Dolcich-Ashley An analysis of US Catholic bishops‟ responses to ongoing developments in the sexual abuse crisis from 2002-2007 reveals a narrow institutional definition of the problem as a violation of determinate laws governing priestly celibacy. Perceiving sexual abuse as a breach of the Sixth Commandment codified as Canon Law overlooks other salient moral concerns such as culpably-cooperating church leaders, uncritical cultures of clericalism, governance structures closed to accountability, and abuses of human rights. However, reappropriating the Sixth Commandment by means of a Thomistic interpretation of the natural law addresses the crisis from within the Christian moral tradition, because it enables meaningful and legitimate analogical application from the foundational principle into broad areas of human interrelationships in the church (including governing relationships between clergy and the community). With this moral method, the Sixth shows greater theoretical cast and practical application in the sexual abuse crisis because its scope is not restricted to vow-violation. The crisis can be redefined as the failure of the entire Catholic community to observe the wisdom of this fundamental moral concept. The Sixth Commandment demands well-functioning communal sexual boundaries, which in turn require protection of the community‟s members, a key task of church governing authority. In performing this task, church Anselma T. Dolcich-Ashley governance must pass the test of plausibility in practical application and of consistency with Catholic moral principles and doctrinal commitment in order to be effective and authentic. As a community of human disciples, the church like all societies requires preemptive authority in governance in order to protect its members; as a relationship with the governed, church authority relies upon their assent and consent contributing in real (if limited) ways to ongoing communal discernment of the direction of governance in the church, including just demands for accountability. Claims of human rights by the victim- survivors themselves hold their own unique moral and juridical authority to block status quo practices of governance (such as secrecy and material cooperation), and place duties upon “pastors and the other faithful” to find restoration in justice and peaceful and fruitful interaction for the sake of mission.     Allegations against Cardinal McCarrick raise difficult questions A new allegation of child sexual abuse was leveled against Cardinal Theodore McCarrick last Thursday, one month after the June announcement that he had been suspended from priestly ministry following an investigation into a different charge of sexual abuse on the part of the cardinal. Along with emerging accounts from priests and former seminarians of sexual coercion and abuse by McCarrick, those allegations paint a picture of McCarrick’s sexual malfeasance that may be among the most grave, tragic, and, for many Catholics, infuriating, as any in recent Catholic history. From all corners of the Church, questions are being raised about those who might have known about McCarrick’s misconduct, about how the Church will now handle the allegations against McCarrick, and about what it means for the Church that a prominent, powerful, and reportedly predatory cleric was permitted to continue in ministry for decades without censure or intervention. Because McCarrick was a leading voice in the Church’s 2002 response to the sexual abuse crisis in the United States, and an architect of the U.S. Conference of Catholic Bishops’ Dallas Charter of the same year, the credibility of that response has also, for some, come into question. For parents and others who placed trust in the Church to secure a safe environment for children, those questions are especially important. At the USCCB’s 2002 Spring Assembly in Dallas, the bishops drafted their Charter for the Protection of Young People and the Essential Norms for Diocesan/Eparchial Policies Dealing with Allegations of Sexual Abuse of Minors by Priests or Deacons, under intense media scrutiny.

    In conversation with Christos Yannaras: a Critical View of the Council of Crete Andreas Andreopoulos Much has been said and written in the last few months about the Council in Crete, both praise and criticism. We heard much about issues of authority and conciliarity that plagued the council even before it started. We heard much about the history of councils, about precedents, practices and methodologies rooted in the tradition of the Orthodox Church. We also heard much about the struggle for unity, both in terms what every council hopes to achieve, as well as in following the Gospel commandment for unity. Finally, there are several ongoing discussions about the canonical validity of the council. Most of these discussions revolve around matters of authority. I have to say that while such approaches may be useful in a certain way, inasmuch they reveal the way pastoral and theological needs were considered in a conciliar context in the past, if they become the main object of the reflection after the council, they are not helping us evaluate it properly. The main question, I believe, is not whether this council was conducted in a way that satisfies the minimum of the formal requirements that would allow us to consider it valid, but whether we can move beyond, well beyond this administrative approach, and consider the council within the wider context of the spiritual, pastoral and practical problems of the Orthodox Church today.1 Many of my observations were based on Bishop Maxim Vasiljevic’s Diary of the Council, 2 which says something not only about the official side of the council, but also about the feeling behind the scenes, even if there is a sustained effort to express this feeling in a subtle way.

The process by which people are chosen for particular roles is one of the most important and sensitive in all institutions. The Church of England has, for many years, invested significantly in well resourced and nationally agreed arrangements for discerning the vocation of those called to ordained ministry. February 20, 2017 1 Introductory Remarks The Archdiocese of Philadelphia is one of the oldest ecclesiastical jurisdictions in the United States. It was erected as a diocese in 1808 and elevated to an archdiocese in 1875. It has long had the reputation of being one of the most staunchly “Catholic” and conservative dioceses in the country. The Archdiocese also has the very dubious distinction of having been investigated by not one but three grand juries in the first decade of the new millennium. The first investigation (Grand Jury 1, 2001-2002) was prompted by the District Attorney’s desire to find factual information about sexual abuse by Catholic clergy in the Archdiocese. The second grand jury (Grand Jury 2, 2003-2005) continued the investigation that the first could not finish before its term expired. The third grand jury investigation (Grand Jury 3, 2010-2011) was triggered by reports to the District Attorney that sexual abuse by priests was still being reported in spite of assurances by the Cardinal Archbishop (Rigali) after the second Grand Jury Report was published that all children in the Archdiocese were safe because there were no priest sexual abusers still in ministry. Most of what the three Grand Juries discovered about the attitude and practices of the archbishop and his collaborators could be found in nearly every archdiocese and diocese in the United States. Victims are encouraged to approach the Church’s victim assistance coordinators and assured of confidentiality and compassionate support yet their stories and other information are regularly shared with the Church’s attorneys in direct violation of the promise made by the Church.
