Town Board Meeting

September 12, 2016

The Town Board meetings were held at the Town Hall, 3211 Church Street, Valatie, New York.

AUDIT MEETING:

Present: Supervisor Grattan

Councilwoman Leader

Councilman Ooms

Councilman Voltz

The Audit meeting was held at 6:30PM.

The purpose for the meeting is to audit the claims from August 201

TOWN BOARD MEETING:

1. Supervisor Grattan called the regular meeting to order.

All present pledged alliance to the flag.

2. A motion was made by Supervisor Grattan and seconded by Councilman Ooms to accept the amended agenda. All in favor. Motion carried unanimously.

3. A motion was made by Councilwoman Leader and seconded by Councilman Ooms to accept the minutes submitted of August 1 and 2016. All in favor. Motion carried unanimously.

4. No transfers

5. Councilman Voltz made a motion to authorize to pay all audited vendors claims. Motion seconded by Councilman Ooms.

6. A motion was made by Councilman Voltz and seconded by Councilwoman Leader to accept and direct the correspondence. All in favor. Motion carried unanimously.

7. Public Presentations: none

Supervisor Grattan said that he would take the Wildflower Road 1st on the agenda.

Wildflower Road- Keith Pierce had submitted a revised document to the Town Board requesting an estimate for the necessary improvements to Wildflower Road required for acceptance into the Town Highway system. Attorney Howard explained the process. He said that now that they have received the petition that it will be directed to the Town Engineer and he will work with the Highway Superintendent.

He said they will prepare a resolution for the next Town Board meeting.

8. Committee and Departmental Reports:

Councilwoman Leader spoke of the meeting that was held regarding the heroin problem. She said there were over 75 people in attendance and that there were many agencies involved. She said it was a good start for the community and she will be holding an additional meeting on September 28th at 6:30pm. She said the biggest issue is people not reporting things that they see; she said if you see something say something…

9. Public Comments:

Ed Simonsen- thanked Supervisor Grattan for getting internet service. He spoke of the different infrastructure; he said we can preserve what we have.

Bill Mancini- thanked Pat for his services. He asked the Town Attorney about the appeal of Don Slovak.

Matt Nelson- spoke of broadband and asked that the information be put on the website.

There was discussion on broadband.

Ed Simonsen- spoke of lighting.

Attorney Howard said he had looked at the code and it specifically addresses lighting. He read the portion of the Code and said the language and legislation is on point.

Beth St. Dennis- Family Resource Centers – explained that they opened in 1971 to serve familes for a free program to provide socialization. She said they would provide services 2 times per week. She is proud of the program and that they are wonderful tenants.

There was discussion on the program and the use of the building. Supervisor Grattan said that he formed a committee to look at the applications for use of the buildings before the Town/Village meets. The meeting is scheduled for October 5th at 6:30pm.

Bernadette Mancini- said that it is a great program for children and mothers.

10. Old Business:

1. Solar farm Moratorium- no action

2. Speed Limit Request CR 203- denied.

Supervisor Grattan explained that the request had been denied.

11. New Business

A. Martin H. Glynn Building Use Applications –

1. Girl Scouts – Community Room –Wed. 6pm-7pm

A motion was made by Councilman Voltz and seconded by Councilman Ooms to approve the Girl Scouts use of the community room on Wednesdays from 6pm- 7pm. All in favor. Motion carried unanimously.

2. Village of Valatie –Meeting Room/Gym/Playground- -9/17/17 all day

A motion was made by Supervisor Grattan and seconded by Councilwoman Leader to approve the use by the Village of Valatie for 9/17/17. All in favor. Motion carried unanimously.

3. Family Resource Center –Room 210- -9/17/17 all day

A motion was made by Councilwoman Leader and seconded by Supervisor Grattan to approve the use on Monday as well as Wednesday from 9:30am-12pm . All in favor. Motion carried unanimously. (this was approved on 3/14/16 for only Wed.)

B. Wildflower Road- done earlier

C. Kinderhook Memorial Library- Proposition

A motion was made by Supervisor Grattan and seconded by Councilman Voltz to accept the petitions as prepared and to forward them to the Columbia County Board of Elections. All in favor. Motion carried unanimously.

D. Community Meeting/ Drug Awareness

There is an additional meeting being set up.

E. Local Law 3-2016-Solar Energy Equipment

A motion was made by Supervisor Grattan and seconded by Councilman Ooms to refer this to the Planning Board and the Code Committee. All in favor. Motion carried unanimously.

F. Appoint Building Use Committee

Supervisor Grattan said that the committee will consist of Councilwoman Leader, Village of Valatie Mayor Diane Argyle, Village Trustee Frank Bevens and himself. They will meet every Wednesday at 6:30 before a Town Board meeting to discuss applications that come before them.

G. Appoint Franchise Negotiation Committee

Supervisor Grattan said that the committee will consist of Councilman Voltz, Matt Nelson and himself.

H. RFP for Town Website

A motion was made by Supervisor Grattan and seconded by Councilman Voltz to solicit proposals for the Town Website and appoint Peter Bujanow to review them. All in favor. Motion carried unanimously.

I. Draw Specifications and Bid/ Basketball Court Repairs

A motion was made by Supervisor Grattan and seconded by Councilwoman Leader to authorize the Town Engineer to draw up specifications. All in favor. Motion carried unanimously.

J. Recognize William Robert Carroll for Eagle Scout

A motion was made by Supervisor Grattan and seconded by Councilwoman Leader to recognize William Robert Carroll in his accomplishments as being ranked an Eagle Scout. All in favor. Motion carried unanimously.

K. Appoint Deputy Dog Warden

There was discussion on the need for a deputy dog officer. No Action taken.

L. Change October Town Board Meeting/Columbus Day

The next Town Board meeting will be held on October 17, 2016 same time. The first Budget Workshop will be on October 3, 2016 at 6:30pm.

M. Climate Committee

Supervisor Grattan announced that the committee will meet on September 22, 2016 at 7:00pm, he said there will be vendors there talking about solar roofs. He said it is very informal meeting

N. Old Post Road Trail

A motion was made by Supervisor Grattan and seconded by Councilman Voltz to authorize the Supervisor to reimburse as a sole source Winsor Reform for a grant for the Old Post Trail. All in favor. Motion carried unanimously.

O. 911 Ceremony/Girl and Boy Scouts

Supervisor Grattan said that the 911 Memorial was repaired by Cruz Riveria and he did a great job fixing all of the tiles that were vandalized. He thanked Gretchen Dawes and Mike Loughran for all of there work on the ceremony.

A motion was made by Supervisor Grattan and seconded by Councilman Ooms to publicly thank Cruz with a certified thank you. All in favor. Motion carried unanimously.

12. Public Comments-

Lisa Wilson- was concerned about her use of the gym.

Matt Nelson- asked about the policies regarding the use of the MGG building.

There was discussion on the use of the buildings .

He asked about the Solar Energy Local law. Attorney Howard explained.

Ed Simonsen- spoke of the Columbia County Fair and said that is was very successful this year. He said there are so many efforts by so many people. He said that the Kinderhook Elks do all the parking.

A motion was made by Supervisor Grattan and seconded by Councilwoman Leader to recognize the Chatham Fair in promoting organizations and businesses in the County and thank them for their efforts. All in favor. Motion passed unanimously.

15. Executive Session-

A motion was made by Councilwoman Leader and seconded by Supervisor Grattan to go into executive session to discuss personnel and litigation. All in favor. Motion passed unanimously.

A motion was made by Councilwoman Leader and seconded by Councilman Voltz to come out of executive session. All in favor. Motion passed unanimously.

Time 8:35PM

A motion was made by Supervisor Grattan and seconded by Councilwoman Leader to accept $85,000.00 as the full settlement for the Vona Case. All in favor. Motion passed unanimously.

A motion was made by Councilwoman Leader and seconded by Supervisor Grattan to authorize Town Attorney Howard to contact Carl Clemente that the Town will pay him on December 1, 2016 when the grinding is done and no sooner . All in favor. Motion passed unanimously.

16. Adjournment

Councilman Ooms made a motion to adjourn the meeting. Councilwoman Leader seconded the motion. All in favor. So carried.
