Social Housing Overview

What is the Social Housing Agreement? Most of Ontario’s Social Housing units fall under the Social Housing Agreement (SHA). The SHA was signed by and Ontario in 1999 and transferred administrave responsibility for Social Housing from the federal government to Ontario, with the excepon of on‐reserve aboriginal housing and federal cooperaves. The Ontario government in turn transferred responsibility for most Social Housing projects to municipal Service Managers, such as Lanark County, with the excepon of Rural and Nave Housing and dedicated supporve housing. Dedicated supporve housing is administered by the Ministry of Health and Long‐Term Care and the Ministry of Community and Social Services (Lanark County Interval House). Rural and Nave Housing was transferred to the Ontario Aboriginal Housing Support Services Corporaon in 2009.

Roles and Responsibilies Federal The federal government, through Canada Mortgage and Housing Corporaon (CMHC), is responsible for funding exisng federal and federal/provincial social housing projects, and providing Naonal Housing Act (NHA) insurance. CMHC also provides direct loans to some local housing projects.

Provincial The provincial government plays a stewardship role on housing and homelessness issues. The Province facilitates the renewal of Social Housing mortgages for Social Housing providers, establishes provincial housing policies and legislaon, administers affordable housing, and homelessness programs, approves Ministerial Consents (for sales and/or transfers), and is the conduit between CMHC and Service Managers (i.e. Lanark County) on mortgage financing maers.

Lanark County Lanark County is responsible for administering Social Housing, including maintaining Service Level Standards, delivering housing and homelessness programs, creang, and implemenng housing and homelessness plans, and considering consents requested by Social Housing providers that fall under the Housing Services Act, 2011.

Social Housing Providers Social Housing providers are responsible for maintaining their housing assets and ensuring that their tenants live in affordable, adequate, and suitable housing. They work closely with Lanark County and should be mindful of long‐term strategic asset management that takes into account financial viability, capital and operang costs, tenant management, and other opportunies or constraints. In Lanark County there are 7 Rent‐Geared‐to‐Income housing providers; Lanark County Housing Corporaon and 6 non‐profit housing corporaons.

What is Social Housing?

Social Housing Social Housing is governed by the “Housing Services Act” and its regulaons. The terms Social Housing and Affordable Housing are usually used interchangeably; however, Social Housing is only one category of Affordable Housing. It also includes temporary as well as permanent housing. Therefore, Affordable Housing can refer to any part of the housing connuum: emergency housing, transion housing, supporve housing, subsidized housing, market rental housing or market ownership.

Almonte

Almonte is a peaceful and aracve community of about 5,000 people, located 50 kilometers from Canada’s capital, Oawa. Almonte is primarily a commuter town, with the majority of our cizens working in the city.

Almonte straddles the banks of Canada’s Mississippi River, which flows east into the Oawa River. The Mississippi drops 65 feet as it passes through Almonte in a series of dramac waterfalls and rapids; this powerful torrent was what first aracted millers and other industrialists to the area early in the 19th century. Train Bridge and Mill

The Valley is a unique and lovely place, sll closely in touch with its Irish and Scosh roots. The prosperity that typified much of the 19th century throughout the Valley is apparent in the many large Victorian homes and limestone public buildings, especially in Almonte‐ large secons of the town remain essenally unchanged from a hundred years ago or more.

Old Town Hall

Almonte has 5 schools: Almonte & District High School, Naismith Memorial Public School, R. Tait McKenzie Public School, Holy Name of Mary Catholic School and T.R. Leger School of Adult, Alternave and Connuing Educaon.

More and more people are making the drive to Almonte for the shopping on Mill Street. With an emphasis on bouques, anques, and some excellent dining spots, there’s lots for everyone here.
