Ironically, police officers sometimes create communities where extralegal violence is tolerated and even expected. One retired officer remembered that “one rule I learned was that any suspect who assaulted a police officer in any way was never supposed to be able to walk into the station house on his own. Early-twentieth-century opponents of lynching commonly held that only Americans lynched, when, in fact, crowd violence of the sort usually labeled lynching was hardly limited to the United States. Without using the term, Ancient Romans and Greeks lynched, as have Africans, Chinese, and Native Americans. Lynching as a practice was truly a worldwide phenomenon. Ninety-two women were initially sworn in to the 112th Congress, two women Democratic House Members have since resigned, and four others have been elected. This number (94) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 278 women have served in Congress, 178 Democrats and 100 Republicans. Of these women, 239 (153 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. (M.A., History) A Frightful Vengeance: Lynching and Capital Punishment in Turn-of-the-Century Colorado Thesis directed by Associate Professor Thomas Andrews Having abolished the death penalty four years prior, Coloradoans lynched three men—Thomas Reynolds, Calvin Kimblern, and John Preston Porter, Jr.— in 1900, hanging two and burning one at the stake. This thesis argues that these lynchings both represented and supported Colorado’s culture of lynching, a combination of social and cultural connections in which lynching was used as a force for social cohesion and control. Rather than being a distinct frontier culture of lynching, Colorado’s culture was a slightly attenuated version of the racially-motivated culture of lynching in the Jim Crow South. The three lynchings in 1900 lay at the heart of the political debate over the reinstatement of capital punishment in 1901.

It examines the career trajectories, rhetoric, and policy agendas of these congressmen in order to determine how effectively they represented the wants and needs of the black electorate. The dissertation argues that black congressmen effectively represented and articulated the interests of their constituents. They did so by embracing a policy agenda favoring strong civil rights protections and encompassing a broad vision of economic modernization and expanded access for education.     ABSTRACT “The Good Angel of Practical Fraternity:” The Ku Klux Klan in McLennan County, 1915-1924. Richard H. Fair, M.A. Mentor: T. Michael Parrish, Ph.D. This thesis examines the culture of McLennan County surrounding the rise of the Ku Klux Klan in the 1920s and its influence in central Texas. The pervasive violent nature of the area, specifically cases of lynching, allowed the Klan to return. Championing the ideals of the Reconstruction era Klan and the “Lost Cause” mentality of the Confederacy, the 1920s Klan incorporated a Protestant religious fundamentalism into their principles, along with nationalism and white supremacy. After gaining influence in McLennan County, Klansmen began participating in politics to further advance their interests. The disastrous 1922 Waco Agreement, concerning the election of a Texas Senator, and Felix D. Robertson’s gubernatorial campaign in 1924 represent the Klan’s first and last attempts to manipulate politics. Focusing on the “Without Sanctuary: Lynching Photography in America” exhibition at three United States cultural venues I argue that audiences employ discernible meaning making strategies to interpret these lynching photographs and postcards. This examination also features analysis of distinct institutional characteristics of the Andy Warhol Museum, Martin Luther King Jr. National Historic Site, and the Charles H. Wright Museum of African American History, alongside visual rhetorical analysis of each site’s exhibition contents.

UNIVERSITY OF LOUISVILLE BRANDEIS SCHOOL OF LAW 2013 Brandeis Medal Recipient The Seelbach Hilton Louisville, Kentucky April 18, 2013 Glittering Generalities and Historic Myths When I began the study of constitutional law at Northwestern in the fall of 1945, my professor was Nathaniel Nathanson, a former law clerk for Justice Brandeis. Because he asked us so many questions and rarely provided us with answers, we referred to the class as "Nat's mystery hour." I do, however, vividly remember his advice to "beware of glittering generalities." That advice was consistent with his former boss's approach to the adjudication of constitutional issues that he summarized in his separate opinion in Ashwander v. TVA, 297 U. S. 288, 346 (1936). In that opinion Justice Brandeis described several rules that the court had devised to avoid the unnecessary decision of constitutional questions. As I explained in the first portion of my long dissent in the Citizens United case three years ago, the application of the Brandeis approach to constitutional adjudication would have avoided the dramatic changes in the law produced by that decision. I remain persuaded that the case was wrongly decided and that it has done more harm than good. Today, however, instead of repeating arguments in my lengthy dissent, I shall briefly comment on the glittering generality announced in the per curiam opinion in Buckley v. Valeo in 1976 that has become the centerpiece of the Court's campaign finance jurisprudence, and then suggest that in addition to being skeptical about glittering generalities, we must also beware of historical myths.

    \Judge Lynch" in the Court of Public Opinion: Publicity and the De-legitimation of Lynching∗ Michael Weaver Postdoctoral Fellow Department of Political Science University of British Columbiay [email protected] November 8, 2018 Abstract How does violence become publicly unacceptable? I address this question in the context of lynching in United States. Between 1880 and the 1930s, public discourse about lynching moved from open or tacit endorsement to widespread condemnation. I argue this occurred because of increasing publicity for lynchings. While locals justified nearby lynchings, publicity exposed lynching to distant, un-supportive audiences and allowed African Americans to safely articulate counter-narratives and condemnations. I test this argument using data on lynchings, rail networks, and newspaper coverage of lynchings in millions of issues across thousands of newspapers. I find that lynchings in counties with greater access to publicity (via rail networks) saw more and geographically dispersed coverage, that distant coverage was more critical, and that increased risk of media exposure may have reduced the incidence of lynching.
