THIRD SECTOR UPDATE

Purpose of Report: To provide the Area Partnership Members with an update of activity undertaken, and local issues identified by North West Glasgow Voluntary Sector Network, and to make recommendations on potential areas of joint working between the Partners and the Network.

Recommendations The Area Partnership is asked to a. Recognise the valuable work being undertaken by the Third Sector b. Recognise the signing of the Third Sector Concordat c. Support the North West Glasgow Voluntary Sector Network to engage with the IGF review. d. Task the North West Glasgow Voluntary Sector Network to engage with local Third Sector Providers of Fair Start with a view to ensuring synergy with local employability provision.

North West Glasgow Voluntary Sector Network (NWGVSN) Overview 1. IGF Review - The planned review of the Integrated Grant Fund is of great significance to Third Sector Organisations working in Garscadden/Scotstounhill – both those who currently receive IGF and those who do not. The concern of NWGVSN members is that currently there appears to be no clear way for the Network to engage with that process, and, of course, we would hope that the committee agree that our voices should be heard during the review.

2. Third Sector Concordat – the NWGVSN welcomes the signing of the third sector concordat between the Council and the Third Sector and looks forward to further developing the working relationship between the Network, the members and the Council https://twitter.com/GlasgowCPP/status/1032638433850806272

3. Training Activity - Twice yearly NWGVSN consults with its membership to identify training needs for members’ staff. A training programme is then devised to meet those needs. The second programme of 2018/19 has just been launched.

4. Mentoring Programme - The Community Planning Partnership funded NWGVSN to pilot a mentoring programme in order that members with particular experience and skills could be trained to mentor members requesting support. Five mentors were trained and matched with five individuals. The pilot has recently completed and is now being evaluated.

5. Participatory Budgeting Pilot (Canal Ward) - Although this is not happening in Garscadden/Scotstounhill, it has wider significance. NWGVSN was approached by to support the delivery of its Participatory Budgeting Pilot in Canal Ward. The exercise has proven successful in engaging with the local communities and creating a citizens’ Ward 13 Area Partnership – Voluntary Sector Update – Oct 2018 Page 1 of 4 panel. NWGVSN has now been asked to support the Panel through to March. This work is likely to have influence on the future development of Participatory Budgeting in the City, and, therefore, should be of interest to this committee. 6. NW Glasgow IGF re-investment fund - 4 third sector organisations in the Ward were successful in being awarded over £40,000 of funding from the NW IGF re-investment fund. 2 local organisations were unsuccessful in their bids to this fund. https://twitter.com/MichaelSNP13/status/1037305645127688193

Members Activity Report

The members activity report is against the 5 Area Partnership priorities

1. Alcohol and Health and Wellbeing

LINKES have seen an increase in young men with mental health problems dropping in. They are not currently providing a service other than general sign posting.

2. Youth Employment and Young People

Pathfinder Programme, a partnership between Workingrite and DRC Youth Project (DRCYP). To date, 85 young people from Garscadden/ Scotstounhill have been signposted to Pathfinder from a range of referral partners. 49 young people have progressed onto the Pathfinder programme. 31 have gained full time employment, 4 have progressed into further learning, 3 are on work placement and the remaining 12 are receiving ongoing support and aftercare. Pathfinder has been shortlisted for a Scottish Urban Regeneration Forum award in the ‘Youth Employability – Overcoming Barriers’ category. https://twitter.com/DRCYouthProject/status/1048249903078674432

DRCYP in partnership with St. Thomas Aquinas has successfully delivered ‘The Focus Initiative’, a 12 week intensive personal development and employability support pilot programme aimed at 4th year pupils. 10 young people took part which helped motivate them to reengage with school or helped prepare them to move into a positive destination. Each participant gained accreditation (CSCS, IOSH or Lifelink ‘Emotional Literacy’) and received employability support and guidance. Following the pilot programme a second group will begin in November.

DRC Generations continue to deliver their peer mentoring programme in local schools in the area

Kingsway Court Health & Wellbeing Centre have extended their Youth Project opening hours.

3. Vulnerable People and Families

Universal Credit is being introduced in the Garscadden/Scotstounhill area via Job Centre in Oct 2018 and Job Centre in Dec 2018. The migration onto Universal Credit for those receiving corresponding benefits should be just a trickle at the beginning, according to meetings Drumchapel Money Advice Centre (DMAC) has had with DWP. There has also been the recent announcement that the migration is being extended to 2023. There Ward 13 Area Partnership – Voluntary Sector Update – Oct 2018 Page 2 of 4 is, however, a clear issue around the requirement for claims to be made online. DMAC operates out of its Drumchapel Office, and 8 outreach clinics across Drumchapel/ and Garscadden/Scotstounhill, and the difficulty they, and other advice organisations, face is creating the IT capacity to support those with no internet access. Even if everything runs smoothly, the impact on local advice organisations will be severe due to the stated 5 week delay in starting universal credit payments, the need to arrange benefit advances to cover this gap, and the impact of supporting a dramatically increased level of appeals.

Fair Start Scotland is the Scottish Government’s employability programme (£98 million across Scotland). The Glasgow contract was won by a private sector provider with three voluntary sector subcontractors. The prime contractor is People Plus Group, a subsidiary of the Staffline Group plc. The three voluntary sector subcontractors are Momentum, with bases in Drumchapel and , The Lennox Partnership, with bases in and Yoker, and Remploy, with a base in the City Centre. Fair Start Scotland is taking referrals from Garscadden/Scotstounhill via Jobcentre Plus, and all partners should be aware of its fit or otherwise with local employability services.

DRCYP are running a youth club at Heart of which caters for young people (aged 8- 12) with ADHD in partnership with the NW ADHD Parent Support Group.

4. Safer and Fairer Communities

There is a new Mental Health project centred around the Drumchapel/Yoker GP cluster which is designed to explore new ways of supporting those with mental health issues through partnership working. The project is called Jigsaw, and, through its £50K seed fund (via NHSGGC), has just commissioned 9 pilot mental health projects to test new ways of working. Organisations that received funding are Drumhub, 3D Drumchapel, Promising Links Group, Glasgow Council on Alcohol, Theatre Nemo, and Yogability, Glasgow Wood Recycling, DRC Youth Project and Yoker Community Campus. Residents of Garscadden/Scotstounhill will be able to access and benefit from a range of these services

DRCYP Girls Group is going from strength to strength with approximately 11 young people participating in weekly sessions. Each of the group members have recently completed an accredited self empowerment programme with Glasgow based social enterprise ’Ms, Miss, Mrs’. The Girls Group also held a coffee morning in the Yoker Community Campus raising over £200. Yoker Parish Church's congregation donated £65 as a thank-you for recent volunteering by the group.

DRCYP has delivered a ground breaking camping survival experience for young people in partnership with community safety services and Outlook Adventures. The overnight camping expedition, aimed at some of the hardest to reach young people in our communities, involved team challenges, climbing gorge walking and abseiling. This expedition acted as a great team building exercise and helped break down some of the barriers existing between young people and local services.

LINKES annual Family Fun Day brought together 300 local people who enjoyed performances by Ayawara, a West African Percussion and Dance group, the local Primary school Corpus Christi with their choir and dancers and three young local artists, who attend the Kingsway Court Health and Wellbeing Centre music group. 5. Sustainable Communities

Heart of Scotstoun has been working in partnership with volunteers from West Glasgow Green Gym, Sustrans and others to further develop the Green Garden Project. They have also has support from Community Payback and corporate volunteers. The inauguration of the Peace Garden took place in November.

Dumbarton Road Corridor Environment Trust held their second School Run Summit in October with nearly 50 people attending including representatives from several local schools, Council officers and elected members and other agencies including Community Safety Glasgow and .

DRCYP has seen an upsurge in the number of young people playing a positive and active role in our communities. 3 young people have volunteered their time and efforts to help restore the DRC allotments, 9 young people have participated in 3 community clean ups organised by Scotstoun Community Council, 22 young people participated in a sponsored community clean up raising £150 for a local foodbank and 10 young people have volunteered in the kitchen at Yoker Old Parish Church.
