PARK HAPPENINGS 2015-2020 Park and Open Space Master Plan Approved by Board of Commissioners “The development of a Master Plan by a park agency is essential to meeting the challenges of today’s demand for the public’s expectations for park and recreation facilities. With limited financial resources, disappearing suitable land for parks, changing trends in recreation and growth in population, park agencies must carefully plan for their future by accommodating the needs of constituents.” Robert Zolomij, Land Design Collaborative, Inc.

The Master Plan guides and shapes the future of the Waukegan Park District parks and facilities. It serves as a guide for commissioners and staff to define the District’s future infrastructure. This focus of the plan is the Park District’s man- agement, protection, use and development of parks. The plan is responsive to the community and consistent with the Mission, Vision and Value Statements of the Park District.

The Master Plan was formed with input gathered from the public, staff and board members. One of the most important tools for this input was a 23 member Master Plan Committee. These citizens represented six planning communities, governmental liaisons and staff. Additional public meetings, an online survey and board and staff meetings were also avenues for gathering input from the community to develop the plan.

The Waukegan Park District, as the primary provider of park, recreation and open space in Waukegan, owns 40 developed parks and eight undeveloped sites encompassing 727.94 acres. This land is managed to the highest environmental and conservation standards. It is important to note that some of the park and District-wide improvements include resurfacing most of the playgrounds and recreationneeds identified in the Master Plan may be met through partnerships maintaining asphalt parking lots, pathways and sport courts, and maintaining with other public agencies such as the Waukegan School District, City of Waukegan vehicles and equipment. Green initiatives championed by the Green Team to and the Lake County Forest Preserve District, to improve public access and use of address waste reductions and recycling, energy efficiency, green purchasing, and their properties. natural areas management, including the Emerald Ash Borer (EAB) Management Plan will be implemented. The plan establishes District-Wide Park Improvement Recommendations as well as Recommended Park Improvements for each park site for the next five years If you are interested in further detail, the link to the Master Plan on the website is: and beyo nd. A strategic and continual effort must be made to incorporate these http://www.waukeganparks.org/about/park-and-open-space-master-plan.htm recommendations into the District’s Capital Improvement Program (CIP). It is important to note that these recommendations are based on current needs and expected resources. As these needs and resources change, priorities and recommendations will change as well. New Look for Waukegan Park District Website This fall, Waukegan residents will notice something different when they visit the Waukegan Park District website. The current website has gone through a number of updates in the past decade, but technology advances and how users access the syste m necessitate a change. The new website will feature a fresher appearance, increased ease of navigation, responsiveness to any device, especially smartphones, and built in language translation service. Our goal is to expand the usefulness of the website a nd provide a seamless registration experience.

A new registration system is also being implemented this fall; promised are easier online registrat ion, increased integration with the website and reduced need for in person transactions. Both systems will save time for customers.

We will publicize the new website and registration systems on social media and through electronic newsletters. We hope you will like the changes.

Cleanout existing birdhouses: Clean out and repair birdhouses to remove insects and parasites and ready them to host birds that might take up nightly residence to keep warm & safe during their migration-bluebirds, chickadees, nuthatches and winter wrens. In addition, winter residents may move in.

Create brush piles: Fall clippings, branches and twigs piled together in a corner of the yard create cover for birds who prefer a habitat on the ground. The brush piles will be used for roosting at night and for protection against predators.

Plant evergreens: Evergreens provide great natural cover and safety for birds, especially in the late fall and winter when deciduous trees have lost their leaves.

Increase the number of feeders: To attract the greate st number and mixture of birds, provide a variety of seed and suet feeders and vary their distance from the ground. Consumption of food will increase as the average daily temperatures drop.

SwimSmart SwimSmart is different than traditional swim lessons. The number one goal of SwimSmart is to increase participant safety and comfort in water and the secondary goal is to teach swimming strokes and techniques. From parent/tot through adult lessons, participants learn ways to be safe in various bodies of water. They first learn how to be safe and save themselves before they perfect swimming strokes and techniques. SwimSmart students progress through classes based on demonstrable skills. Parents will receive a written progress report at the conclusion of each class. Participants receive completion magnets to display their progress!
