This Design and Access Statement has been prepared by Robert Hutson Architects on behalf of Propiteer Ltd, supporting the proposed redevelopment of land at Stationbridge House, Blake Hall Road, in Ongar, Essex.

The purpose of this report is to provide an appraisal of the site and the design and access issues associated with this development. This statement goes on to inform the development of layout proposals within the local context.

This Design and Access Statement accompanies the planning application, and should be read in conjunction with the drawings contained within it.

The design principles set out in this design statement follow pre-planning advice sought under REF: EF/2014/ENQ/01395, and full planning application EPF/2432/16 for the demolition of existing warehouses and construction of 10 no. dwellings and associated garages / parking. This application has now been approved following resolution of the Unilateral Undertaking. These proposals have been developed over some time and in consultation with the Local Planning Authority since 2014.

Stationbridge House is situated along Blake Hall Road in Ongar, Essex. The site is located near the neighboring villages Greensted, and , just off the A414 Epping Road.

The site is situated within the Epping Forest District, comprising a 2,400 hectare green link of ancient woodland between Epping in the north, and Wanstead in the south. It is a former Royal Forest, managed by the City of London Corporation, separating Greater London and rural Essex.

An area of approximately 1,728 hectares makes up a site of Special Scientific Interest, in addition to a Special Area of Conservation, giving its name to Epping Forest District which covers part of its make-up. The site at Stationbridge House, however, does not fall within these areas, but is situated north-east of the Epping Forest Ancient Woodland link. The site location is indicated below, outlined by a red circle to show its proximity within the wider Epping Forest District.

The forest itself stretches approximately 19 kilometers north-south, and 4 kilometers east- west at it widest point. Ridging between the valleys of the Rivers Lea and Roding, Epping Forest consists of woodland areas, grassland, heath, rivers, bogs and ponds.

The site at Stationbridge house does not sit within designated land, but is located within a green belt. The principal of development, however, was confirmed as acceptable at pre- planning consultations back in 2014.

The northern boundary of the site is lined by mature trees and native hedgerow, creating a natural barrier between the site and railway line at lower level.

Surrounded by open countryside, the site is remotely situated, and therefore not well served by local amenities and public transport.

The site is currently occupied by 2 No. large category B1 industrial warehouses with a total footprint of approximately 1624sqm. Due to limited public transportation, associated access and parking makes up the remaining hard standing areas, with an average of 28 cars parked on site per day, in addition to approximately 20 lorry deliveries per day.

While the track is predominantly enclosed on both sides by mature landscaping, immediately west of the site on the opposite side of the railway line is Blake Hall, a disused railway station formerly on the London Underground Central Line. The station opened in 1865 and was named after a large country house situated approximately a mile to the north-east. It was inhabited by a family of substantial local land owners. The station closed in 1981.

Blake Hall Station has since been converted into a private family estate with outbuildings. There is a further warehouse, smaller in scale to those located on site, directly fronting the railway line to the west of Blake Hall Station. Further residential properties are sparsely situated along Blake Hall Road and the neighboring villages, Greensted, Bobbingworth and Chipping Ongar.

The nearest large settlement to the proposed site at Stationbridge House is Chipping Ongar, a small market town in the Civil Parish of Ongar, located approximately 3km east.

While there are a number of residential properties situated along Blake Hall Road, they are sparsely distributed and all unique in their appearance and material finishes.

The area encompasses a number of large period properties, utilising red brick and stone detailing, render, black painted timber boarding, and a mix of clay tiles and natural slates.

New local developments on a smaller residential scale, shown below, have utilise a combination of red brick, pale coloured render, clay tiles and timber boarding, replicating the traditional timber clad barns located throughout the district and wider Essex county.
