HOUSING FACTSHEET APRIL 2007

This factsheet provides information on gross1 housing completions for Waveney during financial year 1st April 2006 – 31st March 2007.

242 dwellings were completed during 2006/07 in Waveney. Of these, 108 dwellings are on sites allocated in the Waveney Local Plan (November 1996), the Waveney Interim Local Plan (May 2004) or sites allocated in previous local plans. The remaining 134 completions are on ‘windfall’ sites. Windfall sites are not identified in the Local Plan as their availability for development is often difficult to anticipate. Examples include redevelopment sites, conversions of existing properties and small-scale development in villages.

The type of land on which these dwellings are built can be described as either brownfield or greenfield land. Brownfield is land that has previously been built on, but is now largely vacant or disused. Greenfield land has not previously been developed e.g. fields, wood, meadows, or which has no recent history of development.

• Waveney’s target for 2006/07 was 41% completions on previously developed land. • The actual percentage for April 2006 - March 2007 was 58%.

Affordable Housing is defined as “housing that is provided, with subsidy, for people who are unable to resolve their housing needs in the local private sector market because of the relationship between housing costs and incomes.” (Housing Needs Survey for Waveney District, 2000). The types of affordable housing which comply with this definition are:

• units for rent (main group) • shared ownership with grant or shared equity where land value is retained to provide housing for sale at below market levels and where control of the ‘equity discount’ can be retained in perpetuity.
