2 INTRODUCTION AND BACKGROUND

• The Ilembe DM (iLDM) is a Category C municipality and is located on the east coast of the KwaZulu-Natal Province. It is bordered by Ethekwini Metro to the South, King Cetshwayo District Municipality to the North, and both Umgungundlovu and Umzinyathi District Municipalities to the west. The seat of the IDM is KwaDukuza (previously Stanger). It is located between Durban and Richards Bay and consists of four local municipalities: , KwaDukuza, and . The main towns are Dolphin Coast/, Isithebe, KwaDukuza, Mandeni, Ndwedwe, Nkwazi/. Agriculture is the main economic sector in the municipality.

• Per Stats SA Community Survey 2016, the IDM has a population of 657,612 persons in 191,369 households.

• The iLDM is designated as a Water services Authority (WSA) and a Water Services provider (WSMP). It does not have an up-to-date Water Services Master Plan and a Water Services Development Plan (WSDP).

• Whereas the WSMP is a long-term (+15 years) document, the WSDP is a medium-term (five-year) document that is used for strategic inputs into a municipality’s IDP for water services infrastructure delivery. Sections 12 and 13 of the Water Services Act (Act 108 of 1997) requires all WSA to compile and implement an update-to-date WSDP. 3 SCOPE OF WORK

4 C3.1.6.1 IMPLEMENTATION TIME FRAMES

• The DBSA anticipates the WSMP and WSDP update to be completed within ten (10) months from the Start Date.

• Completion includes adoption by Municipal Council

• PSP shall provide commensurate resources for the successful execution of the project within the indicated time frames.

5 EVALUATION CRITERIA

The tenders will be evaluated in accordance with Method 4 of the CIDB Standard Tender Evaluation Methods in three stages, namely: Stage 1 : Responsiveness Stage 2 : Quality (Functionality) Stage 3 : Financial Offer and Preferential Evaluation Stage 4 : Risk Analysis and Other Objective Criteria

Must have at least 5 years’ post-registration experience in Services Operations in Water Services Planning, Management and Operations in South Africa. 3 Development Planner Registration as a Professional Planner in terms of the Planning Professions Act, 2003, with at Development Planning (Municipal Infrastructure) least 5 years’ post-registration experience in development planning in the municipal and/or public Services sector environment. 4 Financial Analyst / Professional registration as a Chartered Accountant CA (SA), or as a Chartered Financial Analyst Infrastructure Infrastructure Investment (CFA). Must be a member of the Chartered Institute of Public Finance and Accountancy (CIPFA) Investment Analysis Analyst or similar public-sector professional body. Must have at least 5 years post-registration experience within any of the following areas: Project Finance, Investment Analysis, Investment Planning, Financial Planning, Financial Analysis, Municipal Financial Management. 5 Geo-Information Science Bachelors Degree in information Science or in Land Surveying. Must be registered as a Geo-Information (GISc) Expert Professional Geo-Information Science Practitioner PrGISc by the South African Council of Services Professional and Technical Surveyors (PLATO) established in terms of Act 40 of 1984, and preferably be a member of the Geo-Information Society of South Africa (GISSA). Must have at least 5 years post-registration experience in the planning and establishment of GIS systems for public or private sector entities in South Africa. 6 Environmental Registration as a Professional Natural Scientist in terms of the National Scientific Professions Act, Environmental Management 2003. Must have at least 5 years post-registration experience in the environmental assessments, Management Practitioner climate change mitigation, compliance and management aspects of integrated waste and 9 materials management field in South Africa. • Water Services Development Planning is a process to enhance the understanding of the Water And Sanitation Business.

• The WSDP system ensures that planning happens through a structured approach based on a factual information and knowledge system that integrates all topics related to Water and Sanitation Services provision.

• The online Web enabled system allows for easy access, map and data viewing of Demographic, Service level conditions and all other infrastructure related knowledge.

• The WSDP website is hosted by the Department of Water and Sanitation website as part of a national integrated system covering all WSA in South Africa and can be access at all times to ensure on-going knowledge transfer to all levels of society.

• A WSDP document (for Council approval) is produced as an outflow result of the interactive planning activities captured in the comprehensive database structure imbedded as part of the online system. The WSDP System allows for easy updating by the WSA through access security allocations guided by the login registration process.
