State Representative Chris Paddie was born in Center and raised in Carthage, Texas. He earned his bachelor’s degree in Industrial Distribution from Texas A&M University. Rep. Paddie is the former Mayor and City Commissioner of Marshall, Texas. He also served as the general manager of KMHT radio station and hosted a weekday morning show. He and his family now run radio stations across three different cities in East Texas. Elected to the Texas House of Representatives in 2012, he has served on a number of different committees, including serving as chair of the Energy Resources Committee and now the powerful State Affairs Committee. For his work in recent legislative sessions, Chris was honored as a “Courageous Conservative” by the Texas Conservative Coalition and as a “Lone Star Conservative Leader” by the Texas Conservative Roundtable. Most recently, Chris was named an “Effective Conservative” by the Conservative Roundtable of Texas.

Chairwoman Brooke Paup has served as a Board member of the Texas Water Development Board since February 22, 2018. Governor Greg Abbott designated her as Chairwoman on April 22, 2021. Prior to her appointment to the Board, Paup served as the director of legislative affairs for the Texas Comptroller of Public Accounts for the previous three years. While there, she led a team of legislative professionals to address statutory tax reforms. Paup is formerly the deputy division chief of intergovernmental relations and former special assistant for policy and research for the Office of the Attorney General, where she worked on legislative issues, special litigation, and public finance-notably House Bill 4 and Senate Joint Resolution 1 in the 83rd Legislative Session, which created the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Paup has 15 years of state government experience. She is a member of the and Symphony League and a board member of the Wine and Food Foundation of Texas Auction Committee. Cory Shockley, P.E. is an Associate Vice President at HDR Engineering where he has served clients through planning, permitting, designing, and implementing water supply projects for over 22 years. Cory currently serves as the Central Texas Water Business Group Operations Lead where he works with over 60 water professionals focusing on project management, project delivery, and client service while ensuring that the next generation of professionals understands the collaborative culture of HDR. Cory also serves as the West Gate Office Principal where he manages the day to day functions of the local office with over 85 staff, coordinating with business group leads, team supervisors, and the local area manager. Cory has been a part of TWCA for his entire water career and currently serves on the membership and services committee.
