January 1972 Portland Oregon 97201 OREGON'S MINERAL AND METALLURGICAL INDUSTRY IN 1971 Ralph S. Mason* If 1971 could be labelled the year of "Emergent Environmentalism", then 1972 will almost certainly have to be tagged as the year of "Enforced Environmentalism." Of particular interest to the extrac tive"mineral industry will be the implementation of HB 3013, the Mined Land Reclamation Act, which becomes effective on July 1, 1972. Other environmental regulations originating at state or Fed eral levels will also have profound effect on the industry. Despite the lackadaisical state of the economy, mineral pro duction in Oregon chalked up a modest gain, rising to an estimated $68.4 million. As usual, sand and gravel and stone accounted for most of the production. The value of metals and metallurgical prod ucts refi ned in the sta te is not inc Iuded in the canvass by the U . S. Bureau of Mines. If this figure were included, the total would exceed $700 million. The Big E The Environment means many things to many people. To the sand-and gravel producer Environment will mean conformance to the Mined Land Reclamation Act which goes into effect July 1, 1972, and which will require a permit, a mining plan, a reclamation program and the payment of a small fee. Rules and regulations have not been drawn up but will be published in the Ore Bin later this year. To the hard-rock miner Environ ment means removal of the requirements for digging location cuts on claims and tightened regulations on solid waste disposal and on air and water pol lution. -

By removing this phrase, the City can make these policies into enforceable policies.] Yachats Community Characteristics The City of Yachats is located on the Central Oregon Coast, in Lincoln County, Oregon, approximately 26 miles south of the City of Newport and 155 miles from the metropolitan area of the City of Portland. Yachats is located at the mouth of the Yachats River overlooking the Pacific Ocean. The City of Yachats has an average elevation of approximately 23 feet above sea level. The climate is moderate. The City consists of varying topography, ranging from ridgetops, steep hillsides, basalt cliffs, uplifted marine terrace deposits, river frontage and relatively level areas along US Highway 101. Development in Yachats spreads mostly north to south along US-Highway 101 and slightly east along Yachats River Road. Dense commercial areas in Yachats exist along US-Highway 101 and are centrally located downtown and around the Yachats River. Residential development surrounds the downtown commercial core. The City of Yachats is rich with natural beauty and abundant natural resources. The coastal community offers recreational amenities, activities and attractions. In and around the community are the Yachats Commons, Smelt Sands State Recreation Site, Yachats State Recreation Area, the Yachats Ocean Road State Natural Site, and the US Forest Service Cape Perpetua Scenic Area. -

Yachats Indians, Origin of the Yachats Name and The
ACKNOWLEDGEMENTS From the outset, the authors did not conduct research to create this article. We hunted down information that was already researched by others and gathered it into this article to increase awareness and educate our local community about a piece of very important history that had been ignored or misrepresented prior to 1996. This article would not have been written without the expert assistance, support, and supervision of Robert Kentta, Cultural Resources Director of the Confederated Tribes of the Siletz Indians of Oregon and Tribal Council Member, and of Don Whereat, Historian and Tribal Council Member (in 1996) now retired and Tribal Elder of the Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians. Both men generously provided their wealth of knowledge and mountains of data, and aided in our interpretation of the information. Phyllis Steeves, Forest Archaeologist for the Siuslaw National Forest and Tribal Liaison, was instrumental in providing archaeological site studies, teaching us about site significance, and reviewing this article. Marjorie Hays did a remarkable and comprehensive piece of work with her book, The Land That Kept Its Promise: A History of South Lincoln Count. Chapter 8, “Elip Tyee” (Before the White Man), was extremely beneficial, as was her husband Chester Hays’ history of the Waldport and Yachats areas through his and his father’s lives. Chester gathered Marjorie’s notes after she died of leukemia and turned them over to the Lincoln County Historical Society which prepared the book for publication. A special thank you is given to the Howell Family, who lived on the family homestead up the North Fork of the Yachats River, for their generosity, information and hospitality.
