Minutes of the Parish Council Meeting

Held on Thursday 14th July 2011 at 7.45pm in the Village Hall, Main Street, Willoughby Waterleys

Present: Councillors, Mr M Frankham (Chairman), Dr A. Lyons, Miss E Dickens and Ms K.West.

Apologies : There were no apologies received.

In Attendance : Mr P Day ( Parish Clerk ), County Councillor Mr G Hart, Mr P Leech and one parishioner.

Election of Mr Philip Leech : The Council voted by a show of hands and the vote was an absolute majority, as required in law, for the election of Mr Philip Leech into the vacant post of Parish Councillor. The Council expressed their full support for Mr Leech and he was duly appointed to the post.

Mr Leech signed the Acceptance of Office form which was countersigned by the Chairman.

Matters arising from the last meeting / report / updates :

A)  Consideration for the installation of dog bins in the village :

The Chairman led the discussion and divided this into two parts, firstly the cost implications to council tax payers in the village of installing and maintaining waste bins and secondly the location of such bins. The Chairman questioned how effective such bins would be in reducing the problem of dog waste. He then expressed concerns that the fitting of bins would not reduce the problem of dog waste because the main culprits who already do not pick up their own dogs waste would still not do so even if bins are made available. Councillor Lyons felt that the wider issue of cleanliness and environmental issues for the village should not be overlooked. The Clerk gave a breakdown as to the cost of the bins, cost of licences for bins and cost of emptying the bins by Harborough District Council. A full discussion took place involving all Councillors, Mr Hart County Councillor and the parishioner present. Mr Hart added that in some villages the problem had noticeably been reduced following the introduction of dog bins. A vote was taken and it was unanimously agreed to move forward on this issue and install dog bins within the village.

The second part of this discussion took place regarding the location of bins. The Clerk reported that various parishioners had spoken suggesting one at either end of the village near to where the seats are placed, and the entrance to the cemetery track way in Church Farm Lane. The parishioner reported that the green and black refuge bins in the cemetery were regularly being used as a depository for bagged dog waste. Following a full discussion by all present it was agreed that a bin will be purchased and installed by the gateway at the entrance to the cemetery roadway. A vote was taken and it was unanimously agreed to install the bin at this location in Church Farm Lane.

B) Request from Leicestershire County Council to subscribe £150 + vat to maintain Willoughby Waterleys Parish Council website. : Following a discussion by all Councillors present it was decided unanimously that the village would not support the proposal by the L.C.C. to charge £150 to maintain a website for Willoughby Waterleys within the Leicestershire County Councils Website.

Declarations of Interest: There were no declarations of interest.

Planning Applications :

Reference 11/00752/FUL

Applicant Mr M. Frankham, The Limes, Main Street, Willoughby Waterleys to install solar panel on out buildings. The Parish Council supported the proposal.

Reference 11/00840/TCA

Application Mr William Clarke of Holly Tree Cottage Main Street to fell tree’s in rear garden. The Parish Council supported the proposal.

Planning Decisions :

Reference 11/00638/ FUL: Applicant Mr & Mrs Geddes, extension at Sycamore House, Main Street, Willoughby Waterleys has now withdrawn their application.

Reference 11/00436/FUL : Application Mr P Conners creation of an agricultural track, Cosby Lane, Willoughby. Harborough District Council rejected his application.

Reference : Application by Mr R. Van Der Post of the Old Rectory, Main Street, Willoughby to carry out various repairs to roof etc has been approved by Harborough District Council

Other Planning Related Matters: Reference 11/00436/FUL : Application Mr P Conners creation of an agricultural track, Cosby Lane : The Parish Council agreed to write to Harborough District Council Planning Department requesting notification in writing of any further developments in current applications relating to this land along with details of any Planning Application Appeals. Also the Parish Council would like to be informed of any enforcement notices to return the land back to its agricultural use.

Matters arising from the last meeting / report / updates :

Progress report of Speeding vehicles through village campaign : The Clerk reported that the response for volunteers was slow but he intended to do another circulation in the “What’s on in Willoughby” magazine appealing for more offers of help.
