1 President Ford’s statement on pardoning Richard Nixon, 1974 Introduction In this speech before the Congressional Subcommittee on Criminal Justice, of October 17, 1974, President Gerald Ford explains his decision to pardon former President Richard Nixon for his role in the Watergate scandal. Nixon had resigned on August 9, 1974, and Ford pardoned his disgraced predecessor a month later, on September 8. When Ford appeared before the subcommittee to explain the controversial pardon, he asserted that his purpose in granting it was “to change our national focus. to shift our attentions from the pursuit of a fallen President to the pursuit of the urgent needs of a rising nation.” Ford noted that while Nixon had not requested the pardon, “the passions generated” by prosecuting him “would seriously disrupt the healing of our country from the great wounds of the past.” Ford declared that “the general view of the American people was to spare the former President from a criminal trial” and that sparing Nixon from prosecution would “not cause us to forget the evils of Watergate-type offenses or to forget the lessons we have learned.” Excerpt My appearance at this hearing of your distinguished Subcommittee of the House Committee on the Judiciary has been looked upon as an unusual historic event - - one that has no firm precedent in the whole history of Presidential relations with the Congress. Candidate A while in office has engaged in questionable financial dealings and consorted with criminal types, but is an exemplary family man. Candidate B has had several extra marital affairs, but his financial record is above reproach. Whom should voters choose? Recent candidates may come to mind, but the question actually refers to the 1884 presidential election—the contest between Grover Cleveland and James Blaine. Blaine had corruptly profited from public office but lived an impeccable private life. fa What is CAPI? Corruption costs taxpayers trillions of dollars a year worldwide that could be better spent on social, health, education, and other programs to improve the lives of citizens worldwide. Despite the pervasiveness of corruption, finding, stopping and preventing it is daunting. There are anti-corruption offices in place across the country and globe, but the system overall is relatively young and largely decentralized. Individual corruption-fighting offices are often disparate and adrift, unconnected to peers and experts in other jurisdictions. These offices face common challenges and can benefit greatly from active collaboration and shared best practices. In 2013, the New York City Department of Investigation partnered with Columbia Law School to create the Center for the Advancement of Public Integrity (CAPI). Over the past nearly five years, CAPI has grown into a platform through which public integrity professionals can connect with each other and provides the resources to help them succeed. Executive Director Jennifer Rodgers CAPI is a nonprofit resource center dedicated to bolstering anti-corruption research, promoting key tools and best practices, and cultivating a professional network to share new developments and lessons learned, both online and through live events. Unique in its municipal focus, CAPI’s work emphasizes practical lessons and practitioner needs. Through this network, in which anti-corruption practitioners and agencies can share their insights, methods, and successes, CAPI seeks to support the fight against corruption in all its forms. We strive to create an environment where members of our community learn from one another to better promote public integrity and good governance. -
