Marc Passiment Program Concludes ...............................................................................................................................Emilyn Cabalfin Closing Video 2021 COUNCIL RECOGNITION EVENT | 1 2021 COUNCIL RECOGNITION EVENT TONIGHT’S SPEAKERS EMILYN CABALFIN Emilyn Cabalfin is a Scout from Troop 290G, Sea Scout Ship 5297, and Venture Crew 392 from Schaumburg, IL. She is currently serving as the Senior Patrol Leader for Troop, the Yeoman for Ship 5297, the Crew President for Crew 392, and Troop Guide for the Summer 2021 NYLT Course. She has also served as part of the Shooting Sports team at Camp Oakarro, for NEIC. In 2019, she was part of the Inaugural Class of Female NYLT Graduates and later staffed Woodbadge Course C7-456-19 as a Troop Guide, as a member of Ceremonial Crew 1. Emilyn is currently a freshman, attending Hoffman Estates High School. KENDALL JACKSON Kendall Jackson is a 17 year old senior at Lake Central High School in St. John, Indiana. Kendall is the first, and only, Female Eagle Scout from PTAC in Northwest Indiana. Kendall is in Troop 53 in Gary, Indiana. Kendall’s Eagle Project was called Project 21. She invited 21 seniors from the class of 21 to participate in a symposium of workshops including Personal Management, Health and Wellness, Time Management, Essays and Resumes, and Relationships. There was also a panel discussion with diverse panelists explaining options for life after high school. Kendall’s favorite Scouting memory is ziplining over Niagara Falls with her Venturing Crew. SAM SOBCZAK Sam started Boy Scouts as soon as he was old enough because his dream as a kid was to be in Scouts. He fell in love with it from that point on and worked his way through the ranks and all the High Adventure trips. He was elected into the Order of the Arrow, which changed his life. Being an Arrowman has helped him develop leadership skills, create great memories, and meet some of his best friends. Sam owes a lot of what he has done in Scouts to the OA and his advisors. He is also an Eagle Scout in Troop 468 and received his Eagle Scout rank in 2017. TIM REISS Tim is currently registered with a Scouts BSA troop, Venturing Crew, and Sea Scout Ship. He is an Eagle Scout and has received both the Venturing Summit award and the Sea Scout Quartermaster award. Tim has earned a total of 108 merit badges, and has also amassed over 150 nights of camping through the program. His most proud accomplishment is his achievement of the William T. Hornaday Award, one of Scouting’s rarest youth awards for distinguished work in the field of conservation. Tim is also a Vigil Honor member of the Order of the Arrow, where he gives many hours of service. 2021 COUNCIL RECOGNITION EVENT KEY 3 MARC PASSIMENT COUNCIL PRESIDENT Marc J. Passiment currently serves as Platform Executive for Business Banking at Bank of America. Designing and leading strategic initiatives to enable the client teams to deliver best in class client experience. Marc has been a Bank of America Pinnacle Awardee multiple times for his ability to lead through change and create culture of success. Previous to joining Bank of America, Marc held various leadership positions at Santander N.A. in New Jersey from 2001-2015. Marc began his banking career in 1993 at First Virginia Bank. Marc attended the University of Mary Washington in Fredericksburg, Virginia. He graduated with two degrees, a Bachelors of Arts in Economics and in History. Marc has his credit certification through the Risk Management Association. Marc resides in Chicago with his wife, Morgan, and they have two sons, one of whom is an Eagle Scout. Over the last decade Marc has been a leader in the Scouting community. Marc served as Treasurer of the Jersey Shore Council for 4 years. Marc also served as the co-leader of Visitor’s Experience for the 2013, 2017 National Jamborees, and served again in that role for the 2019 World Jamboree. Marc’s other volunteer positions have centered around working with people from around the world on inter-generational youth education and leadership. Marc still serves as board secretary for a healthcare non- profit in Princeton, New Jersey. BILL COHN COUNCIL COMMISSIONER Bill Cohn, a lifelong resident of the Chicago area, started his Scouting trail as a Cub Scout in Skokie Pack 26 and later Troop 26 both part of Northwest Suburban Council. He attended the University of Illinois where he received a BSEE and later attained an MBA from Roosevelt University. Bill became a Den Leader for his sons and later an Assistant Scoutmaster for them in Troop 193 in Schaumburg, Illinois. At the same time he was Vice Chair of Cub Scouts then Vice Chair of Boy Scouts in Pathfinder district and later joined the Commissioner Staff as a Unit Commissioner, Assistant District Commissioner and District Commissioner. Bill’s last assignment has been the Assistant Council Commissioner of Training for Pathway to Adventure Council as well as the YPT Champion. All of this required taking of many Scout training courses including Woodbadge and Council Commissioner training at Philmont Scout Ranch. To those in the Woodbadge community, Bill is a Fox. He is also a Vigil Honor member of the Order of the Arrow. JEFF ISAAC COUNCIL SCOUT EXECUTIVE Jeff Isaac has served as the Scout Executive/CEO of the Pathway to Adventure Council since April 1, 2017. Jeff began his Scouting career as a district executive at the Tukabatchee Council in Montgomery, AL, where he later became the field director. He was promoted to the director of field service with the Chickasaw Area Council in Memphis, TN. He was then promoted to Scout executive of the Tall Pine Council in Flint, MI, and on to Scout executive of Gulf Stream Council based in Palm Beach Gardens, FL. Jeff is a Vigil Honor Member of the Order of the Arrow (highest rank in the BSA’s national honor society) who enjoys movies, shooting sports and playing in amateur sport leagues.     COVID-19 Information Pathway to Adventure Council, Boy Scouts of America The Pathway to Adventure Council requires all persons attending Scouting events, activities, or meetings to adhere to the City of Chicago’s “Protecting Chicago” Reopening Framework. Due to the ever- changing nature of the COVID-19 pandemic, all unit/event/activity/meeting leadership must review and adhere to the City of Chicago’s latest restrictions and guidance, which is regularly updated on their website. If you are visiting a city, state, or area with stricter requirements, you MUST follow the stricter requirements of the place you are visiting. Additionally, all persons attending Scouting events, activities, or meetings must adhere to the Guide to Safe Scouting, the BSA Restarting Scouting Checklist, and Scouts and Scouters should have a current BSA Annual Health and Medical form, part A and B on file with their unit. These procedures and health forms are required for all Scouting activities and events, including unit meetings, Order of the Arrow gatherings, district events, council events, and service projects, such as Eagle Scout projects. During any Scouting event, activity, or meeting, all attendees must: . Practice social distancing and wear a face mask, except during physical activity.* Physical activity includes free play, games, sports, transportation (walking, cycling, hiking), and recreation. o Youth protection guidelines must still be followed. Frequently touched surfaces should be cleaned after each use.     Capitol Area Council Year in Review Cub Scout Hariom Raval of Pack 1277 takes part in the Jamboree on the Internet virtual event Challenge Accepted The Covid-19 pandemic has challenged our nation in ways not seen for a generation. But Scouts in accepted the challenge, led by example, and overcame adversity to achieve personal goals while serving the community. Members of Medical Explorer Post 4077 volunteered to assist workers at a Covid-19 testing site in San Marcos. Explorers helped check in patients, labeled testing vials, and more. Post 4077 is chartered by San Marcos Hays Country EMS. Emma Chao is the Boatswain of Sea Scout Ship 911. She has led the ship since the start of the Covid-19 crisis, running online meetings at least once a week and weekly sailing on Lake Georgetown between June and August. Emma has earned Life rank and is working toward the rank of Eagle Scout as a member of Scouts BSA Troop 1452. She also serves as Crew President for Venturing Crew 405. In the Spring she was a crew leader for NYLT and is a member of the Order of the Arrow. Troop 1452 is chartered by Palm Valley Lutheran Church. Ship 911 is chartered by St. Philips United Methodist Church. Crew 405 is chartered by Christ Lutheran Church. Tristan Collins is in his first year of Scouts BSA Troop 157 aer “crossing over” from Cub Scouts. Despite the pandemic and his relative inexperience, he stepped up to serve as Patrol Leader and has led his peers in weekly meetings to continue work on advancement while building camaraderie.

    2020 Massabesic Klondike Derby Rules, Instructions, and Information (Patrol Leaders, Unit Leaders and station staff should read and know before the event. Be aware changes have been made since last year.) The Klondike Derby is a test of scout skills and of the patrol method. If your troop routinely practices traditional scout skills and is “scout-led”, you’ll find nothing unfamiliar with what is expected of you to score well. No matter your score, your participation in this event will help make you a better troop and will strengthen the bonds that make good patrols. Ideally, scouts will learn their strengths and weaknesses and have a fun weekend. We are very proud of all our participants. CHANGE FROM PREVIOUS YEARS: Senior patrols have been eliminated in favor of a rank handicapping system. In previous years, patrols of higher ranking scouts were segregated into a “senior” division. However, they still completed the same challenges as “regular” patrols at all stations, and typically only a very small number of patrols were identified as a senior patrol. This year all patrols will be handicapped based on the ranks of patrol members, which will level the playing field for all patrols. Details of the handicapping system are described in the scoring section below. Patrols should be “natural” patrols as much as possible; if natural patrols need to be merged to crew a Klondike sled, efforts should be made to average out ranks as much as possible. Troops must submit a patrol roster including each scout’s rank at registration, at which time the patrol’s handicap will be determined.
