MINUTES

November 9, 2009

THE TOWN COUNCIL FOR THE TOWN OF DISH, TEXAS, convened in a regular meeting on November 9, 2009, at DISH Town Hall located at 5413 Tim Donald Road, DISH, Texas. The meeting being open to the public and notice of said meeting giving the date time and subject there of having been posted as required by VTCA Gov’t. Code Chapter 551.

Regular Meeting

Item Number 1. Meeting called to order by Commissioner Sciscoe.

Item Number 2. The following City Officials were present and accounted for, which was a quorum of the Town Council:

MAYOR: Calvin D. Tillman Absent

COMMISSIONERS: Charles S. Smith Present

William Sciscoe Present

CITY SECRETARY: Dalessa Vardell Present

Item Number 3. Pledge of Allegiance

Item Number 4. Public Comment:

Robert Draper lets the council know that not everyone on Chisum Rd wants additional streetlights. He says that it doesn’t feel like the country when everything is lit up and he says that the newly install lights at the end of Chisum Rd create more traffic because people think that it is Eakin Cemetery Rd.

Geri Pegg: comments on the lights at the end of Chisum not working, Dalessa Vardell informs her that she has called them and they will be getting out to fix the lights.

Mrs. Pegg also found out who on Chisum was wanting the additional street light and it was John Harris at 9212 Chisum Rd. She say that there is a transformer that sits between 9214 and 9212 and if the light is installed there it will not cost anything, but if they have to run electricity to another location there will be additional costs.

ACTION ITEMS

Item Number 5. Demonstration by Flir Systems.

Craig O’Neal demonstrated an infrared camera that is used for visual gas detection. He explained how their cameras work and how much they cost to buy and to rent.

Item Number 6. Discussion and any action necessary to approve the use of funds budgeted for a noise study to fund additional air testing.

Commissioner Sciscoe explains that funds for the Air Study are needed more than a noise study because we can hear the noise but can not see the gas leaking out. The citizens agree that additional air studies will benefit the town instead of doing a noise study.

Item Number 7. Discussion with the Pegg’s about wind turbines.

Geri Pegg says that they are considering installing a wind turbine but has not contacted any company yet till she knows what kind regulations will be required.

Commissioner Smith asked if she has consulted her neighbors about installing a wind turbine next to them.

Mrs. Pegg says that Alice Randall would probably get one if they do.

Jerry Pockrus asked Dalessa Vardell if she has the DOT information he left for the city concerning the height regulations around an airport.

He says that it was given to the City when the Airport went public and that the document was suppose to be supplied to all builders so they do not violate the regulations.

Amber Smith asked if we are looking into other cities ordinances on height and other regulations.

Dalessa Vardell says that she has been in contact with the city attorney and he has provided a sample ordinance; she has also found several other ones from surrounding cities.

Mr. Caplinger says that wind turbines are not the only option to alternate energy. He says that solar panels produce clean energy as well.

Mrs. Pegg agrees with him but says that they can only run about 8 hours a day, and she would like to have clean energy 24 hours a day.

Item Number 8. Consideration and any action necessary to approve the engagement letter with William Spore, CPA, to perform the Town’s 2008-2009 audit.
