    INTRODUCTION I am very pleased to be able to make available the ACBAR Databasefor 1993. This is the sixth year that ACBAR hascompiled a report on NGO activities. This publication, which stretches to some 1200pages in total, has taken considerable time and effort toprepare. It provides a compilation of all the activities (projects) as reported by some 240 mainly Non -Governmental Organizations (NGOs) working forAfghanistan. Whilst the, majority of these agencies are Peshawar based, agency activities are also reported for those located in Islamabad, Quettaand inside Afghanistan. The information is as reported by agencies and ACBARhas no ability to confirm the information provided.However, I am confident that this publication provides as accurate a pictureas possible of activities related to Afghanistan and refugeesover the period to 1993. As a change from previous editions the mainpart of the report covers projects that are: completed, ongoing,discontinued or approved by donors.     Program for Culture & Conflict Studies www.nps.edu/programs/ccs Hajji Din Mohammad Biography Hajji Din Mohammad, a former mujahedin fighter from the Khalis faction of Hezb-e Islami, became governor of the eastern province of Nangarhar after the assassination of his brother, Hajji Abdul Qadir, in July 2002. He is also the brother of slain commander Abdul Haq. He is currently serving as the provincial governor of Kabul Province. Hajji Din Mohammad’s great-grandfather, Wazir Arsala Khan, served as Foreign Minister of Afghanistan in 1869. One of Arsala Khan's descendents, Taj Mohammad Khan, was a general at the Battle of Maiwand where a British regiment was decimated by Afghan combatants. Another descendent, Abdul Jabbar Khan, was Afghanistan’s first ambassador to Russia. Hajji Din Mohammad’s father, Amanullah Khan Jabbarkhel, served as a district administer in various parts of the country. Two of his uncles, Mohammad Rafiq Khan Jabbarkhel and Hajji Zaman Khan Jabbarkhel, were members of the 7th session of the Afghan Parliament. Hajji Din Mohammad’s brothers Abdul Haq and Hajji Abdul Qadir were Mujahedin commanders who fought against the forces of the USSR during the Soviet Occupation of Afghanistan from 1980 through 1989. In 2001, Abdul Haq was captured and executed by the Taliban. Hajji Abdul Qadir served as a Governor of Nangarhar Province after the Soviet Occupation and was credited with maintaining peace in the province during the years of civil conflict that followed the Soviet withdrawal. Hajji Abdul Qadir served as a Vice President in the newly formed post-Taliban government of Hamid Karzai, but was assassinated by unknown assailants in 2002.

    December 2011 1 Governance and Militancy in Pakistan’s Khyber Agency Mehlaqa Samdani Introduction and Background In mid-October 2011, thousands of families were fleeing Khyber, one of the seven tribal agencies in Pakistan’s Federally Administered Tribal Areas (FATA), to refugee camps or relatives living outside of FATA. Their flight was in response to the announcement by the Pakistani military that it was undertaking a fresh round of operations against militant groups operating in the area. Militants have been active in Khyber (and FATA more generally) for several years. Some have used the area as a safe haven, resting between their own military operations in Afghanistan or other parts of Pakistan. Others have competed locally for influence by providing justice or security services, by decrying the ruling elite’s failure to provide these and other services to the local population, or by using force against those people the militants consider threatening or un-Islamic. The Pakistani military’s actions against militants in Khyber have already driven most of these nonstate groups out of the more populated areas and into Khyber’s remote Tirah Valley. But beyond that, the government of Pakistan has failed to implement most of the legal and political changes required to reform Khyber’s dysfunctional governance system to meet the needs of its residents. Khyber Agency is home to some half-million people, all of whom are ethnic Pashtuns from four major tribal groupings: Afridi, Shinwari, Mullagori, and Shalmani. It is also home to the historic Khyber Pass (to Afghanistan’s Nangarhar Province). Khyber Agency covers an area of 2,576 square kilometers, with Mohmand Agency to the north, the district of Peshawar to the east, Orakzai Agency to the south, and Kurram Agency to the west.
