CALL FOR TENDERS
for launching the public selection procedure of the tenders for granting financial aid for the “OPENING OF NEW AIR ROUTES DEPARTING FROM CRAIOVA AIRPORT”
Dolj County Council and The Autonomous Administration of Craiova Airport (CA) announce the launching of the procurement procedure through public selection of tenders for granting financial aid for the opening of new air routes or frequencies departing from Craiova Airport (CA).
The start-up aid is granted on the basis of the start-up aid scheme approved by the European Commission by the Decision regarding the State aid SA 35053 (2012/N).

2. Object and duration of contracts: The object of the contracts to be concluded is constituted by the air carrier performance by of air transport services for passengers on the route/ routes for which they benefit of start-up financial aid from the acquisitor. The contracts will be concluded for a 5 (five) years (60 months) period.

The types of services, quantities, technical specifications: Performing air transport services for passengers on the route/ routes for which start-up financial aid is granted, during the contracting period with the acquisitor Dolj County Council and in accordance with the specifications of the Terms of reference for tenderers. The financial aid will be granted for the following procedures:
4. The public selection procedures are organized for: PROCEDURE 1 - OPENING OF NEW AIR ROUTES
Lot no. 1 – the creation, promotion and development of an air route between CA and Barcelona Airport - BCN.
Lot no. 2 - the creation, promotion and development of an air route between CA and Bologna Airport - BLQ.
Lot no. 3 – the creation, promotion and development of an air route between CA and Dortmund Airport - DTM.
PROCEDURE 2 – INCREASING THE FREQUENCIES FOR THE EXISTING ROUTES

5. Applied contract award procedure: The public selection procedure of tenders taking into account the Decision of the European Commission no. SA 35053 (2012/N) regarding the approval of the start-up aid scheme for air carriers opening new routes departing from Craiova Airport.
The public selection procedure of tenders will be organized in accordance with the specifications mentioned in the Terms of Reference.
6. The documentations for tenderers: may be obtained free of charge, based on a written request accompanied by the copy of the valid Air Operator Certificate and of the Air Operating License, within the validity period, at the headquarters of Dolj County Council, starting with 10.09.2013.
Also, based on a written request accompanied by the copy of the valid Air Operator Certificate and of the Air Operating License, within the validity period, the documentation may be sent in electronic format via e-mail, or by post/ courier to the applicant contact data mentioned in the written request. The taxes related to the post or courier expedition, are paid by the applicant.
7. Submitting the tenders: the tender and the attached documents shall be drawn up in accordance with the provisions of the Terms of Reference and will be sent in Romanian language. The tenders will be submitted in a sealed envelope, mentioning the name of the tenderer, in order to prevent any possible confusion. The envelope must bear the following mention: TENDER – DO NOT OPEN, „ Public selection procedure of tenders for granting financial aid for opening new routes: name of the route.../increasing frequencies: name of the route..."
The tenders will be submitted at: Dolj County Council, 19, Unirii street, REGISTRY, no later than 10.10.2013, ora 10:00 a.m.
8. Opening of tenders: The submitted tenders will be opened at the headquarters of the acquisitor, Dolj County Council- Craiova, 19,Unirii Street 200585, Craiova, Romania, on the 11.10.2013, ora 12:00 a.m.
