EXECUTIVESUMMARY ArchaeologicalResearchServicesLtd(ARSLtd)wascommissionedtoproduceaHeritage StatementinrelationtotheimpactofproposeddevelopmentattheAltonTowersResort, Staffordshire.Theproposeddevelopmentincorporatesthesiteofnewlodgesand treehouses,anextensiontotheexistingspa,andrelocatedcarparkingbetweenthetwo aforementionedareas. Thereisonesmallelementofadesignatedassetwithinthedevelopmentsite:the designatedParkandGardenofAltonTowers.Withinawider1kmstudyareathereare13 ListedBuildings,18nonͲdesignatedarchaeologicalremains,and11historicbuildings. Historicmapregressionfoundthattheproposeddevelopmentareahadpreviouslybeen openlandorparkland. AltonTowershasundergoneconsiderablechangeoverthepasttwocenturies,withits settingbeingcontinuallyaltered.TheConservationAreaAppraisalforAltonandFarley recognisesthecontinuousdevelopmentofthearea,andrecommendsthatfuture developmentswithintheparkaredirectedtowardslesssensitiveareasoftheestatewhere theywillhavelessimpactonthesurvivingelementsoftheestate(StaffordshireMoorlands 1999,52).Thespaextensionisbuiltontotheexistingspaandadjoinsadjoin thehotelextensionfor whichplanningpermissionhasalreadybeengranted,andtheproposedcarparkingandarea oftheproposednewlodgesisonopenland,usedforoverflowcarparking,park furthertothe east.Assuch,theproposeddevelopmentlopmentwillhavenochangeonthemajorityofbuilt heritageassetsrelatingtoAltonTowerswhichwhic arefurthertothewestandnotvisible.The majorityofheritageassetswithinthe1kmstudyareawillbeunaffectedbyanydevelopment duetothesloping,woodedlandscapeimmediatelyimmediate surroundingsurroun theproposeddevelopment area.Theproposedoposeddevelopmentislikelytohaveaneutralneut orslightimpactontheregistered ParkandGardenardenofAltonTowersatthesouthernedgeoftheproposeddevelopment.

3 METHODSTATEMENT TheHeritageStatementwasundertakeninaccordancewithGovernmentPolicyon thehistoricenvironmentcontainedwithintheNationalPlanningPolicyFramework (NPPF).  3.1 StudyArea ThestudyareaadoptedforthisassessmentcomprisedthePDAtogetherwitha1km bufferzonesurroundingit.Theextentofthe1kmbufferzoneisdepictedbyablue polygononFigure1. 3.2 InformationSources The following sources of information were consulted to infoinformrm this assessment:

‹ asspecifiedintheprojectbrief,thisassessmentalsoutilisedfindingsfrom previousheritageassessmentsanddeskͲbasedassessmentscarriedoutby ARSLtdbetween2009and2012(SmalleyandDavies2009;Brightman2011; Eadie2011;Smalley,etal2012)Theseearlierreportswerethoroughly reviewedandarereferredtointhisdocument. 4 IMPACTASSESSMENT 4.1 NationalPlanningPolicyFramework(NPPF) ThisassessmentwascarriedoutundertheNationalPlanningPolicyFramework (NPPF)(DCLG2012).TheNPPFsetsouttheGovernment’splanningpoliciesfor Englandandhowtheseareexpectedtobeapplied. It sets out the Government’s requirementsfortheplanningsystemonlytotheextentthatitisrelevant, proportionateandnecessarytodoso.ThepurposeurposeoftheNPPFistocontributeto theachievementofsustainabledevelopment,whichincludes“…contributingcontri to, protectingandenhancingournatural,builtandhistoricenvironmentenvironmen …”(DCLG2012, 30). Section12oftheNPPFdealswithgovernmentnmentpolicyinrelationrelatio toconservingconse and enhancingthehistoricenvironmentonmentanditsroleinsustainabledevelopment.developdev  Paragraph126statesthatLocalAuthoritiesthoritiesmustundertaketo,“recognisethat heritageassetsareanirreplaceableceableresourceandconservetheminamanner appropriatetotheirsignificance”.Indevelopingtheirstrategy,stratestra localplanning authoritiesshouldtakeintoaccount:

‹ thedesirabilityofsustainingandenhancingenha thesignificanceofheritageassets andputtingthemtoviableusesuse consistentconsistenconsiste withtheirconservation;

‹ thewidersocial,socia cultural,economicecono andenvironmentalbenefitsthat conservationservationofthehistoricenvironmentenviroenv canbring;

‹ thedesirabilityirabilityofnewdevelopmdevelodevelopmentmakingapositivecontributiontolocal characteranddistinctiveness;distinctiveneDraftand ‹ opportunitiestodrawonthecontributionmadebythehistoricenvironment tothecharacterofaplace. Paragraph128statesthat,“Indeterminingapplications,localplanningauthorities shouldrequireanapplicanttodescribethesignificanceofanyheritageassets affected,includinganycontributionmadebytheirsetting.Thelevelofdetailshould beproportionatetotheassets’importanceandnomorethanissufficientto understandthepotentialimpactoftheproposalontheirsignificance.Asaminimum therelevanthistoricenvironmentrecordshouldhavebeenconsultedandthe heritageassetsassessedusingappropriateexpertisewherenecessary.Whereasite onwhichdevelopmentisproposedincludesorhasthepotentialtoincludeheritage assetswitharchaeologicalinterest,localplanningauthoritiesshouldrequire developerstosubmitanappropriatedeskͲbasedassessmentand,wherenecessary,a fieldevaluation”(DCLG2012,30).

Paragraph129statesthat,“Localplanningauthoritiesshouldidentifyandassessthe particularsignificanceofanyheritageassetthatmaybeaffectedbyaproposal (includingbydevelopmentaffectingthesettingofaheritageasset)takingaccountof theavailableevidenceandanynecessaryexpertise.Theyshouldtakethisassessment intoaccountwhenconsideringtheimpactofaproposalonaheritageasset,toavoid orminimiseconflictbetweentheheritageasset’sconservationandanyaspectofthe proposal”(DCLG2012,30). Indeterminingplanningapplications,planningauthoritiesshouldtakeaccountof:

‹ otherrelevantbooksandjournalsthatareidentifiedinthecourseofthedata collection;and

‹ thedesirabilityofsustainingandenhancingthesignificancesigni ofheritage assetsandputtingthemtoviableusesconsistentnsistentwiththeirconservation;

‹ thepositivecontributionthatconservationervationofheritageassetsasset canmaketo sustainablecommunitiesincludingtheireconomicvitality;and

‹ thedesirabilityofnewdevelopmentelopmentmakingapositivepositi contributiontolocal characteranddistinctiveness. Paragraphs132–141provideguidanceontheapproachtobeadoptedadoptado bylocal authoritiesinweighingtheimpactofdevelopmentagainsttheconservationof heritageassetsandtheirsettingandsignificance(DCLG2012,31Ͳ32).Paragraph132 statesthat“Whenconsideringtheimpactofaproposeddevelopmentdeve onthe significanceofadesignatedheritageasset,asse greatweightshouldbegiventothe asset’sconservation.ervation.rvation.Themoreimportanttheasset,thegreatertheweightshould be.Significanceficanceicancecanbeharmedorlostthroughalterationalter ordestructionofthe heritageassetordevelopmentdeve withinitssetting.Asheritageassetsareirreplaceable, anyharmorlossshouldrequireclearandconvincingjustification.Substantialharm toorlossofagradeIIlistedliste building,parkorgardenshouldbeexceptional. Substantialharmtoorlossofdesignateddesignate heritageassetsofthehighestsignificance, notablyscheduledmonuments,protectedproteprot wrecksites,battlefields,gradeIandII* listedbuildings,gradeIandDraftII*registeredparksandgardens,andWorldHeritage Sites,shouldbewhollyexceptional”(DCLG2012,31). Paragraph141statestheGovernmentrequirementfortheplanningprocessto contributetopublicunderstandingofthehistoricenvironment.PPS5Planningfor theHistoricEnvironment:HistoricEnvironmentPlanningPracticeGuide.This documentprovidesguidanceonthepracticalimplementationofPPS5(now supersededbytheNPPF,butstilltheonlydetailedextantHistoricEnvironment guidance)andisconsequentlyamuchmoreinͲdepthdocumentthanthepolicy statementitself.Thispracticeguide“supportstheimplementationofnationalpolicy, butdoesnotconstituteastatementofGovernmentpolicy”(CLG/DCMS/EH2010,6). ThisdocumenthasbeenpresentedbyEnglishHeritageasa'live'document,butis currentlysubjecttotheTaylorreviewofplanningpracticeguidance.

SettingPolicyandGuidance TheNPPFParagraph128statesthat“Indeterminingapplications,localplanning authoritiesshouldrequireanapplicanttodescribethesignificanceofanyheritage assetsaffected,includinganycontributionmadebytheirsetting.Asdefinedinthe PPS5PracticeGuide,settingisthesurroundingsinwhichanassetisexperienced (CLG/DCMS/EH2010,34).Paragraphs114Ͳ117ofthePPS5practiceguide (CLG/DCMS/EH2010,34)considersettingextensively.Inthedocument, ConservationPrinciples:PolicyandGuidance(EnglishHeritage2008)itisnotedthat ‘placeswheresignificancestemsessentiallyfromthecoherentexpressionoftheir particularculturalheritagevaluescanbeharmedbyinterventionsofaradically differentnature’(EnglishHeritage2008,58).EnglishHeritage’sguidancedocument, TheSettingofHeritageAssets(2011)referstothepracticeguideforPPS5and,in particular,thestatement:“Allheritageassetshaveasetting,irrespectiveofthe forminwhichtheysurviveandwhethertheyaredesignatedornot.not Elementsofa settingmaymakeapositiveornegativecontributionntributiontothesignificancesignificancsignifi ofanasset, mayaffecttheabilitytoappreciatethatsignificance,nificance,ormaybeneutral”neut  (CLG/DCMS/EH2010,34).  4.2 LocalPlanningPolicies TheStaffordshireMoorlandsoorlandsSavedPlanningPoliciesincludesthefollowingin relationtotheAltonTowersLeisurePark,Par andheritageassets:ass  R21.InconsideringideringderingdevelopmentproposalsatAltonTowers,thelocalplanning authoritywillhavetoregarditsdutytoconserveconserv andenhancetheconservationarea, theamenityofresidentsresiden livingclosetotheestate,estat andthemaintrafficroutestoit, andalsotheeconomicandemploymentbenefitsbenefi oftheproposeddevelopment. R22.Developmentpmentproposalsproposal atAltonTowersTow should: a)protecttheperipheriesoftheestatefromvisualandauralintrusion; b)protectthehistoricgardens;gard  c)protectthetowers(listedbuilding)andotherlistedbuildingsandtheir setting;and d)protectthehistoriclandscapesoftheestateanditstreesandwoodlands  4.3 Impactassessmentmethodology Inordertoaddressthesignificanceof,andimpacton,heritageassetsasrequiredby theNPPF,thisstudyadoptsthemethodologyforassessingpredictedchangestothe historicenvironmentfromtheguidanceprovidedintheHighwaysAgency’s(DfT 2007)DesignManualforRoadsandBridges(DMRB).Thismethodologywasdesigned fortheassessmentofimpactsonheritageassetsresultingfromroadconstruction, butitisalsoausefulapproachtotheassessmentofotherdevelopmentschemes.

Themethodologywasdevelopedinconsultationwiththekeyhistoricenvironment stakeholdersintheUK,includingEnglishHeritage,HistoricScotland,Cadw,The EnvironmentandHeritageServiceofNorthernIreland,andtheInstitutefor Archaeologists(IfA).Themethodologyhasalsobeenadaptedtotakecognisanceof morerecentguidanceconcerningassessmentofsignificanceandimpactstosetting (EnglishHeritage2008;EnglishHeritage2011). Themethodologyidentifiesthreeculturalheritage‘subͲtopics’,eachwithitsown assessmentmethodology:ArchaeologicalRemains,HistoricBuildingsandHistoric Landscape.

4.3.1 TheValueofHeritageAssets Inordertoassessthesignificanceofthedifferentmagnitudesofchangeresulting fromtheproposeddevelopment,theabovefactorsactorshavetobeweighedagainstthe valueofeachculturalheritageasset.This‘value’isbroadlyequivalentequivaleequiv toanasset’s significanceinNationalPlanningPolicyFrameworkmework(NPPF)terminology,terminologytermino buttheterm ‘value’hasbeenretainedhereinorderthatthisisnotconfusedwiththesignificance ofeffectswhichisdiscussedinsection3.3.3below.Inadditionadditio ‘heritagevalues’were alsoassessedinaccordancewiththeguidanceuidancecontainedwithinConservationConserva  Principles(EnglishHeritage2008). 5.3 BriefPeriodsynthesisfortheproposeddevelopmentareaand 1kmstudyarea PrehistoricandRomanoͲBritish AsnotedinSection5.1and5.2,thereisscarceevidenceforknownheritageassets relatingtotheearlyPrehistoricperiodwithinthePDA.Asmallnumberofflint objects(MST3535)werefoundduringfieldwalkinginthe1980stothenorthofthe PDA.Theseincludedtwoworkedfragmentsofflint,andithasbeensuggestedthat thismaybethelocationofaflintworkingsite(Walters1985).Thereisrelativelylittle evidenceforearlyprehistoric(PalaeolithicorMesolithic)occupationwithinthe widerStaffordshirearea,andalongwiththewider1kmstudyarea,thearealikelyto havebeenheavilywoodedduringthisperiod. ThescheduledancientmonumentofBunburyHillfort(MST64)liesatthewestern edgeofthe1kmstudyarea,althoughsomemapsplaceitcompletelycompletelcomple outsidethe area.ItisanIronAge(800BCto42AD)univallatevallatehillfort,althoughitmayhavehad itsoriginsintheBronzeAge(OxfordArchaeology1999).However,onlyasmall percentageoftheoriginalearthworkssurvive,largelyatitswesternextent.exten ARoman goldcoinhoard(MST579)wasfoundneartoWoottonWootto Lodge,providingevidence thattheareawasutilisedduringuringtheRomanperiod,withBunburyHillfortbeinga focalpointinthelandscape.Itislikelythatmuchofthestudyareacontinuedtobe woodlandduringthisperiod.ThesurvivalofprehistoricandRomanoBritishremains inthisareahavepotentiallybeenimpactedimpacte uponbylaterlandscapingand developmentofAltonTowersTower andmorerecentlybythelaterthemepark.  EarlyMedievaledieval TheplacenamesaroundAltonandFarleyFarl haveAngloSaxonorigins.Altonmeans Aelfa’ssettlement,ement,andFarleyFar indicatesaclearinginthewoods(Speake1990).This indicatesthattherewasactivityinthewiderareaatthistime.Bunburyhillfortmay havebeenreusedandrefortifiedduringtheEarlyMedievalperiodbyKingCoelredof Mercia(Fisher1998.OxfordDraftArchaeologyArc 1998).SlainHollow(NRHE305388),tothe westofthePDA,marksthedocumentedsiteofabattleinAD716betweenKing CeolredandKingInaoftheWestSaxons,andscatteredfindsofSaxonorigininthe widerarea,suchasaSaxonswordin1834,providefurtherevidenceofactivityinthe area.‘Ina’sRock’,whichliesimmediatelytothesouthofthePDA,isreportedtobe thesitetowhichKingInaretreatedandshelteredafterthebattle (altontowersmemories.net2014).ItismarkedontheOrdnanceSurveymaps (Figures7Ͳ11).However,thissitedoesnotfeatureinHERorEnglishHeritage records,andalthoughitwasonceapointofinterestalongawalkingtrailwithin AltonTowers,inthelate1980sitwascutoffbyasecurityfenceandisnolongera visitorattraction.

Medieval ThesettlementsofAltonandFarleyandthewiderlandscapeunderwent developmentduringthemedievalperiod.AltongrewaroundAltonCastle,whichwas builtinc.1175.ThesurroundingareawouldhavebeenpartoftheAltonestate,and subjecttoagriculture.ThemedievalfieldsystemswereboundedbyAltonDeerPark tothenorth,whichismarkedonseveralearlymapsofthearea(Saxton’s1577map, andSpeed’s1610countymapofStaffordshire).Themapsindicatethatthepark straddledtheRiverChurnet,andthereforewouldhaveincludedpartofwhatisnow theAltonTowersPark.Evidenceformedievalfieldsystemsispresentwithinthe1km studyarea,andcanbeseenasbrownareasonFigure12(MST17741,MST19363, MST19364,MST19367,MST19368,MST19369,MST4670).  PostͲMedievalandModern Mostoftheknownheritageassetswithinthe1kmstudyarearelaterelat tothepostͲ medievalandmodernperiods(seeAppendices1and2). Themostprominentdevelopmentwithin,andcloseto,the1kmstudyareaisthe areaofAltonTowers.Yates’1775mapofStaffordshiremarksthesiteas‘Alverton Park’,andshowstheaccessroad(Figure2).Detailsincludingthedivisionoftheland aroundthePDAcanbeseenonthe19thcenturymapoftheTownshipTow ofFarley (Figure3).Fromtheearly19thcentury,the15thEarlofShrewsburyShrew begantoextend AltonLodgeanditssurroundings,ndings,developingthegrounds.grounds Thelakesandpoolswhich formedpartoftheRegisteredParkandGardenarden(MST6373)(MST63 wereexcavatedbyhand in1806Ͳ1807,withtheplantingof5000conifersconif and8000othertrees(Fisher1997, 21).Thedevelopmentofthegardens,andincreasedincreaincre numberoftreescanbeseenon theEarlofShrewsbury’sShrewsbur 1804and1857estatemaps(Figures4and5).AltonLodge wasrenamedAltonAbbeyAbbe in1811,whichwhi waslaterchangedtoAltonTowers.The 16thEarlofShrewsburyhrewsburycontinuedtodevelopthegardensandhouse,withthe constructionofAltonTowersbeingcompletedin1840.Theincreasingnumberof routesandtracksthroughhroughDraftthegrounds,gro andincreasedsizeofthelodgecanbeseen ontheEstatemapfrom1918aswellasthe1900OrdnanceSurveymap(Figures6 and7).ThegroundswereownedbytheTalbotfamilyuntil1923. In1839AltonTowersbecameopentothepublicatcertaintimes,andin1924it becameavisitorattractionratherthanaprivateresidence.Withtheonsetofthe SecondWorldWar,theestatewasusedforarmytraining,andthebuildingsand gardenswereneglected.In1952itwasreturnedtoitsowners,andreopenedtothe public.Thebuildingitselfwasstrippedoffixturesandfittingstofundtherestoration ofthegardens.Inthelatterhalfofthe20thcentury,duringthe1960sand1970s, amusementfacilitieswereintroduced,andparkingforvisitorswasincreased. Althoughasthe1976OrdnanceSurveymapdemonstrates,littleofthedevelopment impactedneartothePDA.Bythetimeofthe1985OrdnanceSurveymap,more trackshadbeenadded,includingtheoneswhichnowdemarcatethenorthern extentofthePDA.The1990ssawadditionaldevelopmentofrides,attractions, accommodationandawaterpark,andasthe2006OrdnanceSurveymapshows,by

thistime,hotelsandfurthercarparkinghadbeenadded,althoughthePDAwasstill open(Figure10). BeyondAltonTowersitself,thereareseveralothernonͲdesignatedmonuments whicharelistedinSection5.2.Severaloftheserelatetotheindustrialheritageof theChurnetValley.Itisasaresultoftheindustrywhichdevelopedfromthelate16th andearly17thcenturiesinStaffordshireandtheChurnetValley,thatmansionsand parksintheareawerebuilt.TherewaslikelytohavebeensmallͲscaleindustry throughoutthe16thand17thcenturies,withwoodlandbeingcutdowntomakeway foragricultureandcharcoalproduction.Potteryproduction,afamousexamplebeing Wedgwood’sfactory,becameamajorindustryintheareabythemidͲ19thcentury. Additionally,coalmining,ironworking,brickworksandtileriesallbecamepartofthe industriallandscapeoftheChurnetValley.Theexpansionxpansionoftheseindustrieswas assistedbytheopeningoftheUttoxeterBranchoftheCaldonCanalin 1811(MST1221),andtheChurnetValleyRailwayailway(MST12335)whichwh replacedthe canalin1849.Theroutesoftheseandtheirassociatedbuildings,liejusttothesouth ofthePDA,andaremarkedinbrownonFigure12,andblueblu onFigure13.Theycan alsobeseenonthecontemporaryEarlofShrewsbury’srewsbury’sEstateEsta maps(Figures(Figur 5and 6).Figure6alsomarksanareaofquarrying,furtherattestingtotheindustrialindu nature oftheareainthe19thandintotheearly20thcentury. SeveralbuildingsrecordedbytheHERindicateindustryandfarmingfarm inthearea duringthepostͲmedievalperiod.TheLimecroft(MST4421),whichalthoughno longerpresentasabuilding,indicatesprobablerobablelimeworkinglimeworkinlimework inthearea,andis markedonYates’1775mapofStaffordshireStaffordsh (Figure2).SaltersfordLane(MST4422)is likelytobepartofanoldlongdistancesaltway,saltw orpackhorseway.Several farmhousesandbarnsarerecordedbytheHER(e.g.MST14377,MST12777).Apart fromtheindustryandfarmsteads,steads,muchmuc ofthe1kmstudyareawouldhaveremained agriculturalland,woodlandwoodl anddeerparkthroughtothe19thcentury,untilthe developmentofAltonTowersTow asoutlinedoutline above.ThePDAitself,asdescribedinthe HLCdata,formedpartofthedeerparkandopenlandthroughoutthepostͲmedieval perioduptothepresentresent(FiguresDraft2Ͳ10).  6 SITEVISIT Asitevisitwasundertakenon15January2014byDrVictoriaPark.Thewalkover surveyincludedwalkingoverthePDA,aswellasalongthetrackstothesouthwithin theadjacentParkandGardenandalongtheaccessroutes.Thephotographsare includedinAppendix4(Figures15to24).Inparticularthefollowingwasnotedin relationtothethreecomponentsofthedevelopment. ThewalkoversurveyconfirmedtheopennatureofthePDA(Figures15and16), adjacenttothemaindevelopmentattheAltonTowersresort.Duringthewalkover surveyitwasalsoidentifiedthatthesiteisrelativelysecluded.Therearenofar reachingviewstoorfromtheareaduetoitslocationonaslopeandtalltreestothe south,east,andnorth(Figures16,17,18).Tothenorthofthesitethereisalsoan

existingareaofgrass,andtarmac,whichisusedforcarparking(Figure18).The existinghotelcomplexandcarparkinglieimmediatelytothewestofthePDA,which combinedwithfurthertrees,againobscuresanyfarͲreachingviewstoorfrom heritageassetstothewest(Figure19). Asnoted,theareaisshelteredbytrees.Inparticular,thetreesatthesouthernedge (thesiteoftheproposedtreehouses)aretallandwouldshelteranydevelopment fromfarreachingviews(Figures20and21).Itwasnotedthatfromthetrackwithin theRegisteredParkandGarden,theviewbacknorthtowardsthePDAwasonly partiallyobscuredbythetrees(Figures22and23).However,theexistinghoteland developmentofAltonTowerscanbeseenformuchofthispath(Figure23)asthe treecoverisofasimilardensity.Thetreehouseswillnotextendintotheexisting ParkandGarden,andadditionaltreeswillbeplantedaroundthetreehousessothey willbecomelessvisibleovertime.TheviewsnotedbytheHERinrelationtothePark andGardenfocusontheviewssouthtowardstheChurnetValley,Valley ratherthannorth tothePDA,andthesewereconfirmedduringthesitevisit,althoughalthoug thesearelargely obscuredbydensetrees. Therearefootpathsproposedfromtheareaofthelodgestojointheexistingexist tracks withinthewoodedareaoftheParkandGarden.Runningalongthesouthernedgeof thePDA,dividingitfromtheParkandGardenisthelow,low,stone,deerdee parkwall,which oncedemarcatedtheedgeofthedeerpark.Thiswallhasalreadyalreadalre beenbreachedto allowaccessfromtheexistinghotelintothewoodedarea,andimprovingaccessto thewoodedareaoftheregisteredgisteredParkParkandGardenisapositivebenefit. Additionally, there are 11 historic buildings listed by the HER. In the case of MST12775,MST12777,andMST6289,theseareassociatedwithsomeoftheListed Buildingsnotedabove.Theseheritageassetscanbeconsideredtobeofmedium– lowvalue.  8 ASSESSMENT OF POTENTIALNTIAL IMPACTS AslaidoutinSection3.3.2,potentialimpactsincludefactorssuchastheremovalor disturbanceofarchaeologicalologicaldeposits,eposits,alterationtoarchaeologiarchaeoloarchaeologicalresources,any changestothesettingofheritageassets,etc.whichwouldresultinalossoftheir significance. 8.1 Knownheritageassets AsnotedinSection6,duringthesitewalkoveritwasobservedthattherearenofarͲ reachingviewstoorfromthePDAduetotheslopingnatureoftheland,theheight ofthetreessurroundingthePDA,andtheexistinghotelandbuildingstothewestof thesite.Asaresult,manyoftheheritageheritagherita assetslistedanddiscussedinSection5are unlikelytobeimpactedpacteduponbythePDA.Thosethatarelikelytobeimpacted,due totheirproximitytothesite,Draftarediscussedbelow. TheTreeAvenue,Quixhilllodgepark(MST12404)liesimmediatelytotheeastofthe PDA.TheavenueleadsfromQuixhallLodgetothesouthͲeastofthestudyareaupto thenorthͲeastcornerofthePDAwhichwasonceaneasternentranceintothe formerAltonPark.Thefactthattheavenueissurroundedbytrees,andslopesaway fromthePDAmeansthatthechangestotheavenueanditssettingarenegligible. Givenitslowvalue,anychangeswillbeneutralorslight.

Thereisonedesignatedheritageassetwhichwillbeimpacteduponbytheproposed developmentduetoitsproximitytothePDA:theregisteredParkandGardenof AltonTowers(MST637),whichhasahighvalue.TheregisteredpartoftheParkand GardenliesatthesouthernedgeofthePDA,andisencroachedbytheproposed developmentbytwoproposedtrackslinkingthedevelopmenttoexistingtracks.The additionalpartoftheparkandgarden,recordedbytheHER,coverstheentirePDA.

ThechangestotheregisteredParkandGardenatthesouthernedgeofthePDA couldbeconsideredminorchangesduetothefactthattherewouldbe‘slightvisual changes’and‘changestoafewkeyhistoriclandscapeelements’–inthiscasethe deerparkwallwhichwouldbephysicallyaffectedbythecreationofpathsintothe park.Theproposedextensionofthespa,carparkingandnewlodgeswould constituteamoderatechangetotheareaoutlinedbytheHER.Thisisaduetothe factthattheproposeddevelopmentwouldmeanchangestouseoraccess. IndeterminingthesignificanceofeffectstotheregisteredParkandGarden,itis necessarytoconsiderthewiderdevelopmentofAltonTowers.Asalreadynoted,the widerareahasundergoneconsiderablechangeoverthepasttwocenturies,with settingbeingcontinuallyaltered.InanearlierheritagestatementEadie(2011) concludedthatthedevelopmentofAltonTowersandsurroundingsurroun environsoverthe pasttwocenturiesissuchthatthesettinghascontinuallyaltered.altere TheConservation AreaAppraisalforAltonandFarleyalsorecognisescognisesthecontinuouscontinuou developmentof thearea,andrecommendsthatfuturedevelopmentselopmentswithintheparkaredirected towardslesssensitiveareasoftheestatewheretheywillhavelessimpactimpac onthe survivingelementsoftheestate(StaffordshireMoorlands1999,52).Thespa extensionisbuiltontotheexistingspaandadjoinsthehotelextensionforwhich planningpermissionhasalreadybeengranted,andtheproposedcarparkingand areaoftheproposednewlodgesisonopenlandfurthertotheeastwhichis currentlyusedforoverflowerflowcarparking.Assuch,theproposeddevelopmentwill havenochangeonthemajorityofbuiltheritageassetsrelatingrelat toAltonTowers whicharefurthertothewestandnotvisible.

Thewalkoversurveydeterminedthatwhileitwouldbepossibletoviewelementsof thenewdevelopmentdevelopmen fromthetrackswithintheregisteredParkandGarden, existingmoderndevelopmentsdevel canalreadyalre beglimpsedfromwithinit.Additionally, theproposeddevelopmentdevelopme oflodgeswouldwoul onlyimpactdirectlyontheregistered parkandgardenintheformoffootpathsfootpathfootpa tolinkthelodgestotheexistingtracks,and thesubsequentbreachestothedeerdee parkwall.Therefore,anynewdevelopment wouldnotaddsignificantlyificantlyDrafttoanychangesthathavealreadyoccurred,andwould resultinaneutralorslightchangetotheheritageasset.

 8.2 Unknownheritageassets AsEadie(2011)notedinanearlierheritageassessment,thereisthepotentialfor earlyarchaeologicalremainstobepresentatareaswithinAltonTowerswhichhave beenunaffectedbypostͲmedievalandmoderndevelopment.ThePDAsitsatthe southͲeastedgeoftheAltonTowersresort.AsthemapregressioninSection5,and thesitewalkoverconfirmed,thePDAhasbeenopenland,andawayfromthemain AltonTowersResort,andthereforeanyburiedassetshavethepotentialtobe impacteduponbythedevelopmentanditsattendantgroundworks.
