He earned his bachelor’s degree in Industrial Distribution from Texas A&M University. Rep. Paddie is the former Mayor and City Commissioner of Marshall, Texas. He also served as the general manager of KMHT radio station and hosted a weekday morning show. He and his family now run radio stations across three different cities in East Texas. Elected to the Texas House of Representatives in 2012, he has served on a number of different committees, including serving as chair of the Energy Resources Committee and now the powerful State Affairs Committee. For his work in recent legislative sessions, Chris was honored as a “Courageous Conservative” by the Texas Conservative Coalition and as a “Lone Star Conservative Leader” by the Texas Conservative Roundtable. Most recently, Chris was named an “Effective Conservative” by the Conservative Roundtable of Texas. Chairwoman Brooke Paup has served as a Board member of the Texas Water Development Board since February 22, 2018. Governor Greg Abbott designated her as Chairwoman on April 22, 2021. Prior to her appointment to the Board, Paup served as the director of legislative affairs for the Texas Comptroller of Public Accounts for the previous three years. While there, she led a team of legislative professionals to address statutory tax reforms. Paup is formerly the deputy division chief of intergovernmental relations and former special assistant for policy and research for the Office of the Attorney General, where she worked on legislative issues, special litigation, and public finance-notably House Bill 4 and Senate Joint Resolution 1 in the 83rd Legislative Session, which created the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Paup has 15 years of state government experience. She is a member of the State Bar of Texas and Symphony League and a board member of the Wine and Food Foundation of Texas Auction Committee. Paup earned a bachelor of arts from Texas A&M University and a juris doctor from Texas Tech School of Law. ACTION: Proposed rule. SUMMARY: We, the U.S. Fish and Wildlife Service (Service or USFWS), propose to list six Central Texas mussel species: the Guadalupe fatmucket (Lampsilis bergmanni), Texas fatmucket (Lampsilis bracteata), Texas fawnsfoot (Truncilla macrodon), Guadalupe orb (Cyclonaias necki), Texas pimpleback (Cyclonaias (=Quadrula) petrina), and false spike (Fusconaia (=Quincuncina) mitchelli) as endangered or threatened under the Endangered Species Act of 1973, as amended (Act). After review of the best available scientific and commercial information, we find that listing Guadalupe fatmucket, Texas fatmucket, Guadalupe orb, Texas pimpleback, and false spike as endangered species is warranted, and listing Texas fawnsfoot as a threatened species is warranted. We propose a rule issued under section 4(d) of the Act (“4(d) rule”) for the Texas fawnsfoot. If we finalize this rule as proposed, it would add these species to the List of Endangered and Threatened Wildlife and extend the Act’s protections to the species. We also propose to designate critical habitat for all six species under the Act. In total, approximately 1,944 river miles (3,129 river kilometers) in Texas fall within the boundaries of the proposed critical habitat designations.

    The Senate Committee on Natural Resources Interim Report to the 81st Legislature Texas River Authorities March 2009 INTERIM CHARGE Review all state-created river authorities, including the powers exercised by each authority and the advisability of subjecting these authorities to legislative review. Consider options for ensuring adequate protection of public assets, improving transparency of operations, enhancing appropriate access to financial and management records, and authorizing audits by the State Auditor's Office. BACKGROUND The following background on past attempts to subject river authorities to legislative review was provided during testimony at the April 8, 2008, hearing of the Senate Committee on Natural Resources (Committee) by Dean Robbins of the Texas Water Conservation Association: In 1985, the Legislature added 19 of the State's river authorities to the list of agencies subject to review under the Sunset Act. Those entities were scheduled for review in 1991. That law provided that unless the board of directors of the river authorities were continued in office, their membership would expire and the Governor would appoint a new board. Another bill was passed in 1985 requiring the State Auditor to conduct an annual audit of 23 specifically named districts and authorities. That bill also created a Water Districts and River Authority Study Committee to consider the appropriate role and level of accountability of these entities. In December 1986, the Water Districts and River Authority Study Committee issued its report. That report recommended that the state audit and sunset requirements passed in 1985 be repealed. That report also addressed many other issues still being debated today such as water conservation, water planning, and groundwater management.

    GUADALUPE-BLANCO RIVER AUTHORITY Minutes of the Board of Directors The Board of Directors of the Guadalupe-Blanco River Authority met in a regular monthly meeting on September 19, 2018, at the GBRA William E. West, Jr., Annex Building Board Room, 905 Nolan, Seguin, Guadalupe County, Texas. Directors present were Robert “Rusty” Brockman, Dennis L. Patillo, Don B. Meador, William R. Carbonara, Kenneth Motl, Ronald J. Hermes, and Steven B. Ehrig. Directors Oscar H. Fogle and Tommy Mathews were absent.
