Kevin Downing is the Secretary of the University Council and Director Knowledge, Enterprise and Analysis at City University of Hong Kong. He is a Chartered Psychologist and Chartered Scientist with a current Licence to Practice, and Associate Fellow of the British Psychological Society with wide international experience including senior academic and administrative posts in Europe and Asia. His published work centres on psychology, education and metacognitive development. Dr. Downing was awarded the City University of Hong Kong Teaching Excellence Award in 2004/2005 for his contribu- tion to the development of blended learning with the innovative use of technology. He is also the recipi- ent of the prestigious International Award for Innovative use of Technology in Teaching and Learning conferred in the USA in April 2004.

Fraide A. Ganotice Jr. is a Lecturer in Faculty of Medicine, The University of Hong Kong. Part of his research interest is University rankings.

Bertil Andersson, since becoming President of NTU Singapore in 2011, has led the University to global distinction. NTU is the world’s fastest-rising young university and is ranked first among the world’s young universities. It also leads the top Asian universities in normalised research citation impact. In the 2015 QS World University Rankings, NTU is ranked 13th globally. A prominent plant biochemist, Professor Andersson has authored more than 300 papers in basic photosynthesis covering topics from photosystem structure to light stress in plants. Before joining NTU as its Provost in 2007, he was Chief Executive of the European Science Foundation (2004-2007), where he consolidated research efforts across 30 European countries. Prior to that, he was of Linköping University, (1999-2003). Professor Andersson has had a longstanding association with the , and was Chairman of the Nobel Committee for Chemistry as well as a Trustee of the Nobel Foundation. A Fellow of Imperial College London, he was instrumental in Imperial College London coming to Singa- pore to jointly establish a medical school with NTU. He has received more than 13 honorary doctorates and the Austrian Wilhelm Exner Medal, and serves on the boards of international foundations, learned societies and public agencies.

Clive Baldock graduated from the University of Sussex, Brighton, United Kingdom in 1987 with a BSc (Hons) in Physics and was subsequently employed as a trainee medical physicist at Guy’s Hospital, London while studying for his MSc in Radiation Physics at St Bartholomew’s Medical College, University

of London. He subsequently worked in a number of UK hospitals providing scientific support to clinical nuclear medicine and magnetic resonance imaging (MRI) services. His main research interests were in the field of gel dosimetry for improved three-dimensional radiotherapy (radiation therapy) dosimetry in cancer therapy for which he received his PhD from King’s College London. He moved to Queensland University of Technology, Brisbane, Australia in 1997 and subsequently worked at the University of Sydney from 2003 to 2012 as Director of the Institute of Medical Physics and then as Professor and Head of the School of Physics. In 2010, he completed a Master of Tertiary Education Management through the LH Martin Institute at the University of Melbourne. From 2012 he was Professor and Executive Dean of Science at Macquarie University. In 2014 he joined the University of Tasmania as Professor and Deputy Dean, and then acting Dean, of the Faculty of Science, Engineering and Technology. In 2015 he joined the Australian Research Council (ARC), on secondment from the University of Tasmania, as Executive Director for Physical Sciences, Engineering, Mathematics and Informatics. He returned to the University of Tasmania in 2016 as Pro Vice Chancellor for Researcher Development. His research interests continue to be in the fields of gel dosimetry, radiation therapy, dosimetry, and medical imaging in which he has published over 150 research journal papers. He has been awarded Fellowships of the Australian Institute of Physics, the Australasian College of Physical Scientists and Engineers in Medicine, the Institute of Physics (UK) and the Institute of Physics and Engineering in Medicine (UK).

Antonella Basso holds a MS in Economics from Ca’ Foscari University of Venice and a PhD in Mathematics applied to economic problems from University of Trieste. She has been Dean of the Faculty of Economics and is currently Vice-Provost for Planning and Valuation at Ca’ Foscari University of Venice. Her research addresses the evaluation of the performance of financial and cultural institutions.

Marta Cardin holds a MS in Mathematics from University of Padua. She is currently Rector’s Delegate for International Rankings at Ca’ Foscari University of Venice where she has been studying evaluation methods and models for research assessment.

Winnie Eley joined The University of Newcastle, Australia in May 2013. As a member of the Ex- ecutive Committee at The University of Newcastle (UoN), Winnie takes on strategic leadership of the University’s inaugural global partnership plan which encompasses alumni relations and development, global engagement and footprints, institutional relations and reputation, philanthropy and sponsorship, student mobility and experience; and contributes to the achievement of the University’s vision by 2025, NeW Futures Strategic Plan (2016-2025) and NeW Strategic Directions (2013-2015). Winnie has over 15 years of senior management experience with appointed positions including founding director of in- ternational affairs and acting inaugural director of advanced executive education institute at The Hong Kong Polytechnic University; deputy country director of the British Council in Nigeria; and director of education services for the British Council in Hong Kong. Winnie completed her undergraduate and postgraduate studies in England at the University of Nottingham. She holds a first degree in education; has an MBA; and postgraduate research training and experience. Winnie is pursuing a DBA in Higher Education Management at the University of Bath, UK.

Habib M. Fardoun currently occupies the position of Director of KAU Observatory Center for Academic Standards and Excellence, and Advisor of Vice-President for International Relations and University Ranking. Dr. Habib M. Fardoun has a PhD in Model-Based Approach for the Development

of Quality Higher Educational Environments (2011), and Master in Aptitude for Teaching (2008), and Master in Advanced Computer Technologies (2007), by the University of Castilla-La Mancha. He obtained his Master in Management Business Administration by the European University of Madrid (2009). Currently, he is occupying the position of Associate Professor at the Faculty of Computing and Information Technology, and as Advisor of the Vice-President for Development for the University In- ternational Relationships and Ranking, at the King Abdulaziz University (Jeddah, Saudi Arabia). With several years of experience on effective solutions for the improvement of universities rankings, Habib has diversified his work along many areas that are key factors in the improvement of the overall academic and research reputation. And, gained the experience of the creation of long/short-terms strategic plans and management towards excellence.

Achille Giacometti holds a MS from University of Padua and a PhD in Physics from Purdue Univer- sity. He is currently Vice-Provost for Research at Ca’ Foscari University of Venice where he has been following several national and international projects on Rankings and Research Assessments.

Leslie D. Gonzales is an Assistant Professor of Higher Education in the College of Education at Michigan State University. Gonzales’s research agenda consists of three overarching lines of inquiry: (a) legitimacy within academia; (b) relations of power that govern the recognition of knowledge and knowers; and (c) the possibility of agency among academics. She received her B.A. in political sci- ence with a minor in sociology from New Mexico Highlands University, her M.A. in political science and her Ed.D. in higher education from University of Texas El Paso. Zulkarnain Hanafi was appointed President and Vice-Chancellor of Universiti Brunei Darussalam in August 2008. An Otorhinolaryngologist, Head and Neck surgeon by training, he received his degree from Liverpool University and his Fellowship from the Royal College of Surgeons of Edinburgh, United Kingdom. Prior to joining UBD, he held a number of positions including Medical Director of RIPAS Hospital, Chairman of the Committee on Clinical Standards, and was a member of the Brunei Medical Board. In 2007, Zul was conferred an Honorary Fellowship from the Royal College of General Practitio- ners of the United Kingdom, awarded for distinguished contributions to the work of the Royal College. In 2011, Zul was awarded the Most Honourable Order of the Crown of Brunei, Second Class (DPMB) by His Majesty, The Sultan and Yang Di-Pertuan of Brunei Darussalam. In Brunei Darussalam Zul has served as a member of The Brunei Darussalam National Education Council, the Brunei Darussalam Research Council, and the Special Committee on Privatisation under the Department of Economic, Plan- ning and Development of the Prime Minister’s Office. In 2012 Zul was appointed as Permanent Secretary (Higher Education), Ministry of Education besides his appointment as the President and Vice-Chancellor of Universiti Brunei Darussalam. He stepped down from his positions at the Ministry of Education and Universiti Brunei Darussalam when he was appointed as the Minister of Health of Brunei Darussalam in October 2015. Zul lives in Brunei Darussalam with his wife Sarimah. Together, they raised five children.

Shadi Hijazi has been leading and contributing to QS consulting engagements in universities around the world, particularly focused on performance improvement in strategy, internationalisation, research marketing, and branding. His work has included projects with universities in the Middle East, Malaysia,

the Philippines, Russia, South Korea and Mexico. He also teaches with the London School of Marketing. His courses there cover diplomas from The Chartered Institute of Marketing (CIM), CAM Foundation, and the Digital Marketing Institute (DMI). Shadi is also a Certified Digital Marketing Trainer from the Digital Marketing Institute (DMI). He holds a PhD in Business Administration from Kobe University in Japan. His study there addressed the interaction between business performance and knowledge man- agement tools.

Veljko Jeremic is an Assistant Professor of Statistics at University of Belgrade, Faculty of Organi- zational Sciences. As a teacher, he is engaged in several courses such as theory of probability, statistics, simulation methods in business decision making. He has published over 60 scientific papers with an emphasis (over 30 papers) on Thomson Reuters ISI-indexed journals. He has acted as a reviewer for many ISI-indexed journals: JASIST, Scientometrics, Interactive Learning Environments, European Journal of Sport Science, Journal of Applied Statistics. He is co-author of one university textbook, Advances in Multivariate Data Analysis – Contributions to Multivariate Data Analysis.

Evaristo Jiménez-Contreras is a Professor in Bibliometrics and Scientometrics at the Faculty of Communication and Information Science at the University of Granada. He is Research Leader of the EC3 Research Group and President and co-founder of EC3Metrics SL. His research interests are mainly institutional research evaluation Systems.

Marina Jovanovic-Milenkovic is an Assistant Professor within the Department of Information Technologies at the Faculty of Organizational Sciences, University of Belgrade. Her major interests are e-health, ICT implementations in health systems, ranking of Universities and business decision making.

Tatjana Kanonire received her doctoral degree in Psychology from the University of Latvia in 2013. In 2014 she became a researcher at the National Research University – Higher School of Economics in Moscow. Her current research interests focus on school education, higher education, and test development.

Natalia Karmaeva is an Assistant Professor at the National Research University – Higher School of Economics in Moscow. Natalia completed a Ph.D. in human development from Bielefeld University, Germany, in 2014. Her education was sponsored by North-Rhine Westphalia Scholarship. During her doctoral training Natalia developed specialization in higher education policy, academic profession and academic labor market in Germany. Natalia’s current research interests focus on university faculty in Eurasian context and social inequalities in post-socialist countries.

Maxim Khomyakov is a Vice-Rector for international relations and a director of the BRICS Studies Centre at Ural Federal University, Ekaterinburg, Russia. Previously he worked as a Vice-rector for inter- nationalization and a director of Ural centre for advanced studies and education at Ural State University, and organized a number of European and trans-European projects in the spheres of higher education, political philosophy and religious studies. In 2007-2008 he was a visiting professor at European Uni- versity Institute, Florence, Italy. His main research interests are in the areas of internationalization of higher education and research as well as the issues of toleration and multiculturalism in contemporary political philosophy. Since 2000 Prof. Khomyakov has been organizing international summer, winter and

spring schools for the young faculty from the universities of Central/Eastern Europe, Russia, Mongolia and Central Asia. Starting from 2013 he has been involved extensively to organizing various network educational BRICS projects, including the BRICS Network University and BRICS University League.

Judy Sin Lai Lam is Chancellor and Board Member at Wuhan College. She is also the Senior Advisor of Institute for New Economic Thinking (among its Leadership Team, Founding Sponsors and Advisory Board members are 6 Nobel Laureates in Economics). She is a Canadian Chartered Accountant and was the first to be awarded a PhD in Accounting in Hong Kong in 1994. During academic year of 2007- 2008, she was appointed as a Visiting Scholar of the Sloan School of Management of the Massachusetts Institute of Technology (MIT) in the USA and is currently an Honorary Professor of the University of Warwick in the U.K. She was the first professor in Accounting who was awarded the Cheung Kong Chair Professorship by the Ministry of Education in China (2005–2008). Prof. Lam was a featured speaker at TEDxHongKongED in May 2014. Her talk, New Paradigm for Education in Greater China: Respect and Challenge, can be seen on YouTube.

Abdulfattah S. Mashat is currently the President of University of Jeddah (UJ), before it he was occupying the position of Vice-President for Development at King Abdulaziz University (KAU), Jed- dah, Saudi Arabia. He came to his present position after spending a year as the Dean of the Faculty of Computer and Information Technology. During his tenure as the College Dean he led the successful effort for ABET accreditation of the Faculty’s three programs and also strengthened international col- laboration by co-sponsoring several international scientific meetings. Prior to his Deanship position he spent several years as the Dean of Admission at the University. He was instrumental in the development and implementation of a sophisticated online electronic system called “On Demand University Ser- vice” (ODUS Plus), which is available for all students to register, drop, add, and monitor their progress, among other things. In his capacity as the Vice President for Development he manages all university activities that deal with planning, implementing, assessment and continuous improvement processes. His responsibilities also include managing several university service units such as the strategic plan, the library affairs, the community services and continuing education, the center for teaching and learning development and the center for quality. He has been very active in pursuing national and international accreditations and rankings for programs and for the institution as a whole. Under his leadership the university has been gaining more and more program accreditations and also has been making year after year advances in its international rankings. Professor Mashat serves on the governing boards of several Saudi universities and also on the advisory boards of several national and international ranking systems. Among his current interests is developing and implementing key performance indicators for multitudes of university activities. Professor Mashat is a Saudi national, graduated with a bachelor of Science degree from King Abdulaziz University in 1989 and received his MS an PhD from the University of Leads, United Kingdom in 1999 in the area of Computer Science.

Tony Mayer, Europe Representative and Research Integrity Officer Nanyang Technological Uni- versity (NTU), Singapore, is a geologist and specialist in research management and administration. He was a member of the European Science Foundation and Scientific Secretary of the European Research Advisory Board. Formerly Director of the COST Office in Brussels he was previously with the UK Natural Environment Research Council. He was the co-Chair of the First and Second World Conferences on Research Integrity.

Chiara Mio is a Full Professor at the Department of Management (Ca’ Foscari University of Venice), where she teaches “Management Control” and “Strategic Planning and management”. She is contributing to the sustainability profile of Ca’ Foscari, as Dean Delegate to Environmental Sustain- ability. Peter A. Okebukola, a specialist in quality assurance and elearning, is Professor of Science and Computer Education at the Lagos State University, Nigeria. After his Bachelor’s degree in 1973, he earned a PhD from the University of Ibadan followed by specialised training at the Massachusetts In- stitute of Technology (M.I.T.) and Harvard University both in Cambridge, USA. He is the President of GUN-Africa which has been conducting capacity-building activities for higher education teachers and researchers in Africa since 2004. He won the 1992 UNESCO Prize for the Communication of Sci- ence. He is a Fellow and Member of the Board of Directors of the International Academy of Education, member of the Executive Board of the International Association for Research in Science Teaching. He is a Fellow and Past President of the Science Teachers Association of Nigeria as well as of the National Association for Environmental Education. He has won several international gold medals in science and computer education. He is also a Fellow of the Science Association of Nigeria. He is the immediate past Executive Secretary of the National Universities Commission (NUC). He has been Chairman of Council of seven universities including Osun State University and currently Chairman of Council of Crawford University and Chairman, Board of Trustees, Caleb University. He is Director of the Centre for Human Security, Olusegun Obasanjo Presidential Library as well as Director of the UNESCO Institute for African Culture and International Understanding, at the Olusegun Obasanjo Presidential Library, Abeokuta. He has been awarded a number of honorary D.Sc degrees. He is the recipient of the National Honour of the Officer of the Order of the Federal Republic- OFR. He is the current Chairman of the Advisory Council of the CHEA International Quality Group (CIQG) whose mandate oversights quality assurance of higher education across the world.

John O’Leary is a journalist and education consultant who works for a variety of newspapers and magazines, universities and national organizations. He was Education Editor of The Times from 1991 to 2002 and Editor of The Times Higher Education Supplement (THES) from 2002 to 2007. He edits The Times and Sunday Times Good University Guide, which introduced the first university rankings to the UK in 1992. He is also a member of the executive board responsible for the QS World University Rankings, which he helped to devise and publish at the THES. John is a member of the Higher Education Commission and was the author of Higher Education in England, published by the Higher Education Funding Council for England in 2009. He has a degree in politics from the University of Sheffield, where he is a trustee of the students’ union, and began his career in journalism on the Evening Chronicle, in Newcastle upon Tyne. He has been writing about higher education for more than 30 years and won the Ted Wragg Award for Sustained Contribution to Education Journalism in 2011.

Magdalena Platis is vice-rector in charge with the quality assurance and business relationship, professor of Microeconomics, Macroeconomics and Marketing having an experience for more than 20

Simon Pratt has more than 17 years of business management and technical experience in the scientific information industry. Mr. Pratt graduated with a Bachelor of Science from the University of East Anglia and holds a Masters of Arts from University College London. He is a regular speaker at conferences on research evaluation across the world and contributes to articles and books on the evaluation of higher education and research.

Aleksandra Radojicic is SAP Sales and Distribution Functional Consultant. Aleksandra obtained her Bachelor of Organizational Sciences degree in 2014 and Master of Business Analytics degree in 2015, both at Faculty of Organizational Sciences, University of Belgrade. She speaks English, Italian and Russian and attended several trainee programs in business sector. Aleksandra’s research interests are Statistics, Business analytics, Operations research, ERP systems and World University Rankings.

David Reggio, FRSA. is the global head of consulting in QS. He previously worked in government policy advisory on scientific research and national development agendas with the CNPq, Brazil, and the Wellcome Trust, London. David has advised universities across the world on research, global engage- ment, science park design and scientific partnerships. He is a Fellow of the RSA, an elected member of the Royal Institute of Foreign Affairs and a senior advisor and Honorary Fellow to a number of international think tanks and technological parks in Latin America with a focus on Nanotech, Aviation and Space Medicine.

Nicolas Robinson-Garcia has a PhD in Social Sciences. He works on bibliometrics and research evaluation. He is a Juan de la Cierva-Formación Fellow researcher at Ingenio (CSIC-Universidad Politècnica de Valencia) under the supervision of Ismael Rafols. His main research lines are research evaluation of universities and the study of new data sources and metrics.

Mahsood Shah is an Associate Professor and Deputy Dean (Learning and Teaching) with School of Business and Law at CQUniversity, Australia. In this role Mahsood is responsible for enhancing the academic quality and standard of courses. Mahsood is also responsible for learning and teaching strategy, governance, effective implementation of policies, and enhancement of learning and teaching outcomes across all campuses. In providing leadership for learning and teaching, Mahsood works with key aca- demic leaders across all campuses to improve learning and teaching outcomes of courses delivered in various modes including face-to-face and online. At CQUniversity, he provides leadership in national and international accreditation of academic courses. Mahsood is also an active researcher. His areas of research include quality in higher education, measurement and enhancement of student experience, student retention and attrition, student engagement in quality assurance, international higher education, widening participation and private higher education. Before joining CQUniversity, Mahsood led research at the school level at the University of Newcastle, Australia. Mahsood has also led strategic planning and quality assurance in three other Australian universities. In addition to working in universities, Mahsood has worked closely with more than 15 private, for-profit higher-education providers on projects related to quality assurance, compliance, accreditation and enhancement of learning and teaching.

Derek Slagle recently graduated with his PhD from Florida Atlantic University for Public Admin- istration. His research interests are Public Administration Inquiry and Methodology, Public Policy, and Epistemology. Derek was recently selected as one of the 2016 American Society for Public Administra- tion Founders’ Fellowship.

Ben Sowter is a leading expert on comparative performance in international higher education.He founded and leads the QS Intelligence Unit, a world-leading think-tank on the measurement and manage- ment of performance in universities. The unit is fully responsible for the operational management of all major QS research projects including the QS Top MBA Applicant and Recruiter Research, the QS World University Rankings® and the QS Asian University Rankings. Ben has been appointed to the Board of QS Quacquarelli Symonds Ltd since 2015. Members of the QS Intelligence Unit are frequently invited to international conferences as speakers, to visit institutions in order to explain the technicalities behind their work, or to draw on their unique data to provide a fresh perspective on trends and developments in international higher education. As the leading protagonist of this outreach over the years Ben has visited hundreds of universities and spoken on the research in over 30 countries.

Hei-Hang Hayes Tang is Assistant Professor of Education Policy at the Education University of Hong Kong. A sociologist, he is interested in the fields of academic profession, academic entrepreneurialism, democratisation in education and youth studies. He is committed to create new knowledge in applica- tion for enhancing the alignment between education and the world of work/ professions in East Asian entrepreneurial economies and for better education governance in the age of citizen activism.

Chee Kiong Tong is the Special Academic Advisor and Chair Professor at Universiti Brunei Darus- salam. He is also the Director of the Institute of Asian Studies (UBD-IAS). Before joining UBD, he held various positions at the National University of Singapore, including Dean of the Faculty of Arts and Social Sciences and Director of the Graduate School of Arts and Social Sciences. Chee Kiong obtained his Bachelor of Social Sciences (Honors) degree from the University of Singapore and Master’s and PhD from Cornell University, USA. Chee Kiong has received various awards and fellowships throughout his career, including the NUS Overseas Graduate Scholarship, the Singapore Chinese Chamber of Com- merce Foundation Scholarship, the J. William Fulbright Fellowship, USA; the Singapore Youth Award, as well as the Commonwealth Youth Award (Team). Professor Tong has held visiting professorships/ fellowships in a number of universities, including Tokyo University, University of Victoria, Wellington, Kwanseigakuin University, National Museum of Ethnology in Japan, University of California, Berkeley and University of Michigan, Ann Arbor. Professor Tong’s research interests focus on the Ethnicity and Ethnic Relations, especially the Chinese in Southeast Asia; Sociology of Religion and Comparative Religions, especially religious change and; Economic Sociology, focusing on Asian Business Networks and institutional foundations of businesses. His recent publications include Chinese Death Rituals (Rout- ledge, 2004), Rationalizing Religion: Religious Conversion, Revivalism, and Competition in Singapore (Brill, 2007), Identity and Ethnic Relations in Southeast Asia: Racializing Chineseness (Springer, 2010) and Chinese Business (Springer, 2014). Chee Kiong has also published papers in the British Journal of Sociology, International Migration Review, Asian Ethnicities, Diaspora, Child Abuse and Neglect, International Sociology, and Journal of Asian Business.

Gordon Tsui is a Research Assistant in the Faculty of Education at The University of Hong Kong. His research interests include internationalisation of higher education, global citizenship, service learning, and Africa. As a Hong Kong citizen, he is enthusiastic about taking Hong Kong university students to explore African cultures by conducting Hong Kong-African service-learning trips in African contexts.

David A. Turner is Professor of Education in the Institute for International and Comparative Educa- tion Research at Beijing Normal University in the People’s Republic of China. He is Professor Emeritus of the University of South Wales in the UK, where he is a Fellow of the Academy of Social Sciences. He has published numerous articles and books, including Theory and Practice of Education (Blooms- bury, 2007) and Quality in Higher Education (Sense Publications, 2012). He served for twelve years as the treasurer of the World Council of Comparative Education Societies and has been a member of the Executive Committee of the British Association for International and Comparative Education.

Jonalyn Villarosa is the chairperson of Secondary Education Department of the College of Teacher Education, Palawan State University, Philippines. Her interest includes ranking of Universities.

Hai Yen Vu is a lecturer of English Language Education in the National Institute for Education Management (NIEM) in Hanoi, Vietnam. She is now a PhD candidate at Macquarie University, Faculty of Human Sciences, Linguistics Department in Australia.

Chelsea Waugaman is a doctoral student in the Educational Leadership Program at Clemson Univer- sity in South Carolina. Waugaman’s research interests center primarily on the academic profession and faculty career trajectories and development, as well as other areas such college teaching and learning, student learning assessment, and the impact of rankings on college faculty.

Adam Williams is an Assistant Professor of Public Administration at the University of Illinois at Springfield, whose research centers on public procurement and public administration theory and prac- tice. Currently his work highlights procurement official behavior, but also includes policy decisions influencing public financial management.

Zaw Wint is currently the Director, Office of Planning and Development in Universiti Brunei Da- russalam. He has involved in institutional development and institutional performance analysis of higher education institutions for the past 3 years.

Andrew Worthington is Professor of Finance in the Department of Accounting, Finance and Eco- nomics at Griffith University. He holds Masters degrees from the University of New South Wales and the University of New England, and obtained his doctorate from the University of Queensland. His previous career appointments comprise the University of New England, Queensland University of Technology and the University of Wollongong and his teaching interests encompass corporate financial strategy, financial markets, and entrepreneurial finance. His current research focus includes household finance, financial institution efficiency and productivity, alternative investments, and Islamic finance.
