B.2.1 The Members

Principal welcomed the members of the Board of Governors of TEQIP Phase-III, a World Bank assisted project under Government of India. Principal gave the details of previous seven BoG Subcommittee meetings which were held on 12.02.2018, 02.05.2018, 16.05.2018, 20.08.2018, 26.12.2018, 13.02.2019 and 18.05.2019. The first BoG meeting was held on 23.03.2019 and the proceedings of the meeting has been circulated amongst the members no comments were received . Since there were no comments the members were requested to give approval.

Mr. Prateek Kandulna, Consultant NPIU along with SPIU officials visited SJCE on 20.07.2019 for project review. SJCE made presentation on present status and monthly action plan (till 15 th Sept 2019) of TEQIP-III. The visiting team appreciated the progress made in TEQIP-III. Further, SPIU invited to send an action plan till 15th Sept 2019 and the same was sent to SPIU office on 24 th July 2019. On 25 th July 2019 a video conference meeting of SPIU with Prof. Khodke, CPA, NPIU was held and the action plan of TEQIP-III institutions of was presented to Prof. Khodke. The outcome of the meeting was that Sri Jayachamarajendra College of Engineering was declared has one of the best performing institution and was eligible for getting additional grants of Rs. 140 lakhs. A proposal has been prepared for additional grants. TEQIP team thank the members of the Board of Governors and management for continuous support, encouragement and guiding in getting the additional funds for TEQIP-III.

For kind information The members appreciated the efforts and congratulated the TEQIP team.

B.2.2 ACTION TAKEN ON RELEVANT POINTS OF 2nd BOG MEETING

B.2.2.1 Deliberation: Appointing startup cell coordinator (Page -5 , 13&23 of proceedings of 1 st BoG)

Action taken: As suggested by the BoG Members, Dr. M P Pushpalatha, Dept of Computer Science and Engg is appointed as Start up cell coordinator and Chief Executive officer of SJCE STEP is invited member of Start-up cell. A meeting of Chief Executive officer, STEP, Start-up cell coordinator and TEQIP –III coordinator along with principal was arranged and discussed about start-up cell activities. It was suggested to Start-up cell coordinator to provide a scheme and action plan for start-up cell activities .

Resolution:

Principal informed the BoG Members that Dr. M P Pushpalatha has been made start up cell coordinator since she also coordinates New Age Incubation Network (NAIN) project from Department of IT, BT, Government of Karnataka. Principal also informed that the project will be started in the 2 nd floor of Dept of Industrial Production and Engineering and the same office will be

utilised for start up cell activities. There was a long discussion on the coordinator of startup cell and NAIN Project. The Principal informed that startup cell is a mandate of AICTE and NAIN is also to promote startup but funded by Government of Karnataka. There was a long discussion in the space requirement for the NAIN project. Executive Secretary suggested examining the following:

1. Discuss with Dr. Menon on the space at STEP 2. The start up, NAIN and STEP must device long term plan for sustainability.

Action taken on these shall be presented in next BOG

B.2.2.2 Resolution: It was resolved to make CAO in the quotation opening committee (Page-12 of proceedings of 1 st BoG)

Action taken: As suggested by the BoG, Prof. Chandrashekaraiah G K, Chief Administrative Officer is made as the member of quotation opening committee.

B.2.2.3 Resolution: Research assistantship for full time Ph.D students (Page-22 of proceedings of 1 st BoG )

Action taken: As per the suggestion of the BoG, full time Ph.D students from different departments have been identified (11 Ph.D students) for the award of research assistantship.

B.2.2.4 Resolution: To conduct impact analysis of TEQIP-I and TEQIP-II (Page -52 of proceedings of 1 st BoG)

Action taken: Dr. S K Prasad, TEQIP II Coordinator has been informed to provide the impact analysis for procurement and academic activities done under TEQIP-II. Dr. S.K Prasad has provided a detailed report. For impact analysis of TEQIP-I, since Dr. Sudakar Samuel who coordinated TEQIP-I is no more, the files need to be searched for gathering the data. Therefore we need time to workout the details.

Discussion

The members did not agree to the details of impact analysis presented. It was suggested to send the details through file.

B.2.2.5 Resolution: For the activities done till date under TEQIP-III the impact analysis needs to be done (Page -52 of proceedings of 1 st BoG)

Action taken: The details of progress made in procurement under TEQIP-III are shown in Page 3 of this agenda notes. The procurement of learning resources was started in the month of Aug 2018 while the procurement of equipment started in the month of Jan 2019. The impact analysis will be done after its utilization in this academic year.

The details of academic activities conducted in TEQIP III as on date are shown in page 12-40. The impact analysis for academic activities under TEQIP-III will be done through a questionnaire prepared in Google form and the same will be circulated among the faculty members. The comprehensive details of analysis shall be presented in BoG-III meeting.

The members informed to prepare a comprehensive impact analysis for the procurement and academic activities done under TEQIP-III. The members were shown the demo of google form containing questionnaire for faculty organising and attending activities under faculty/staff development and

motivation. Members suggested circulating the google form among the faculty members for taking feedback for impact analysis.

B.2.2.6 Resolution: The impact analysis should be done internally or through external consultant (Page -52 of proceedings of 1 st BoG)

The TEQIP-III impact analysis shall be taken up internally.

B.2.2.7 Resolution: There is need to prepare an action plan for procurement to improve the procurement progress in TEQIP-III. A revised action plan is to be prepared and this action plan is to be presented in the next BoG/BoG Sub Committee meeting (Page -52 of proceedings of 1 st BoG)

B.2.2.8 Resolution: To increase the spending for this year under various heads, members expressed that a plan for expenditure is to be prepared, for this a meeting of all faculty members is to be arranged and addressed by BoG members (Page -52 of proceedings of 1 st BoG) Action taken: To increase the spending in academic activities, meetings with the Head of the Departments have been conducted regularly and as an outcome of such meetings many proposals have been received for Quarter II of 2019-20. Based on the detailed proposals provided by different departments an action plan was prepared for Quarter II (July to September 2019) and the action plan is shown in Page 7-11. The details of the activities proposed are shown in pages 44 to 63 of agenda notes. The detailed proposals are placed in the 2 nd BoG meeting for approval.

B.2.2.9 Resolution: The monthly action plan should be prepared in such a way that there should be proportionate expenditure of academic processes and procurement (Page -52 of proceedings of 1 st BoG)

Action taken: The monthly action plan is prepared for quarter -2 of 2019-20 and is shown in page 7-11. This action plan is prepared based on the pending bills to be processed as well as the proposals received from different departments for quarter 2 of 2019-20. For procurement under TEQIP-III, the details are shown in section B.2.2.7.

B.2.2.10 Resolution: MooCs and Digital learning should be made compulsory for all the faculty members (Page -52 of proceedings of 1 st BoG)

Action taken: As suggested by BoG the Head of the Departments have been informed in the HoDs meeting as well as by circulation through email that all the faculty members should take NPTL course compulsorily and the students should be encouraged to take the course. The details of the faculty and students who have qualified in NPTL online courses are shown in page 35. Faculty members from different departments have registered for NPTL online courses in the month of June/July 2019 and once they qualify, the details will be placed in the BoG/BoG Sub Committee.

B.2.2.11 Resolution: Research Assistantship of Rs. 10000.00 per month needs to be provided for full time Ph.D students excluding QIP candidates and those who are getting any other financial assistantship. The Assistantship can be provided from Jan -2018 onwards (Page -52 of proceedings of 1 st BoG)

Action taken: Eleven full time Ph.D. students name has been provided by head of the departments for research assistantship of Rs. 10000.00 per month under TEQIP III. The assistantship will be provided from March 2018 onwards or the candidate course completion month.

B.2.2.12 Resolution: The faculty members should visit industries to identify the gaps between industry and curriculum. Inter department faculty group should be made and the Training and Placement officer should identify the industries for industry visit (Page -52 of proceedings of 1 st BoG)

Action Taken The faculty members from different departments have visited different industries as part of industry visit by students. Also the members of Industry Institute Interaction Cell have visited different industries. The faculty members have been informed to identify the gaps in the present curriculum and to include in the revised curriculum. Also as per the suggestion of BoG the Training and Placement officer have been informed to identify the industries for faculty training. B.2.2.14 Resolution: UG and PG projects funding should be encouraged a committee headed by Dr. K Prakash, formulated the norms for spending under Research and Development head. However, the committee suggested that on case by case basis the project funds can be sponsored through TEQIP- III (Page -52 of proceedings of 1 st BoG)

Action taken:

UG and PG project funding is already in practice in TEQIP III and many new proposals have been received for the project funding. The details are shown in page 32-33 and 55-56. As per the suggestion of BoG, the approval for funding amount of the projects will be taken in the BoG/BoG Subcommittee.

B.2.3 TEQIP III activities conducted

B.2.3.1 Action plan and Expenditure details

Following table shows the details of expenditure done in various heads as on 19.07.2019 in PFMS. The total amount spent as recorded in PFMS is Rs. 260.92 Lakhs. The amount spent for procurement of equipments and learning resources is Rs. 103.96 Lakhs and for academic process the amount spent is Rs.136.90 Lakhs. Mr. Pavan Kumar, M.Tech Student of Mechanical Engg submitted the bills of his project work (approved in 4th BoG Subcommittee held on20.08.2019 for an amount of Rs. 23000.00) and requested to credit the amount to his Kaveri Gramina Bank at Mysuru. In PFMS the amount was debited however the student showed the documents indicating non remittance of amount to his account. TEQIP office made enquiries at NPIU and it was found that the amount was not remitted to the student account and added back to central pool account. Dr. Manoj Kumar, TEQIP-III coordinator attended the meeting organized by Principal Secretary of Technical Education, Govt. of Rajasthan and SPIU, Rajasthan on 14 th May 2019 and made presentation on progress made in twinning arrangements and action plan for next quarter. The budget estimate for attending this meeting is Rs. 55000.00.

As per instructions from the Principal TEQIP-III Coordinator, Finance coordinator and TEQIP office Staff attended workshop on Accounts, Tally and preparation of Audit reports for accounts staff working in SPIU and TEQIP-III institutions on 21 st May 2019 at PES College of Engineering, Mandya. The budget estimate for attending this workshop is Rs. 5000.00.

Dr. T. N. Nagabhushan, Principal attended NPIU meeting on Digital Interactive Boards on 24 th May 2019 at NPIU, New Delhi. The budget estimate for attending this meeting is Rs. 60000.00.

Dr. Manoj Kumar, TEQIP-III coordinator attended NPIU interaction meeting with AS (TE) MHRD for review of Expenditure and TEQIP-III progress on 29 th May 2019 at New Delhi. The budget estimate for attending the meeting is Rs. 60000.00

Dr. S B Rudraswamy and Dr. S Srinath attended TEQIP-III Revised action plan meeting at SPIU, Bangalore on 11 th June 2019. The budget estimate for attending this meeting is Rs. 10000.00.

Mr. Prateek Kandulna and Team of NPIU is visiting Sri Jayachamarajendra College of Engineering on 20 th July 2019 for review meetings. In this one-day review meeting, Mr. Prateek reviewed the project activities of SJCE for expenditure, accreditation, performance benchmarks, etc. The budget estimate is Rs. 30000.00.

Dr. Madhav B Kumthekar, Principal, Govt College of Engineering, Nagpur, Performance Auditor for TEQIP-III activities of SJCE will be visiting SJCE for second performance audit of TEQIP-III activities between 16 th to 20 th August 2019. The budget estimate is Rs. 135000.00

Dr. T N Nagabhushan, Principal will be attending Pre Bid meeting of Procurement of Digital interactive boards at NPIU office, New Delhi on 26.07.2019. The budget estimate is Rs. 45000.00. NPIU as informed to prepare annual report of Sri Jayachamarajendra College of Engineering showing the TEQIP-III activities done as on date. The expenses to be incurred for printing and binding of reports (5 Copies) is Rs. 3000.00

Dr. Mruthunjaya, Mentor visited SJCE on 28.06.2019 and 29.06.2019 for mentoring TEQIP-III activities. The budget estimate is Rs. 35000.00

Members informed to obtain the revenue information for the financial year 2017-18 & 2018- 19 and to calculate the four funds amount.

The members were informed about interim performance audit score (1.14) obtained for mentoring and twinning system. The members were also informed on SJCE achieving best performing institute as informed by SPIU. Principal thanked all the BoG Members for the support, guidance and encouragement for achievement. It was also informed to the members that SPIU has asked for TEQIP-III to prepare an action plan from Oct 2019 to Sept 2020 for additional funds of Rs. 140 Lakhs that will be provided to SJCE since it is declared has one of the best performing institute in TEQIP-III. A copy of the action plan prepared was circulated among the members. 63

1. With regard to establishing centre for preparing Modern Teaching Learning materials the members suggested to submit the complete proposal for identifying a place for establishing the centre. 2. Members also suggested increasing the estimated amount for procurement of equipments and learning resources for centre for preparing Modern Teaching Learning materials.
