The Parish Council met at Victory Hall, Laxton.

15/18 DECLARATIONS OF PECUNIARY AND NON-PECUNIARY INTERESTS – There were no declarations.

16/18 MINUTES OF PREVIOUS MEETING - Resolved – That the minutes of the meetings of the Council held on 24 January 2018 should be confirmed as a correct record and signed by the Chair.

17/18 CLERK UPDATE- Network Rail had advised that allocation of the Saltmarshe station sign had not been determined, that it may be possible to reclaim the bricks from the signal box and that a public drop in session on the works had been arranged in Gilberdyke for the 3rd March 2018. The Internal Drainage Board had confirmed that the clearing work on the allotment drain, which was suspended to work on the clough doors, would be completed. Councillor Goulden reported little success with the chalk spray used to highlight dog fouling.

18/18 WARD COUNCILLOR UPDATE – There were no Ward Councillors present due to the severe weather.

19/18 PUBLIC PARTCIPATION – There were no members of the public present.

20/18 CORRESPONDENCE - Resolved – (a) that the following correspondence should be received by the Council:

21/18 – INSTALLATION OF LITTER BIN– The Parish Council had previously requested East Riding of Council to identify any suitable little bin locations in Saltmarshe to assist with the dog fouling problem near the river bank. Council had suggested a location on Main Street, just beyond the houses when travelling in the direction of Saltmarshe Hall.

Resolved – That the Parish Council would process with the purchase of a litter bin for Main Street, Saltmarshe.

22/18 – IMPROVEMENTS TO VILLAGE NAME SIGNS – The Council considered wooden and metal alternatives to the brick village names signs discussed at the previous meeting. Details of wooden planters which were to be installed by Foggathorpe Parish Council were also circulated. Metal signs were preferred but the cost considered prohibitive for the seven installations required.

Resolved – That the Clerk and Councillor Bray would request a quote for signs with a framing theme from local metal fabricators.

23/18 VILLAGE LITTER PICK – The Parish Council agreed that the roads signs in the area, particularly Tranby Lane, were heavily littered with fast food cartons and plastic bottles and required a clean.

Resolved – that the Clerk would enquire whether the Community Payback Scheme could assist and seek litter picking volunteers in the next community newsletter if necessary.

24/18 WIND FARM GRANTS UPDATE– There had no applications to the Goole Fields Fund. The next meeting for this fund was the 20th March 2018.

25/18 COMMUNITY EMERGENCY PLAN TRAINING – Resolved – To discuss this item at the next meeting.

26/18 DEFIBRILLATOR TRAINING – Resolved – That the Clerk would arrange refresher defibrillator training.

27/18 COUNCILLOR TRAINING - It was noted that Councillor Goulden was on the waiting list for the ERNLLCA Councillor Training.

28/18 COMMUNITY NEWSLETTER – Resolved – That the next edition of the newsletter would contain articles on disposing on use doggie bags, a community litter pick, details of defibrillator training, advice to contact ERYC directly to request a service request for potholes and an offer to distribute the newsletter by email.

29/18 HIGHWAYS, DYKES AND DRAINS – The Parish Council discussed in depth the poor quality of the road repairs carried out by East Riding of Yorkshire Council. Many

114 of the potholes filled were already in need of repair. The Council had advised the best repairs had been carried out with funds available.

Resolved – (i) that it should be noted that the Parish Council were extremely disappointed with the quality of the road repairs (ii) that the Parish Council would advise all residents that it has been repeatedly reporting issues to the Council and encourage all residents to report problems directly to them (iii) that the Clerk advise ERYC that the recent grip cut at the railway junction has not alleviated the ponding problem.

30/18 ALLOTMENT FEES 2018/19 – Resolved – (i) that the allotment fees should remain at the 2017/18 level (ii) that the storage of manure on the site should be raised with the allotment committee and (iii) that the Parish Council should review what types of trees had been planted on allotments.

31/18 ACCOUNTS FOR PAYMENT – Resolved – That cheques should be signed to pay the following accounts:

i. HMRC – PAYE January– £57.50 ii. Alan Bravey - Salary January- £86.85 iii. East Riding Supplies – £66.32

32/18 ITEMS FOR NEXT AGENDA –Resolved – (i) that the next meeting of the Parish Council would be on the 21st March 2018.

Could some sort of notice could be given out, erected or posted on facebook requesting that traffic travels past our houses at a sensible speed. Tbe current speeds are terrifying and I'm sure you can appreciate that our young, old, frail and animals are not used to this and having difficulty in coping with it. There have been a number of people forced off the road and I fear it is just a matter of time before there is an accident N Member of Public – not just 'diversion routes' even when the road re-opens people need to realise that once Facebook you hit Skelton Broad Lane become a 30mph road. especially the absolite moron in the Focus RS who often goes passed my house at 80plus then slams on at the corner. N Member of Public – We totally agree with this. The verges are in such a muddy mess. No one seems to slow Facebook down on the corners making it very difficult to pass. It isn’t going to be closed for long, I don’t know why people have always to be in such a rush to get anywhere!! Please take care when you are driving. This after all is where we live and why should our countryside and villages be spoilt. It is the same in Laxton, the grass verges get ruined constantly!!!

Goole Minor Injury Unit will become an Urgent Treatment Centre on Wednesday 4 April at 7am – open 16 hours a day.

Goole & District Hospital will continue to provide planned, non-urgent care for local people.

2. Community Priorities Youths causing annoyance around the areas of the Church and playing fields in Gilberdyke.

Throughout March, officers will continue to patrol the above areas on Clementhorpe Road to deter any potential anti- social behaviour. Anyone caught engaging in anti-social behaviour will be dealt with under the FAIRWAY process jointly with East Riding of Yorkshire Council. It is unlikely that any discretion will be shown.
