The amount of additional bid security shall be equal to the impact of financial difference occuring in the quoted rates beyond 10% of below of engineer estimate. 5 In such eventuality, the successful bidder shall be bound to produce the additional bid security within three (03) working days from the issuance of Letter of Acceptance failing which the procuring entity shall forfeit the bid security of successful bidder and may alos initiate legal proceeding against the bidder who repudiated the contracto under KPPRA procurement rules. 6 The procuring entity may offer the contract to next lowest bidder after due diligence in the context of financial difference between such two bids and the market analysis in order to discourage cartel making and to protect public interest at large. 7 Any such effert to conspire to cartel making shall be considered as violaion of Rule 44 and shall be attributed towards mis- procurement undere Rule 54 of Procurement Rules ibid. 8 The following documents are compulsory with tender form: i. The fresh Registration of LCB. ii. The fresh Registration of KPPRA Revenue. iii. The downloaded BOQ, Terms & Conditions and 2% security must be attached. 9 Those schemes which are exceed from 2.00 million, then the contractor must be adhered to install concrete batching plant at the site. 10 After issuing the work order, if the contractor / firm is not commence the work in one week, then the tender will be cancelled including forfeiting of security. 11 According to the Government Laws, all the taxes will be deducted. 12 Incase of receiving equal offers / tie, the award of contract shall be decided through a free toss which shall be final. 13 All those contractor which have incompleted / pending works, to avoid to participate in the tenders and to concentrate / priority on completion of previous incompleted schemes. 14 Work order will be issued on the availability of funds with Tehsil Municipal Administration, Mansehra. Amongst the parts used, the results showed that the whole plant of most of them viz. thirty-two, the leaves of twenty-seven, the stem of twelve, and the fruits of nine taxa were used for different purposes. The governing families of the study area were Rosaceae Family consisting of thirteen taxa, solanaceae having five taxa, Buxaceae, Verbenaceae, Lamiaceae, Acanthaceae having three taxa each, Papilionaceae, Berberidaceae, Buddlejaceae, Anacardiaceae, Thymelaceae, Sapindaceae, Araliaceae, Guttiferae, Oleaceae, Cupressaceae, Euphorbiaceae, Poaceae, Rhamnaceae, Rutaceae, Caprifoliaceae keeping two taxa, and the rest of all the families contained one taxa, each was recorded in the study area. INTRODUCTION Balakot is located between 34°33′N 73°21′E latitude and 34°33′N 73°21′E longitude near Kaghan valley located in the Northern part of Pakistan. It is a historical place and famous tourism site of the region, and the gateway to Kaghan valley of Khyber Pakhtunkhwa, Pakistan. The famous river of Balakot is Kunhar, originating from Lulusar lake and merges with River Jehlum just outside Muzaffarabad in Azad Kashmir.

Ill- designed and poor seismic resistance housing was the major cause of high death toll and severe destruction of physical infrastructure by the October 08, 2005 earthquake. After occurrence of this natural calamity, prefab were installed as a shelter solution in the Red Zone area of Balakot. Although prefabs are an established solution of shelter for earthquake affected areas, this solution needs a complete knowledge of social life and cultural values, as well as climatic features of the areas concerned. It is noted that most people in the Balakot Red Zone are not satisfied with these prefabs. A number of factors were found to be responsible for this: low quality of material used; non-professional and unskilled workmanship; unnecessary interference by the local government; minimum community participation; lack of security; cultural adaptability; climatic suitability. 1.
