested proposals for a mixed-use, market-rate development on the site as part of the EDC’s “Development Framework for Downtown Flushing.” After the announcement of the project, Flushing Council Member John Liu agreed to a “Memorandum of Understanding” with the Mayor’s Office regarding the amount and type of retail at Flushing Commons and the allocation and price of parking. However, for reasons that are unclear, the project was put on hold in 2007 until suddenly reemerging this January when the EDC initiated the public review process. This study demonstrates that EDC’s determination of “no adverse impact” to the existing small businesses of Downtown Flushing in the Environmental Impact Statement (EIS) prepared by AKRF, Inc. a private firm, has no basis in fact, uses inaccurate data, and employs inappropriate methodology.
