A CONCURRENT RESOLUTION

TO REQUEST THE DEPARTMENT OF TRANSPORTATION TO NAME THE SOUTH CAROLINA HIGHWAY 247 BRIDGE THAT CROSSES THE SALUDA RIVER IN ANDERSON COUNTY IN HONOR OF V. LANIEL CHAPMAN, FORMER CHAIRMAN OF THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION COMMISSION, AND TO ERECT APPROPRIATE SIGNS OR MARKERS TO REFLECT THIS DESIGNATION.

Whereas, the Honorable V. Laniel Chapman was born in Greenville County, the son of the late Vester and Ruth Chapman, and is a lifelong resident of the Town of Belton; and

Whereas, he is married to the former Vivian Ballenger, and together they are the proud parents of two daughters; and

Whereas, he is a senior partner in the Chapman, Byrholdt and Yon Law Firm located in the City of Anderson; and

Whereas, he served as Solicitor for the Tenth Judicial Circuit from 1972 to 1977; and

Whereas, from 1990 through March 1994, Mr. Chapman served as a commissioner with the South Carolina Department of Transportation and as Chairman of the Commission from April 1993, through March 1994; and

Whereas, he received his Bachelor of Science degree from CarsonNewman College in 1957, and his Juris Doctorate degree from the University of South Carolina Law School in 1961; and

Whereas, it is fitting and proper for the members of the South Carolina General Assembly to recognize this great South Carolinian by naming the South Carolina Highway 247 bridge that crosses the Saluda River in Anderson County in his honor. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly, by this resolution, requests the Department of Transportation to name the South Carolina Highway 247 bridge that crosses the Saluda River in Anderson County the “V. Laniel Chapman Bridge”, and erect appropriate markers or signs to reflect this designation.

Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
