AGENDA ITEM 12 Area North Committee Meeting Community Development Service Report

As part of the Community Development Service’s commitment to improving communication, each area committee will now receive a report on the service as a whole, as well as specialised items of their particular area.

The Community Development Service (CDS) - Management /Staffing Information:

Cllr. Ashraf is the Borough Council portfolio holder for The CDS, which is part of the Housing and Community Living Department of the Council, managed by Pam Garraway. The CDS comes under the direct line management of Mike McMahon (Head of Housing Strategy & Private Sector) whilst The CDS team is headed up by Sandra Hayes (Community Development Service Manager), supported by an Area Operations manager and 4 area managers (UDMs) and Centre staff; a Neighbourhood Governance Team (Manager and assistant - who are working exclusively in Luton West / South on the Neighbourhood Governance Project); 2 Project Managers (one specialising in group work and the other in communications) and a Service Support Team.

CDS staff are very keen to hear from members of the community who might like to either take part in new activities or become involved in helping to decide what the service needs to provide.

In Area North the Community Development Service runs the Jubilee / Sundon Community Centres and Community Centre – the latter in association with Children’s Services and the Pre-School Learning Alliance. The highlights for / from the centres / area from the March 2010 (as the last Area Committee was cancelled due to the General Election), follow together with a Performance Management report on / from the Community Development Service in general, with some interesting information on the communities we work with in Area North:

Area Based Activities: Limbury, ,

Marsh Farm: The North Area of the Community Development Service (CDS) now has it’s full compliment of staff allocation and this will significantly help staff to respond to local needs.

The major item for Marsh Farm area development currently is the building of the CERC Centre and the eventual transfer of the activities which take place at the Jubilee Centre into it. This will see the end of a much loved Community Centre but will also provide the local (and greater) community with a much needed / wanted resource. LBC is currently in negotiations with Marsh Farm Futures on how the transition will be managed.

In general LBC CDS staff are involved in many programmes in the area and examples of current community development work include:

Community Festival

th ‰ The Marsh Farm Community Festival is taking place on Sunday 11 July 2010 from 12.00pm to 4.00pm on ‘Freemans Green’ adjacent to Jubilee Community Centre. The festival is being organised through a partnership approach with various agencies and community groups. The key organisations taking a lead role on various tasks and activities is Community Development Service LBC, Marsh Farm Community Development Trust, Nine Red, Wates and Fund Raising group. All relevant publicity posters are being distributed to the local community. There are many activities being organised, and this years theme is ‘One World One Community’ focus on football world cup and includes, fair rides for children, main stage arena, face painting and various stalls. The planning and co-ordinating of the event with the involvement of many volunteers reflects a real positive community spirit. The grand opening of the Marsh Farm Festival will be undertaken by the Mayor of Luton(Cllr.Tom Shaw) and Kelvin Hopkins MP.

Peace Mural at the Jubilee centre

This project is a partnership between Luton Council of Faiths taking a lead role with support from Grass Roots and Community Development Service. The initiative is part of Peace Walk 2010 and the mural will be unveiled on 10th July 2010.

The schedule leading to the unveiling is as follows:-

* Tuesday 29th of June: Artist will come to draw on the board from 3 pm till 7pm.

12/2 * Sunday 4th July: Artist and Young People will come to paint the wall from 10.am till around 5pm

* Saturday 10th July: Unveiling of the Peace Mural around 3.15 pm Young people aged 9- 11 year old from diverse communities within the Marsh Farm area are being recruited for their involvement in this project. We will be contacting the Marsh Farm Youth Forum, voluntary groups and centre users to identify young people who can participate in this event. The mural will have a specific theme and will demonstrate real community spirit and community harmony.

Summer Programme Jubilee Centre staff have taken a lead role in planning and delivery of the Community Development Summer Play-schemes Programme targeting young people. A two week Easter programme and half term programme was organised and successfully completed, it was based within Jubilee Community Centre and Sylam Close. The staff have also been working with Whitefield Primary School who had a specific budget to promote activities for young people. The staff have planned an extensive programme of activities specifically for Whitefield Primary school which includes various trips and activities including a trip to the Science museum, and Aerial Extreme in Milton Keynes. Centre staff have been proactive in ensuring volunteers are recruited and activities are adequately supervised.

Projects report Lunch club There continue to be challenges for the Jubilee Lunch Club and in spite of securing £600 in funding in order to promote trips and activities; attendances have fallen short of expectation. Staff will continue to work with the regular users and determine the way forward.

Carnival club Centre Staff secured funding from the area committee so that the children could take part in , as this has not been done for many years. The aim was to give children the opportunity to participate. In total we ran four workshops on Saturdays with the support of the centre staff. Children made their costumes and the theme was Chinese New Year. Red trousers and smocks with colourful pom poms were made by the children themselves and had their faces painted in traditional Chinese dance masks. We also made a banner with our name on to lead the group in the parade. A total of 15 children attended the workshops and various parents participated in these sessions and supported the event. Plans are underway to prepare for next year’s carnival and we hope to encourage more children and parents to be involved.

Science night A trip is being arranged for the children to attend a sleep over on 12th November 2010 at the science museum for 20 children from the ages of 8-11.

12/3 In order to make this activity feasible, a bursary was secured, bringing the cost down considerably and therefore making it more affordable.

Lantern parade This is an activity that has been revived as a result of funding given by the MFCDT and the firework committee. This was a great success in November and we had about 24 children and many adults attend both the workshops and the parade itself. We held workshops twice a week for four weeks before the event where the children were able to make their lanterns. We held a competition for the best lantern and were given a £25 gift voucher by the firework committee as a prize and this went to Brandon Taylor who was very pleased; the voucher was presented by the Mayor of Luton and all in all it was a good night and were pleased to see how many parents stayed to help escort the children up to the fireworks. Furthermore the children also took part in a lantern parade in the Luton Town Centre. Overall this was a successful initiative reflecting the partnership working with the Community Warden Team and the Junior Warden Scheme.

St Patrick’s Day A traditional Irish lunch was provided on the day and a total of 40 children attended. The children also participated in craft activities; this project was supported by the Luton and healthy eating team. It was a successful event promoting different culture and traditions.

Jubilee Centre User Groups Centre staff team will undertake targeted work with all existing user groups in respect of future development in the neighbourhood and implications for the future of Jubilee Centre. There are many challenges and opportunities that need to be considered requiring the Community Development Service to adapt, change and develop in accordance to local needs. We are working with various groups and organisation based at Jubilee including Mind, Family Voices, Art class, Kids Clubhouse, Dosti Group, Sangham group and various Prayer and Church Groups .

Sundon Park:

The Community Development Service supports the Sundon Park Community Centre Trust with a 18.5 hrs Community Centre Development Officer with its activities. The Trust is exploring all the relevant opportunities and challenges that are associated with the potential development being proposed under the ‘Building Schools for the Future’ initiative based at . At present under this initiative various key options are being explored for the Trust as well as the wider community. It is hoped that by working together, the Trust and other local organisations will all be able to benefit from the potential that this presents.

At Sundon Park Community Centre Trust we continue to have a busy social calendar and activities include Arts class, Cards, Bingo, Tai Chi, Weight

12/4 Watchers, Line dancing and various social bookings. The community centre continues to support various community events.

The range of activities and services provided at the centre continues to grow and the Trust is flourishing in its membership list and had a successful AGM.

Limbury Community Development Service have for some time been actively assessing the future use of Limbury Community Centre in light of the present economic situation and potential community usage. Active discussions with the Pre- School Learning Alliance and LBC Children and Learning have been ongoing with Limbury being identified as a suitable venue for a Phase 3 Children’s Centre.

Further negotiations determined the Pre-school Learning Alliance would fund the much needed refurbishment that was needed inside the Centre, also making good the outside; they would also provide funding for equipment, staffing etc and requested Community Development Service to run this key community facility on their behalf.

Phase 3 Children’s Centres are very much about sign-posting and filling the gaps, consulting with the community and working mainly with the 0-5 years and their families.

The Centre Manager has already contacted other partners / groups in the area and has met with the Family Worker from the Meads Primary School. (Pupils from the school were also asked to design a logo for the centre, the winner has been chosen and will be notified shortly), the local 50+ group that meet as St Augustine’s Church and the Youth Service to name a few. A consultation took place early in May, where the Centre held a Coffee morning and was able to meet with some members of the community. Another consultation will take place later in the year. To date we have had positive feedback.

Although the Centre’s main priority will be 0-5 years and their families (this could include grandparents, etc), smaller community groups will be welcome to use the centre when available. The Centre Manager will also support other groups in the area, such as the 50+ Community.

The Children’s Centre will be delivering a range of services including Play ‘n’ Stay, Adult Learning with crèche facilities, First Aid and Family learning, holiday provision etc. The refurbishment of Limbury is very much under way and a Management Board is to be set up consisting of Parents, local community, local Cllrs and PCSO’s.

The change of name to Limbury Fields Children and Community Centre reflects the new vision for the centre and the immediate area. New signs will shortly be going up and the Centre is hoping to be officially open at the beginning of September 2010.

12/15 July 2009 3 MIGRANTS IMPACT FUND COMMUNITY DEVELOPMENT OFFICER

The above post occupied by Kelima Dautovic is funded through the Migrant’s Impact Fund till March 2011. The post-holder is currently working under the line-management of the Training & Operations Manager (Bhagwant Sagoo).

The officer has been charged with responsibility to develop links to foster creation of relationships between new arrivals and service providers; including signposting, counselling, needs analysis, engagement and empowerment through building of self-confidence.

The officer reports on a regular basis on project development to the Officer Working Group, whose aim is to ensure coordination of activity across the Migration Impacts Fund programme, and achievement of the outputs and outcomes. This group is also responsible for ensuring that any learning from this programme is fed into partner organisations, both as individual service providers and as members of the LSP. The group must deliver activities in the services most affected by legal migration. These include skills, community safety, housing, public health, children and young people, and integration.

The Migrant’s CDO has of late been engaged in the following areas of work:

• Ongoing support to the Polish Community (supporting their participation in Luton Carnival, Polish Family Day and Neighbourhood Governance events across Area West & East) • Working closely with Sarah Allan, Luton in Harmony (promoting LiH, attending meetings/ events, DVDs distribution plan.) • Working with Zimbabwean Community (securing Sundon Park Centre for their regular Sunday Meetings, setting up and attending meetings with them and other partners/agency/community groups) • Attendance at East of Migration Impacts Fund Regional Conference • Attendance at New Migration Partnership Meeting • Set up a meeting with Somali Community; relatively new arrivals to Luton to determine needs and aspirations and to signpost to participatory events across Luton. • Supporting Algerian Community during a difficult period in the aftermath of the double fatal tragedy.

12/16 July 2009 4 LUTON CONNECTING COMMUNITIES PROGRAMME There are 3 strands to the Luton Connecting Communities project: as can be seen from the following all three are progressing well

1 LUTON IN HARMONY: GIVING PEOPLE A VOICE

Luton in Harmony is a cross town project promoting understanding and inter community working in all communities. Each person agreeing to be part of it wears the badge and signs the following pledge.

In addition to supporting the development of Luton in Harmony, Luton Connecting Communities is providing community members in West and South Luton with the opportunity to train to be leaders of local community debates/ question times.

Council Members have agreed to trial these sessions as a possible replacement for Area Committees in these areas. The first one was due to be held in April/May but has had to be postponed due to the General Election.

2 LUTON’S NEIGHBOURHOOD GOVERNANCE

Luton Connecting Communities is supporting an innovative programme in West Luton and now starting to be rolled out to South Luton, where local people and agencies are working together to develop and deliver a local Sustainable Communities Strategy – called “Your Say- Your Way”.

Luton’s Connecting Communities have partially funded the following events: Participatory Budgeting /consultation events in , , Lewsey, and Farley (approx 500 attendees). A dedicated community report will be sent to all homes by the end of June detailing the successes of the project as well as how they can get involved in the second year of the pilot project.

GETTING YOUNG PEOPLE INVOLVED IN LUTON

Luton Connecting Communities is supporting 3 separate programmes under this strand of funding:

1.Luton Festival of Flight

The Festival of Flight, developed by a UK based charity Heartstone, which uses stories / images of flight to engage with young people from across national, racial, cultural and other boundaries; examine key citizenship issues (past and present); raise aspirations and sensitively challenge stereotypical views/types.

Luton’s 2 “ambassadors of flight” who were trained in the programme last year are delivering 10 x 2½ hour workshops to local schools and getting them to understand the issues and produce exhibitions as a result.

12/19 July 2009 2 Luton Festival of Cricket – STUMPS

Seven a side Tournament Uniting Multicultural People in Sports

This festival is being organised by local partners and young people and will connect communities from across Luton, will be used as both a sporting and consultative event. Beside cricket there will be other fun activities for the families to get involved with including inflatable, fun and games, community information stalls, food and refreshments and music - essentially providing an opportunity for a great day out for all the family and celebrate community cohesion. • each team has a different colour t-shirt, with their number and the logo on the back. • Various trophies will be given to best catcher: most runs, fair play etc • Every young person that enters will be given a medal • 2 video cameras will be set up on the steps of Lower Wardown cricket ground • The Mayor will present the prizes on 2nd to recognize everyone’ s achievements In addition Luton’s Cultural Services are conducting a tour as part of their Cultural Olympiad project promoting Luton to visitors. The plan is to finish the tour at and the visitor to stay and watch the tournament. The winner of S.T.U.M.P.S will have the opportunity to play a friendly match against winner of the interfaith adult tournament on 19th June 2010 at Regional Sports centre. This to allow both age groups to interact in a safe environment positively and help tackle perceptions and share experiences with each other.

3. Luton’s Youth World Cup

This is not just a football tournament but also a learning event as participants will each represent a country and learn about that country both prior to and at the event itself. Themed workshops will also ensure that the young people learn and discuss community cohesion and citizenship issues. All participants wear different colour t-shirts according to their appointed country and the winners will receive the Youth World Cup!

12/21 July 2009 4 Media Training by Diverse FM – DFM is proud to announce that its training programme has been achieved great success. Diverse FM has been running a Level 1 Open College Network (OCN) training programme in Radio & Broadcasting skills with the aim for students to progress to becoming a functioning part of the station, and that could mean having their own show or being a co-presenter or DJ or using the qualification to progress in education

Equipment has been purchased, staff undertaking training to deliver course. The course has been developed and run by CRB checked, professionally qualified staff; it’s been previously delivered to Schools, Youth Groups & Clubs and similar organisations from the local area. Advert launched on Diverse fm for recruiting young people, advert has been playing on a regular basis. 14 young people have been recruited to undertake the level I radio Broadcasting & Presenting at the Centre for Youth & Community Development (CYCD).

The programme covers: • Laws relating to broadcasting in the UK and the regulator authority “Ofcom” • Being briefed on the rules regarding the broadcast of Music • The activities of a programme producer, presenter or DJ • Develop an understanding & experience of the technical equipment used in broadcasting • The generalised rules in managing a programme schedule • Developing, producing and recording of interviews/ shows • There are many other subjects covered in the syllabus; the issues mentioned above clearly demonstrate that Diverse FM is committed to developing the professionalism necessary to carry the station forward

The Luton Connecting Communities Festival of Flight Project 2010 is designed to open up the world of aviation to young people of all backgrounds, especially those from disadvantaged groups, who wouldn’t have had an experience like this before and to provide a route to discuss and debate several issues which will be raised through the exhibition and the stories it presents.

The preparations began with a special touring visit to Luton Airport for

12/27 July 2009 the Luton’s Festival of Flight Youth Ambassadors.

This gave Sayem and Jonathon, an insight and understanding of how the Airport runs and manages its extremely busy operations on a day-to-day base. Both Youth Ambassadors said, they really enjoyed the visit, in particular the experience of traveling through the runways with private escort and view from the top of the control tower, which will remain in their memory for a long time to come. They also learnt a lot about the importance of communication, teamwork and the role, the airport plays in the community and were very impressed by how hard people work in the airport, something they hadn’t realised until then!

Sayem and Jonathon then delivered ten work shops to local schools,

12/28 July 2009 with 30 children per session taking part, on the importance of communication, teamwork and community cohesion. Currently the children are working on artwork, which showing what

they’ve learned from the programme . This completed artwork will then be displayed at various community events and festivals throughout the year.
