Lanark County
Lanark County is located in Eastern Ontario. It is a remarkably dis nct region in the Frontenac Axis where the Canadian Shield meets the Limestone Plains. Located between the ci es of O awa and Kingston, residents have rela vely close access to world‐class ameni es in major centres and at the same me can enjoy a relaxed, rural lifestyle. The County is lucky to have Highway 7 travel through the centre, making transporta on to the major centres easily accessible. Social Housing Overview
What is the Social Housing Agreement? Most of Ontario’s Social Housing units fall under the Social Housing Agreement (SHA). The SHA was signed by Canada and Ontario in 1999 and transferred administra ve responsibility for Social Housing from the federal government to Ontario, with the excep on of on‐reserve aboriginal housing and federal coopera ves. The Ontario government in turn transferred responsibility for most Social Housing projects to municipal Service Managers, such as Lanark County, with the excep on of Rural and Na ve Housing and dedicated suppor ve housing. Dedicated suppor ve housing is administered by the Ministry of Health and Long‐Term Care and the Ministry of Community and Social Services (Lanark County Interval House). Rural and Na ve Housing was transferred to the Ontario Aboriginal Housing Support Services Corpora on in 2009.
Roles and Responsibili es Federal The federal government, through Canada Mortgage and Housing Corpora on (CMHC), is responsible for funding exis ng federal and federal/provincial social housing projects, and providing Na onal Housing Act (NHA) insurance. CMHC also provides direct loans to some local housing projects.
Provincial The provincial government plays a stewardship role on housing and homelessness issues. The Province facilitates the renewal of Social Housing mortgages for Social Housing providers, establishes provincial housing policies and legisla on, administers affordable housing, and homelessness programs, approves Ministerial Consents (for sales and/or transfers), and is the conduit between CMHC and Service Managers (i.e. Lanark County) on mortgage financing ma ers.
Lanark County Lanark County is responsible for administering Social Housing, including maintaining Service Level Standards, delivering housing and homelessness programs, crea ng, and implemen ng housing and homelessness plans, and considering consents requested by Social Housing providers that fall under the Housing Services Act, 2011.
Social Housing Providers Social Housing providers are responsible for maintaining their housing assets and ensuring that their tenants live in affordable, adequate, and suitable housing. They work closely with Lanark County and should be mindful of long‐term strategic asset management that takes into account financial viability, capital and opera ng costs, tenant management, and other opportuni es or constraints. In Lanark County there are 7 Rent‐Geared‐to‐Income housing providers; Lanark County Housing Corpora on and 6 non‐profit housing corpora ons.

What is Social Housing?
Social Housing Social Housing is governed by the “Housing Services Act” and its regula ons. The terms Social Housing and Affordable Housing are usually used interchangeably; however, Social Housing is only one category of Affordable Housing. Social Housing usually refers to rental housing subsidized by the government.
Affordable Housing Affordable Housing is a much broader term and includes housing provided by the private, public and not‐for‐ profit sectors as well as all forms of housing tenure (i.e. Rental, Ownership and coopera ve ownership). It also includes temporary as well as permanent housing. Therefore, Affordable Housing can refer to any part of the housing con nuum: emergency housing, transi on housing, suppor ve housing, subsidized housing, market rental housing or market ownership.
Programs offered by Lanark County Social Housing Lanark County Social Housing has a variety of programs including: Rent‐Geared‐to‐Income (RGI), Homeownership Program, Renovate Lanark, Rent Support Program, Housing Op ons Program, LEAP and Domiciliary Hostels. Eligibility Criteria for RGI Housing
What is RGI Housing? Rent‐Geared‐to‐Income housing is a form of Social Housing, which is subsidized by the government. Rent‐Geared‐to‐Income is based on 30% of your gross monthly income.
Who Can Apply? 1. At least one member of the household must be 16 years of age or older and able to live independently. 2. Each member of the household must be a Canadian ci zen, a landed immigrant or have Refugee Claimant Status, with no outstanding deporta on, departure, or exclusion order in effect to leave Canada. 3. If you owe money to any federally, provincially or municipally funded housing provider, you must pay the money owed or have an ac ve repayment agreement in place which is in good standing. The offer of a unit will only be made when arrears are paid in full or a Repayment Agreement in good standing is in place. 4. No member of the household has been convicted of misrepresen ng their income to receive rent‐geared‐to‐income assistance by the Landlord and Tenant Board or a court of law in the past two years.
Documenta on Required A ach copies of the following when submi ng your applica on (failure to do so will result in your applica on being put in pending un l all documenta on is received): Birth Cer ficate, ci zenship or refugee claimant status for all members. Verifica on of your current total monthly household income: A copy of your monthly Pay Stubs and monthly Bank Statement. If on Ontario Works or Ontario Disability Support Plan, a copy of monthly income stub and drug card. If receiving monthly pensions, a copy of the cheque stub or if automa c deposit, a copy of your bank statement. If you own property, a le er of opinion from a qualified professional (i.e.: Real Estate Agent), as to the value of the property. *Please remember that if you are offered accommoda on, you must agree to sell your property within six months. Bank verifica on showing investments and interests earned. Copy of any ac ve payment agreement for rent or charges owing to a Social Housing provider.

Eligibility Criteria for Special Priority Sta- The Housing Services Act, 2011, Ontario Regula on 367/11, Sec on 52‐58 (“Special Priority Category”), gives priority ranking to Social Housing applicants and/or tenants whose personal safety, or whose family’s safety is at risk because of abuse by an individual with whom they currently or recently (within the past three months) lived with, or who is sponsoring the member as an immigrant. This special priority is to enable the household to separate permanently from the abuser.
Special Priority Status allows vic ms of abuse to move ahead of other applicants on Social Housing waitlists. The Social Housing Registry must ensure that this special priority is reserved for those at risk. This policy does not apply to those who simply want to separate from someone because their rela onship is not working.
The Social Housing Registry will determine if a Special Priority applicant is eligible or ineligible within 14 days of receiving a complete applica on.
Who is eligible for Special Priority Status? A household, eligible for Rent‐Geared‐to‐Income housing, is eligible to be included in the special priority category if all three of the below are true; 1. A member of the household has been abused by another individual; AND 2. The abusing individual is or was living with the abused member or is sponsoring the abused member as an immigrant; AND 3. The abused member intends to live permanently apart from the abusing individual.
Special Priority applicants may need to provide any of the following: 1. A record of interven on by the police indica ng the member was abused by the abusing individual. 2. A record of physical injury caused to the member by the abusing individual. 3. A record of the applica on of force by the abusing individual against the member to force the member to engage in sexual ac vity against his or her will. 4. A record of one or more a empts to kill the member or another member of the household. 5. A record of the use of a weapon against the member or another member of the household. 6. A record of one of more incidents of abuse against the member or another member of the household, including: i. Threatening to kill. ii. Threatening to use a weapon. iii. Threatening to physically harm. iv. Destroying or injuring or threatening to destroy or injure property. v. Inten onally killing or injuring pets or threatening to kill or injure pets. vi. Threatening to harm or remove the member’s children from the household. vii. Threatening to prevent the member from having access to his or her children. viii. Forcing the member to perform degrading or humilia ng acts. ix. Terrorizing the member. x. Enforcing social isola on upon the member. xi. Failing to provide / withhold the necessi es of life. xii. Threatening to withdraw from sponsoring the member as an immigrant. xiii. Threatening to take ac on that might lead to the member being deported. xiv. Other words, ac ons or gestures that threaten the member to fear for his or her safety. 7. A record of undue or unwarranted control by the abusing individual over the member’s personal or financial ac vi es. 8. A record of one or more incidents of stalking or harassing behavior. 9

Verifica on of the Abuse A wri en record verifying the abuse, must be provided with the Special Priority applica on and be prepared by a person who is familiar with the abuse, or by an individual in his or professional capacity, including: 1. A doctor 2. A register nurse or registered prac cal nurse 3. A lawyer 4. A law enforcement officer 5. A minister of religion authorized under provincial law to perform marriages 6. A teacher 7. A guidance counselor 8. An individual in a managerial or administra ve posi on with a housing provider 9. An individual employed by an agency or organiza on to provide social support services in the community, including, i. An individual employed by a community health centre to provide health and health promo on educa on, informa on and programs ii. A registered Social Worker or Social Service Worker iii. An individual employed to provide support for vic ms of crime and/or disaster iv. An individual employed to assist individuals coming to Ontario to se le in, adapt to and be integrated into the community v. An individual employed by an organiza on to assist individuals for whom the organiza on provides accommoda ons in an emergency or transi onal shelter because of homelessness or abuse vi. An individual employed by a community legal clinic that provides legal aid services in the area of clinic law

What Information is on the Application?
Sec on 1: Applicant This sec on is about you, the applicant or person who wants to move into housing. Fill in all the informa on about you: your name, birthday, social insurance number, gender, status in Canada, current address, phone numbers. There is a sec on for an alternate contact name and phone number,‐please do no leave this blank,‐ if we can not get in touch with you we will contact this person and have them get you to call us. We will not tell this person why we are calling.
Sec on 2: Special Priority This sec on asks if you plan to complete a special priority form. Details about the special priority applica on can be found in the special priority sec on of this book (page 10). If you believe you qualify for special priority please call and speak with a caseworker.
Sec on 3: Co‐Applicant This sec on is about a spouse/ person you are living with. It asks them all the same ques ons it asks for the applicant.
Sec on 4: Other Household Members to Reside in Accommoda on Applied for This sec on asks “who else is going to be living in the house.” It asks for the persons first and last name, social insurance number, gender, birthday, rela onship to applicant and their status in Canada.
Sec on 5: Current Landlord Informa on This sec on asks you ques ons about your current living arrangements. It asks your landlord’s name, address, and telephone number, also how long you have lived at the present address in month and years. It asks how much you pay for rent, if you owe this landlord money, or have received an evic on no ce. If you have received an evic on no ce you must a ach a copy of the no ce to the applica on.
Sec on 6: Housing History This sec on asks about the past 5 years of housing for both the applicant and co‐applicant. The informa on required is the address, city, the dates you lived there, the landlords name and number and the reason(s) for leaving.
Sec on 7: Social Housing This sec ons asks about whether or not you or anyone in the household have ever lived in Social Housing in the past. If you have not you can check the box that says no and leave the rest of this sec on blank. If you have lived in Social Housing then please fill out this sec on with the housing providers name and address, the name that was on the lease/occupancy agreement, the dates you lived in housing and if any rental arrears or damage arrears are outstanding.

What Information is on the Application?
Sec on 8: Social Housing Arrears This sec on asks if anyone in the household owes any money to any Social Housing provider in Ontario. To be eligible for the Social Housing registry, all money owed to a Social Housing provider must be paid in full or you must have a repayment plan that in good standing. If you have an ac ve re‐payment plan please a ach a copy of the approved repayment agreement with the applica on
Sec on 9: Misrepresenta on This sec on asks if any one in the household has misrepresented income while living in subsidized housing within the last 2 years and has been found under the Criminal Code of Canada, Landlord and Tenant Board or court of law to have done so.
Sec on 10: Transfer Request This sec on is for people already living in Social Housing who are reques ng a transfer to another unit or building because they are over housed, under housed, or have another reason such as a medical or safety reason(s) for reques ng a transfer.
Sec on 11: Other Household Informa on This sec on asks if all members of the household are currently living together. If not, then please provide a reason why. It also asks if anyone in the house is expec ng a baby. If someone is, then a doctors cer ficate of the baby’s due date is required, when the baby is born we ask that you contact us so we can update the file accordingly.
Sec on 12: Income This sec on asks about the type and amount of income you receive for both the applicant and co‐applicant. It will ask if you receive: Ontario Works, Ontario Disability Support Program, monies from employment (full me or part me), if you are self employed, employment insurance, Workplace Safety Insurance Board, Old Age Security, Canada/Quebec pension plan, Guaranteed Annual Income Support, child/spousal support, other pensions and other incomes.
Sec on 13: Assets This sec on asks you about your chequing account, savings account, GIC’s or term deposits, RRSP/RESP, property that you own.
Sec on 14: Type of Housing Required This sec on asks about the size of bedroom you require. Please see the occupancy standards page for Lanark County located in this booklet.
Sec on 15: U li es This sec on asks if u li es can be put in your name. Some buildings require u li es to be put in the tenants name, knowing whether or not u li es can be put in the tenants name can narrow down the housing choices.

Sec on 16: Parking This sec on asks if you require a parking spot. Some units have limited parking so ask about parking for each building should you require parking.
Sec on 17: Health Factors that may Affect Where you Live This sec on asks if you require any medical accommoda ons such as a ground floor apartment or any disa‐ bili es that may need accommoda on such as vision impairment, hearing impairment, mobility impairment etc. If you fill out anything in this sec on please provide a detailed medical cer ficate or contact us for a medical form to be filled out by your doctor.
Sec on 18: Suppor ve Housing This sec on asks whether you have support from a community based agency to ensure that you may be suc‐ cessful living independently. We ask that you list the agencies and check whether or not we can include your support workers as emergency contacts.
Sec on 19: Addi onal Comments/Informa on This sec on is for any other informa on that we may require or you think is relevant that we did not ask for.
Housing Choices The following pages are the housing choices pages. They tell you who runs the building, where it is, and how many bedrooms it has. It will also tell you if a fridge/stove is provided or if heat and hydro have to be put in the tenants name. It is important that you only check the units you are eligible for (bedroom size you are eli‐ gible for) and the areas you wish to live. You only get three refusals of a unit before you lose your place on the waitlist. To find out more about each building see the housing choices sec on of the booklet.
Declara on of Consent to Collect, use and Disclose Personal Informa on This consent form is to be signed by the applicant, co‐applicant and household members, that are not de‐ pendents, if they agree to the informa on given about what the County will do with the applica on and goes over the details of the applica on (i.e. money owed to other social housing providers will be repaid). It also discloses the laws and policies that govern the sharing of informa on.

Occupancy Standards 2012-02
Occupancy Standards are established to ensure that families of the appropriate size occupy units. This policy maintains the maximum usefulness of the units, while preserving them from excessive wear and tear or underu liza on.
Occupancy Limits Housing Services Act, 2011 sec on 43 (1) states “a service manager shall establish occupancy standards for determining the size and type of unit permissible for a household receiving Rent‐Geared‐ to‐Income assistance.”
Occupancy Limits are as follows: There cannot be more then 2 persons to a bedroom Spouses must share a bedroom Children of the opposite sex may have their own bedroom unless the household wants 2 children to share a bedroom 2 children of the same sex may share a bedroom if the household wants two children to share a bedroom A single parent may share a bedroom with a child if the applicant wants to share A bachelor unit is normally allocated to a single person; however, a two person family is eligible for a bachelor unit if the applicant requests it A household is eligible for an addi onal bedroom if there are qualifying medical reasons. Wri en request and accompanying documents are required from a qualified medical prac oner. Medical verifica on must indicate the nature of the condi on, the degree of severity and how sharing a bedroom would aggravate the persons condi on For condi ons requiring addi onal room for medical equipment, the need for the equipment must be medically verified and the equipment must either: present a danger to anyone sharing the bedroom or encompass 30% of the area of the bedroom If a member has joint custody or visi ng rights to a child; the member is required to provide accommoda ons for the child and the bedroom is required to accommodate the child; an addi onal bedroom is necessary only if the child will require at least 2 nights in every 14 day period.

Over Housed Household
Over Housed A Rent‐Geared‐ to‐Income household becomes over housed if someone in the household leaves and the unit has more bedrooms than Occupancy Standards allows (Pg.16). A household does not cease to be eligible un l one (1) year a er the household has been no fied that the household occupies a unit that is larger than the largest size allowed.
One year a er receiving no ce that the household is over housed, the household will be required to apply to all Social Housing units in their town of appropriate size for their family. The date of applica on will be noted in the Centralized Waitlist Registry as the date they became over housed.
Under Housed A Rent‐Geared‐to‐Income household becomes under housed when someone enters the house and there is now not enough bedrooms, according to the Occupancy Standards set out by Lanark County. This could happen when a parent gets full custody of a child, or someone has a new baby for example.
Households apply for a transfer from their housing provider. The housing provider will no fy the household how to con nue this process.

Divestment of Residential Property 2012-03
Sec on 13 of the applica on talks about assets that you own and selling of year round residen al property. Lanark County policy number 2012‐03 addresses this and below is a summary of the policy.
A household that owns residen al property must provide documenta on that the property is seasonal, not suitable for year round occupancy; if the property is suitable for year round occupancy, the household must sell the property within 180 days, 6 months a er: A) They begin to receive a Rent‐Geared‐to‐Income subsidy, or B) They acquire the property (inheritance)
This rule applies regardless of the loca on of the property, inside or outside of Ontario. A household may become ineligible for Rent‐Geared‐to‐Income if they fail to do so.
Acceptable documenta on of the seasonal status of a property includes: an opinion from a qualified professional, tax roll informa on or other documenta on sa sfactory to the Service Manager (Lanark County).

Staying Connected to the Registry
Stay Connected In order to keep your spot on the waitlist, you must stay connected with the registry. This means should any informa on below change, call Social Housing and let them know. If we can not contact you we will make your file inac ve and you may lose your spot on the waitlist. It is your responsibility to keep your applica on up‐to‐date. Social Housing will send out a package every 1‐ 2 years reques ng that you update your informa on with us. If this package is not received back within a mely manner you will be removed from the waitlist.
To remain eligible, all members of your household must meet the criteria under the “Who can Apply” sec on on page 9 of this booklet.
Review your housing needs regularly. You only get 3 offers before being removed from the waitlist. Therefore, it is very important you contact us should your preference of housing loca ons change.

Process for Internal Review of Decisions
Social Housing Policy 2012‐01 for Lanark County and the Housing Services Act,2011 gives tenants and applicants of Social Housing the right to appeal specific decisions made by housing providers.
Reviewable informa on may include: Rent‐Geared‐to‐Income eligibility Rent‐Geared‐to‐Income payable Size and type of unit permissible Waitlist category and placement Special needs housing eligibility As set out in Sec on 156 on the Housing Services Act, 2011, c. 6, Sched. 1, s. 156
The regula ons set out the rules for appeals. The rules state that: Tenants or applicants may appeal within ten (10) days of being no fied of the decision Appeals must be in wri ng Reviews must be completed within ten (10) days a er the appeal was received The review must be completed within five (5) days if the request involves inclusion in the special priority category.
Important Informa on to Know An Internal Review is a review of the decision by a panel of three (3) members. No one involved in the original decision will be allowed to be on the review board. A review will be completed within 10 days and you will be no fied in wri ng within five (5) business days a er the FINAL decision has been made.

Process for Transfers
Transfer to a Unit Within the Same Housing Provider When someone leaves the unit (e.g. a child moves out) the number of bedrooms you are eligible for changes. You can be under housed which means you have less bedrooms then you require according to the Occupancy Standards or over housed meaning you have more bedrooms then required by the Occupancy Standards. Affordable Housing
Lanark County also has two Affordable Housing, 20 unit buildings, as seen below. One building is located in Almonte and is dedicated to housing seniors and people with disabili es and the second building is located in Perth. The buildings were made possible through the Canada‐Ontario Affordable Housing Program and Lanark County. The rent costs in these units must remain at 20% below average market rent.
The Rogers Road Project in Perth consists of 20, 1 bedroom units. 5 of the units are designated as Rent‐Geared‐to‐Income and the remaining 15 units are affordable housing units.

Country Street Phase Two, located in Almonte, is a three‐story affordable apartment building for seniors. Residents are able to age in place with a full range of support services available from staff and volunteers.
The building consists of 20 units ‐ 1 bachelor, 14 one‐bedroom, including 3 barrier‐free, and 5 two‐bedroom units.

Rent Supplement
What is Rent Supplement? The Rent Supplement Program provides units to applicants through special agreements with qualified private sector landlords. The difference between the rent‐geared‐to‐income price and the market rent price of a unit.
How does Rent Supplement Work? Rent Supplement works the same way as Rent‐Geared‐to‐Income. It is the same applica on as RGI. On page 12 of the applica on there is a page of Rent Supplement Building Selec on. On this page you can choose the loca ons which you would like to live and your name gets added to the centralized waitlist for that building.
Who Qualifies for Rent Supplement? Qualifica ons for Rent support are the same as RGI Qualifica ons and can be found on page 9 of this booklet.
What Does Referral Required Mean? One of the units for Rent Supplement, 1830 Rogers Road in Perth, has a referral requirement to live there. 1830 Rogers Road has 5 units that are for persons with mental illness or who are fleeing abuse. Therefore a referral from an agency like Lanark County Mental Health is required to be considered for these units.

Definitions Abuse: An incident of physical or sexual violence against an individual, an incident of inten onal destruc on of or inten onal injury to an individual’s property, or words, ac ons or gestures that threaten an individual or his or her property.
Affordable Housing: Under the current Invest in Affordable Housing for Ontario (IAH) (formerly Canada/Ontario Affordable Housing Program), "Affordable" means that projects must achieve average market rents for their areas. ONPHA has pointed out that this defini on is not targeted to those in most need (without rent supplements).
Arrears: An outstanding amount of rent or damage costs that has not been paid and is owing to a social housing provider.
Assessable Unit: A unit that has been modified to be accessible to an individual with a physical disability or to allow a person with a disability to live independently.
Canada Mortgage and Housing Corpora on (CMHC): The agency responsible for carrying out the current responsibili es of the federal government with regard to affordable housing. In 1998, CMHC signed the Federal‐Provincial agreement that transferred the administra on of social housing, which had been developed under federal programs, into the hands of the provincial government.
Canadian Housing & Renewal Associa on (CHRA): The organiza on that provides advocacy, policy, research, and training on affordable housing issues and homelessness at the na onal level.
Centralized Wai ng List: The combined wai ng list for all social housing providers in a service area.
Chronological: In reference to the centralized waitlist, this refers to the prac ce of ranking applicants on the centralized wai ng list in order of their applica on date.
Damages: An outstanding amount of money owing to a housing provider for unit repairs or other property maintenance on a unit previously occupied by the household.
External Transfer: A request to move to a housing unit located at a housing project managed by a housing provider, other than a household’s current housing provider.
Household: An individual who lives alone or two or more individuals who live together.
Housing Provider: A Non‐Profit or Corpora on that operates a housing project. Income levels for each unit size in each service area, set out in Regula on 370/11of the Housing Services Act. The Housing Services Act requires Service Managers to have a specific number of RGI units in their service area, which are occupied by tenants whose incomes are below the Household Income Limits.

Housing Services Act, 2011 (HSA): This legisla on replaced the Social Housing Reform Act on January 1, 2012. It preserves the administra ve and funding responsibility for housing with Service Managers within a more flexible framework.
Internal Review: The process for reviewing rent‐geared‐to‐income related decisions.
Internal Transfer: The transfer of a household from one RGI or market unit to another within the same project or to another project owned by the same housing provider.
Local Priority rules: Under the HSA, a service manager may establish local priority rules for rent‐geared‐to‐ income assistance. Local rules apply in addi on to the provincial priority rule (i.e. special priority ‐ those who have experienced domes c violence). They are meant to address par cular local housing market issues.
Market Unit: A unit that is in a housing project and that is not a rent‐geared‐to‐income unit
Mandate: Official designa on of a housing provider pertaining to the housing of par cular groups in society (e.g. seniors, hard‐to‐house, families, youth, physically disabled).
MCSS: The Provincial Ministry of Community and Social Services. This ministry has the responsibility to fund and administer non‐profit housing for people with developmental disabili es.
MMAH: The Provincial Ministry of Municipal Affairs and Housing. This ministry had the lead role in designing and implemen ng the Housing Services Act and the Residen al Tenancies Act. They con nue to be responsible for ensuring the Acts are administered appropriately.
Modified Unit (see also special needs unit): A housing unit with accessibility modifica ons, allowing tenants with a physical disability to perform daily in‐house ac vi es as independently as possible.
Municipal Flexibility: The Housing Services Act and regula ons allow Service Managers the flexibility to set some local policies, such as delega ng RGI administra on, policies on asset limits, income limits, absences from units, op onal RGI rules, and occupancy standards for RGI households.
Misrepresenta on: An act of falsifying informa on for the purpose of receiving some benefit. In rela on to co‐ordinated access, it refers to a household who has falsely reported the household’s income for the purpose of receiving more rent ‐geared‐to‐ income assistance than the household was eligible to receive
Non‐Profit Housing: Community‐based affordable rental housing provided by non‐profit corpora ons, overseen by volunteer Board of Directors.
Occupancy Standards: A set of rules that iden fy the size of unit that an applicant household or household in receipt of RGI assistance would qualify to reside in.

Ontario Municipal Social Services Associa on (OMSSA): This organiza on represents municipal employees working in social services and housing program delivery. Its mandate is to enhance the capacity of communi es to plan, manage and deliver human services.
Ontario Non‐Profit Housing Associa on (ONPHA): The organiza on that represents non‐profit housing providers in Ontario. It has been consulted by the Province as the voice of the non‐profit housing stakeholders in the discussions about legisla ve reform.
Provincial Standards: The set of rules, which establishes provincially mandated outcomes for various aspects of the social housing system, including RGI subsidies, coordinated access and financial tes ng.
Pursuit of Income: Service Managers may require RGI applicants to pursue basic income for which they might be eligible ‐ from pension income, Ontario Works, Child Support, and Employment Insurance.
Regula on: Regula ons provide details of how legisla on is to be implemented. The Housing Services Act has five regula ons that have an impact on the opera ons of housing providers. Regula on 367/11 sets out roles and responsibili es of service managers, rules governing the opera on of local housing corpora ons and aspects of RGI (including eligibility rules, wai ng list management, privacy requirements and appeals).
Rent Supplement: The difference between the geared‐to‐income por on of the full monthly rent the County has s pulated be collected from the rent supplement tenant of a unit for a given month and the full monthly rent.
Rent‐Geared‐to‐Income Assistance (RGI): The reduced rent/housing charge paid by a household residing in a social housing unit, that is based on the household’s gross monthly income.
Rent Support: A program within Lanark County in which the county will pay a por on of your rent (up to a maximum of $200) if you qualify. Yearly updates are needed to remain eligible. The maximum amount of me a person can be on the program is 5 years.
Residen al Property: A property or por on of a property that is used for residen al purposes.
Review: The appeal process established by service managers under the HSA and outlined in O. Reg. 367/11 to review any adverse decision made about a household by a housing provider, such as refusing to offer a unit, changes in rent, ceasing to be eligible for a par cular size or type of unit or for rent subsidy.
Service Area: Geographic area in which the responsibility for the funding and administering of subsidized housing by a Service Manager applies. There are 47 service areas in Ontario.
Service Manager (SM): The term used in the Housing Services Act for a CMSM or DSSAB. The term has been misperceived as a job posi on within the municipality or DSSAB.

Definitions
Social Housing: Housing that is community sponsored i.e. by local faith groups, service clubs, YMCAs, other community organiza ons, or by municipali es. Designed to address some of the Public Housing issues, it is mixed‐income housing (some RGI, some market units), in smaller‐sized projects. (The term now includes Public Housing). Social housing is technically defined as either non‐profit rental or co‐opera ve housing funded by a legally‐prescribed government program (although some social housing providers are now building housing with no government funding).
Social Housing Agreement (SHA): This agreement, signed in November 1999 between CMHC and the Province of Ontario, which sets out the terms and condi ons by which the Province would take over the administra ve responsibility for most federally‐assisted housing in Ontario. It also gave the Province the necessary legal authority to devolve the administra on of the F/P program to the municipal level of government.
Social Housing Reform Act 2000 (SHRA): This legisla on, proclaimed in Dec. 2000, gave the Province of Ontario the power to transfer responsibility for social housing administra on to the municipal level
Special Priority: Status granted through an approval process by Service Managers to applicants or in‐situ tenants who have experienced domes c violence giving them higher priority on a centralized wai ng list for rent‐geared‐to‐income housing.
Suppor ve Housing: Non‐profit housing for people who need support to live independently e.g. the frail elderly, people with mental health problems, addic ons or developmental disabili es. Administra on and funding of suppor ve housing providers were not downloaded to the Municipal Service Managers in 2001; rather, the responsibili es were transferred to the provincial ministry that funded the support services, either the Ministry of Health/Long‐Term Care or the Ministry of Community and Social Services.
