Hydroclimatic Risks in Suha River Basin
FLOODS AND DROUGHT - HYDROCLIMATIC RISKS IN SUHA RIVER BASIN TÎRNOVAN ALINA1, ROMANESCU GH.1, COJOC MARIA GIANINA1 ABSTRACT. Floods and drought-hydroclimatic risks in Suha basin. Suha is a right tributary of Moldova River, and presents a typical discharge for the geographical unit of Obcinele Bucovinei. Data used in the paper have been taken from Siret Basin Water Administration, Bacău, and represent a time sequence of 40 years. The most significant floods occurred in 1975, 1981, 1984, 1991, 2005, 2006, 2007 and 2008. The most obvious droughts occurred in 1969, 1974, 1978, 1983, 1987 and 2001. It was observed that the evolution of hydrological risk phenomena is closely linked to climatic changes. Increasing population and the need to extend the building design must take into account the extreme values of river flow over time, water resources also being important. Because extreme events occur more often, considering preventive plans against floods is needed. For this reason are analyzed the temperatures, rainfalls and discharge rates. INTRODUCTION The growing concentration of population in Suha watershed drew out the attention on its protection against flooding and ensuring water demands. Currently, in this drainage basin are eight hydrometrical stations for daily monitoring river levels. Identification of hydroclimatic risk phenomena in the Suha basin was based on monthly and annual analysis of average discharge values, average temperatures and rainfalls over a period of 30-40 years, with data recorded at three of the eight gauging stations in the basin, considered representative: Stulpicani (on Suha River), Gemenea 2 (on Gemenea River) and Gemenea 5 (on Slătioara River). -

The Impact of Heavy Rainfall in the Hydrological Regime of Suha River Basin in 2006

Recent climate changes mentioned in the Intergovernmental Panel for Climate Change (IPCC, 2013) report highlight the fact that in the past 50 years at the planetary level have occurred major changes in all climate components. In this regard the analysis of rainfall oscillations and of their impact on the hydric regime is particularly important, being witnessed in the surface and groundwater level variations. In the Suha River Basin, the year 2006 has been characterized by large rainfall quantities that have been generated, in particular, in June by persistent retrograde cyclonic activity (223 mm at Slătioara 3 hydrometric station, 269.1 mm at Gemenea 5 station, 271.6 mm at Valea lui Ion station and 351.8 mm at Stulpicani). On the main course of Suha, but especially on its tributaries (Gemenea and Slătioara) have been recorded very high flow rates (5% and 2% insurance) caused by the amounts of rainfall felt in a short time. To estimate the impact of rainfall on the Suha basin hydrological regime we used data collected by the Siret Basin Water Administration-Bacau, being analyzed the rainfall quantities, duration, intensity, tendency and effects. Introduction Suha River Basin mostly overlaps the sandstone formations of Stânişoarei Mountains, and only its western part is formed on the crystalline Mesozoic formations belonging to the Rarău Mountains. -

Because of the increased basin population, issues related to the formation and evolution of flow regime in the Suha River basin are particularly important. The years 1975, 1981, 1984, 1991, 2005, 2006, 2007 and 2008 have registered significant flood insurance rates (20%, 10%, 5% and 2%) being generated by rainfall with torential character and very high intensities. For a better management of the emergency situations arising from the rapid increase of the water level, in this paper we analyze a new method proposed by Smith (2003), in order to realistically assess the potential index of flood transmission.Based on data obtained from the hydroclimatic network of hydrometrical stations in the basin (Gemenea 1, Gemenea 2, Slatioara 3, Stulpicani and Valea lui Ion), we intend to estimate the potential index of flood transmission identifying areas of vulnerability to floods in the Suha River basin.
