REPORTS TO: INTERIM HEAD OF AIRPORT OPERATIONS AND OPERATIONAL SUPPORT

LOCATION: KIRKWALL

2. JOB PURPOSE In this role you are responsible for all activities within Kirkwall airport including all airport operations, communication with stakeholders and members of the local community and all business development activities.

You are responsible for ensuring that all regulatory and company policies are adhered to in order to ensure the safe and efficient operation of the airport.

You are responsible for all staff employed at the airport, providing effective leadership and management to all disciplines.

4. DIMENSIONS As Airport Manager you are responsible for contributing to the company strategy and for the development and progression of your local airport plan.

HIAL has a revenue of circa £40 million and a capital budget of circa £10 million.

The budget for Kirkwall Airport is £4.5 million. In addition you will have a key role in the delivery of capital projects for your airport.

The company employs circa 620 staff and within Kirkwall Airport there are currently 65 staff. In your role you contribute to the management of all financial and people resources and support income generation for your local airport.

The company services circa 136,000 flights per annum and processes 1.8 million passengers.

Kirkwall airport accounts for circa. 14,601 flights and processes 196,000 passengers.

In this role you are responsible for promoting excellence in customer care to passengers, other customers, stakeholders and all teams and locations within HIAL.

5. MAIN ACCOUNTABILITIES OF THE POST Operational  As the Accountable Manager for airside safety management, local airspace management, fire and rescue operations, risk assessments, audits and inspections, ensure that the airport operates safely at all times and complies with published regulations.

 To ensure that an Airport Manual is published in accordance with the requirements of CAP168, this shall accurately define and allocate responsibilities and accountabilities for named individual(s) for all aspects of airport operations.

 Provide oversight of airside operations ensuring that they are conducted in a safe and efficient manner, and are compliant with regulations and guidelines both external and internal.

 Ensure adherence to the HIAL Safety Management System and Security Management system by carrying out inspections, reviewing procedures, amending these where appropriate and ensuring they are followed, in order to comply with legislation and to provide a safe environment for staff, passengers, third party employees and contractors.

 As the Directed Party accountable for delivery of the airport security plan; producing and giving input to rosters, Standard Operating Procedure reviews, Alternative Security Measure requirements are met, updating Airport Security Programme, maintenance of equipment.

 Ensure compliance of airfield and passenger security to ensure a safe operation that meets operational, customer and CAA legislative requirements.

Customer and Community Engagement

 Deliver the airport plan and ensure the best possible customer experience. Monitor the results of the automated passenger feedback solutions. Liaise with the public and key stakeholders ensuring customer satisfaction.

 Review and investigate a range of customer service issues such as passenger feedback, web enquiries, access to airfield etc., in order to ensure that all such issues are dealt with effectively and any related problems are resolved.

 Chair and/or attend a range of airport and external committees including the airport consultative committees, transport forums, safety, security, fire, ambulance, police service and the NHS in order to ensure that both operational and emergency planning arrangements are in place and work effectively.

 Actively support community engagement with the airport and raise the profile of the services provided through the airport website and social media.

 Kirkwall airport, and its connectivity to the Islands Council airfields, has created a developing interest from the next generation of aircraft manufacturers who are looking for harsh weather testing sites for their developing prototypes. This role will be responsible for working with stakeholders and potential customers to develop “the Orkney Centre for Excellence” for small aircraft testing. The Centre of Excellence will ultimately be a zero carbon airport and be able to accommodate all types of aviation technology. The manager’s role will be to understand customer needs, commercially develop, and ultimately deliver the required infrastructure solution to meet these needs.

People Management

 Lead, organise, motivate and develop staff, promoting the company values and customer service ethos at all times.

 Ensure that there is a People Plan in place that ensure there are sufficient staff available with the appropriate skills to meet all operational requirements.

 Ensure effective management of all airport staff and ensure that HR policies are applied fairly and consistently at all times.

 Contribute to, and ensure line managers and supervisors are equipped to, undertake effective recruitment and selection, absence management and PDRs.

 Develop and annual training plan in conjunction with the Learning and Development team identifying learning needs and training requirements to ensure that the Airport has sufficient trained and legally compliant staff available to support normal operational activity.

Budget Management

 Develop an annual budget for the airport in conjunction with the Finance team and thereafter monitor and control expenditure for both revenue and capital funding streams.

 Work with external commercial agents in order to ensure that all concessions and tenancies operate within agreed terms and any associated issues such as property condition, space utilisation etc are resolved.

 Develop relationships with key customers in support of business development opportunities

Infrastructure/Project Management

 Deliver the airport capital plans in conjunction with Head Office support managers and the Professional Services Consultants. Manage the fabric of the site, identifying any infrastructure works that are required such as maintenance etc., obtain estimates for work, obtain approval and thereafter monitor and control the works in order to ensure that they are carried out to standard, remain in line with set budgets, and that the airport gets best value.

 Project management; with the support of Infrastructure Services and Professional Services Consultants undertake airport capital projects from conception to completion through preparation of Business Cases, project briefs, risk assessments and management of airport projects.

6. WORK CONTEXT The role is based at Kirkwall airport.

The post holder will also be expected to undertake regular travel to company meetings/training at Head Office in Inverness or other locations.

The role is operational and is office based with an active outdoor involvement in the operational requirements of running and airport and supporting staff often across a geographically dispersed site.

Specific on-call requirements will be determined on a location by location basis and the post holder will require to be flexible in terms of availability to respond to emerging situations providing professional guidance or authorisations to direct reports/on-call duty managers.

The post holder may be required to respond and attend out of hours in the event of an emergency.

7. AUTONOMY AND DECISION-MAKING The post holder:

 plays a key role contributing to the development of the local airport plan and the operational priorities within it.  is accountable for KPIs within their own location and for monitoring and reporting on these  is accountable for ensuring legislative and other statutory compliance requirements are met within their own location with the support of Head Office Functional Managers  is responsible for developing a local risk register and managing risk on an ongoing basis. The post holder is responsible for escalating significant risks to the Corporate Risk Oversight Group.  is responsible for managing a budget and local contract management of external contracted services, ensuring early identification of issues and escalation through appropriate channels.  is responsible for all people management processes and activities within their location and for escalating issues to the HR team where appropriate.

The post holder is a key member of the operational management team and is expected to play an active part in contributing to and supporting the operational decision making process of the company.

8. COMMUNICATIONS The post holder is responsible for promoting effective communication both within and out with the local airport.

9. KNOWLEDGE, SKILLS AND ATTRIBUTES REQUIRED  A proven track record in Operational and People management within a similar organisation

 Knowledge of aviation legislation and an understanding of regulatory matter demonstrated through completion of Airport Accountable Managers course to assume CAP 700 responsibilities

 Level 3 Security Manager training (where appropriate)

 Experience in Project Management

 An understanding of budget management

 Completion of Health and Safety training and a proven track record in the development of risk assessment and incident investigation

 Excellent communication skills to interact with a variety of stakeholders
