Minutes

Tom Richardson called the meeting to order at 10:14AM and introductions were made.

Acceptance of the minutes from the October 29, 2012 meeting.

Julie Stokes noted she was no longer chairwoman of the board for Saratoga PLAN. Devin Lander noted that edit will be made to the minutes noting such.

Alan Bissell noted that MJ Engineers came up with original Dix Bridge estimates and he would like to thank them for their work.

Tom Richardson noted that bids are coming in lower on many projects, including the Dix Bridge.

Julie Stokes made a motion to accept the October 29th, 2012 minutes with amendments. David Doonan seconded the motion and the motion passed unanimously.

Visitor Center Update

Tom Wood noted that the survey has been completed on the property and that the Archeological Report is also completed. He noted that the Environmental Review is close to being completed and that the SEQR is taking place.

Rensselaer Land Trust

Tom Richardson asked for a motion to be made accepting the Rensselaer Land Trust as a member of the Partnership. Such a motion was made by Julie Stokes and seconded by Tom Wood and was passed unanimously. Devin Lander will work with Christine Young to create a resolution naming the Land Trust as a Partner.

Battle Hill Resolution

Tom Richardson asked Jim Durller to speak about the need for a Partnership Resolution supporting the protection of Battle Hill in Washington County until such time that a full assessment of the historical assets of the land is made.

Jim Durller noted that a grant has been applied for by the Washington County Historical Society to the American Battlefield Preservation Program for such an assessment to take place and that the danger of a local mining concern damaging the land is very real.

A motion was made by Sara Idleman and seconded by David Doonan for the Partnership to issue a resolution of support to be created by Devin Lander and Jim Durller. The motion passed unanimously.

Expansion Update

Tom Richardson noted that Mayor Dennis Morreale, Village of Corinth, was in attendance and welcomed him to the Partnership.

Tom Richardson noted that he has thus far contacted several new localities as part of the expansion and expects to hear positive answers from them in the near future.

Julies Stokes thanked Tom Richardson for all of his hard work in this regard.

Further Business

Julie Stokes suggested that the Partnership should offer a resolution honoring former Senator Roy McDonald for all his help and for creating the Partnership. A motion was made by Julie Stokes and seconded by Kay Tomasi and passed unanimously.

Julie Stokes updated the Partnership regarding the Hudson River Dredging and mentioned how she spoke about Mayor Doonan’s economic plan for Greenwich and received positive feedback from the Attorney General’s office and others. She also noted that now is the time to put in fundable projects regarding the river mitigation.

David Doonan announced a stakeholders meeting on locating a Barge Transfer Station in Greenwich to take place December 4th.

Tom Richardson announced that the next Partnership meeting would take place January 28th, 2013 at 10AM at the Town of Saratoga Town Hall.

A motion for adjournment was made by Julie Stokes and seconded by Tom Wood and passed unanimously.
