Who is ABMS?

 Comprised of 24 Member Boards, ABMS sets the standards for the certification process to enable the delivery of safe, quality patient care.  ABMS is the authoritative resource and voice for issues surrounding certification.  The public can visit www.certificationmatters.org to determine if their is board certified by an ABMS Member Board.

ABMS Mission

The mission of the American Board of Medical Specialties is to serve the public and the medical profession by improving the quality of through setting professional standards for lifelong certification* in partnership with Member Boards.

*This reference to lifelong certification incorporates initial certification processes as well as programs for maintenance of certification (MOC).

What is ABMS Maintenance of Certification® (MOC)

 A process designed to document that physician specialists, certified by one of the Member Boards of ABMS, maintain the necessary competencies to provide quality patient care.

 ABMS MOC promotes continuing lifelong learning for better patient care.

General Standards (GS)

 Member Boards’ program will incorporate all six Core Competencies: • Throughout the Program for MOC • In a manner that best serves the needs of patients and is relevant to the specialty and the practice of the diplomate.

 Member Boards will work to increase the Program’s value, relevance, and meaning and be sensitive to the time, administrative burden and costs.

 Member Boards will engage in CQI of their Program for MOC and engage in ABMS-wide review process.

Professionalism and Professional Standing (PPS)

 Each Member Board will identify and convey professionalism expectations to diplomates and incorporate professionalism learning and assessment activities into MOC.  Each Member Board will establish and maintain a process to offer an opportunity for re-entry to certification.  Each Member Board will have a process to consider the circumstances of actions taken against a diplomate’s license or other determination of unprofessional conduct and act appropriately.

Lifelong Learning and Self-Assessment (LLS)

 Each Member Board will establish and document requirements: • Focuses on current relevant knowledge and on-going advances in the specialty • Incorporates accredited CME (free of commercial bias - control of commercial interest) • Works to ensure access to learning tools to address gaps in specialty/own practice • Integrates Patient Safety into its MOC program requirements

Assessment of Knowledge, Judgment and Skills (KJS)

 Secure examination of diplomates’ knowledge of core content, judgment and skills no less often than every ten years.

• Encourage new methods of evaluation • Encourage feedback to diplomates about performance on the examination in order to assist in lifelong learning and self- assessment activities

Improvement in Medical Practice (IMP)

 Each Member Board will incorporate practice assessment and improvement activities across a diplomate’s career, in ways that allow specialty-relevant, performance-in- practice assessment and improvement.

 Each Member Board should encourage diplomate involvement in performance improvement activities within the context of the healthcare team and system for alignment with other care-related QI programs.

ABMS Product Enhancements

Project underway to enhance the clarity and transparency of diplomate certification information. The end result should be a better “look and feel” along with a more linear view of MOC tied to initial certification.

Examples of some of the changes are:

 Updating “Meeting Requirements” to “Participating””  Adding a definition of certification

Questions about MOC® Program

 Is MOC currently a requirement for all Member Boards?

• Yes. For newly certified diplomates, Member Boards require participation in MOC.

 If you hold a non time-limited certification, must diplomates still participate in MOC?

• Member Boards do not require non time-limited certificate holders to participate in MOC, but strongly encourage their diplomates to do so.

Questions about MOC® Program

 Why is ABMS displaying this information publicly?

• To provide the public and other stakeholders easy access to important information about individual doctors. Sharing this information supports ABMS’ overall mission to provide information to the public, the government, the profession and its Members concerning issues involving the certification of doctors. • ABMS serves as a single site to check the MOC status of a doctor Board Certified by any of the 24 ABMS Member Boards.

 What does it mean if a doctor is listed as not meeting MOC requirements?

• By being Board Certified, the doctor has gone above and beyond licensing requirements. All doctors in the United States must be licensed in order to practice medicine, but they are not required to be Board Certified. • There are a variety of reasons why a doctor may be listed as not meeting MOC requirements. He or she may have chosen not to participate in the MOC program of his or her Member Board(s). Or, he or she may be participating in MOC, but is not currently meeting all the requirements to maintain his or her certificate(s).

Questions about MOC® Program

 Why must all diplomates within Family Medicine and participate in MOC?

• Family Medicine and Emergency Medicine have never offered non time-limited certifications. Therefore, all diplomates are required to participate in the MOC process.

 Why do some certifications have no end dates?

• MOC helps ensure better patient care through a physician’s participation in the rigorous ABMS MOC process that continually assesses and helps enhance professional medical knowledge, judgment, professionalism, clinical techniques and communication skills. The public will know that a physician who “Meets MOC Requirements” represents the highest level of commitment to patient care and can use that information to help make a personal physician selection.

Questions about MOC® Program

 Why does the Display of MOC on a doctor’s profile not include effective dates of certification?

• The ABMS MOC program is part of a rigorous process that continually assesses and enhances doctors’ medical knowledge, judgment, professionalism, clinical techniques and communication skills. Therefore, it is separate from a doctor’s general and subspecialty certification(s).
