The Utilities Commission (AUC or the Commission) is a quasi-judicial regulatory body responsible for making decisions about utility-related applications.

AltaLink Management Ltd. is the transmission facility owner in the Red Deer area and has applied to the AUC for approval to upgrade the transmission facilities in the Red Deer area to meet part of the need identified in the Red Deer Region Transmission Development Needs Identification Document as described in AUC Application No. 1607507 by the Alberta Electric System Operator.

The AUC is currently reviewing the AltaLink’s application to ensure it is complete. An application is considered complete once the Commission is satisfied that it includes all of the information required by law and the Commission’s rules. If necessary, the AUC may request additional information from the applicant to ensure the application is complete before further steps are taken. If objections are received, a notice of hearing will be issued that will provide details of the public hearing and how interested parties can participate in the hearing process.

Submission deadline:

Any person or group having concerns or objections with the above-mentioned application, or who wishes to support the application, should file a submission with the AUC by December 9, 2011. If no submissions objecting to the application are received by the above date, the AUC will make a decision on the application without any further notice or process.

Description of the application:

AltaLink filed Application No. 1607711, in keeping with sections 14, 15, 18 and 21 of the Hydro and Electric Energy Act, with the AUC on September 26, 2011 to meet the identified need as set out by the Alberta Electric System Operator in the Red Deer Region Transmission Development Needs Identification Document:

At North Red Deer 217S substation (NW 33-38-27 W4M) and Gaetz 87S substation (NE 25-38-27 W4M):

Re-terminate existing 138-kilovolt (kV) transmission lines 768L and 778L separately at North Red Deer 217S substation and Gaetz 87S substation by adding one 138-kV circuit breaker at North Red Deer 217S substation and two 138-kV circuit breakers at Gaetz 87S substation.

At 17S substation (NE 12-38-3 W5M):

Add a new 240/138-kV, 200 mega-volt-ampere (MVA) transformer, one 240-kV breaker and one 138-kV breaker.

At Joffre 535S substation (SE 31-38-25 W4M):

Add a 50-mega-volt-ampere-reactive (MVAr) capacitor bank and one 138-kV circuit breaker.

At Prentiss 276S substation (NW 30-39-25 W4M):

Add a 50- MVAr capacitor bank, one 138-kV circuit breaker and two like-for-like 138- kV breaker replacements.

At Ellis 332S substation (SW 31-39-25 W4M):

Add a 25-MVAr capacitor bank and one 138-kV circuit breaker.

Interconnect the above-mentioned facilities to the Alberta Interconnected Electric System.

Requirement to file a submission:

Persons (including individuals and corporations) that may be directly and adversely affected by the Commission’s decision on the application are entitled to participate in the review process of the application. If you would like to participate you are required to make a submission with respect to this application, even if you have previously filed a submission with the Commission or the applicant.

If no submissions are received, the AUC will continue to process the application and make a decision on the application without further notice or without a public hearing.

How to file a submission:

Any person who has concerns or objections with the application or who wishes to support the application must file a submission by December 9, 2011. The submission must contain the following information:

A brief description of the issues you want the Commission to consider when deciding upon the application. A description of your right(s) that may be directly and adversely affected by a decision of the Commission on the proposed application. An explanation of the manner in which your right(s) may be directly and adversely affected by a decision of the Commission on the proposed application. A description of your land location, residence or activity in relation to the location of the proposed facility. Your name, address in Alberta, telephone number, fax number, if any, and if available, an email address. Whether you want the Commission to hold a hearing to consider the application.

Please make your submission on Form C: Submission form for transmission line and substation applications. If you do not have access to the AUC website you may provide the above information in a letter, fax or email to the Commission.

The Commission will review the submissions received and determine whether the person or persons that made the submission has demonstrated that they have rights that may be directly and adversely affected by the Commission’s decision on the application.

If the Commission determines that a person’s rights may be directly and adversely affected by its decision on the application it must hold a public hearing to consider the application.

If the Commission determines that no person has established rights that may be directly and adversely affected by its decision on the application the Commission will continue to process the application and make a decision without further notice or process.
