The Greensville County Transportation Safety Commission held a meeting on Tuesday, April 28, 2015, 7:30 p.m. in the Board Room of the Greensville County Government Building.

Chairman Hill called the meeting to order. The secretary called the roll.

In Re: Approval of Agenda

Commissioner Hines moved to approve the Agenda. Commissioner Fetko seconded the motion. All voted aye to approve the Agenda.

In Re: Approval of Minutes – January 27, 2015

Commissioner Drummond moved to approve the minutes of January 27, 2015. Commissioner Garrett seconded the motion. All voted aye to approve the minutes of January 27, 2015.

In Re: Old Concerns

Little Low Ground Road

Commissioner Hines advised the pavement was still in need of asphalt repair. Mr. Pope stated he would send a letter to Jerry Kee with VDOT advising the concerns from this meeting.

Purdy Road/Smokey Ordinary Road intersection

Mr. Pope stated the stop bar had not been placed at this intersection and he would relay this concern to Jerry Kee with VDOT.


Barley Road

Commissioner Fetko stated the patching repairs are not holding up; the road is still breaking apart and need to be looked at again. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Zion Church Road/Little Low Ground Road

Commissioner Moore advised that the ditch is still stopped up and water stands in the road all the time. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

775 Grassy Pond Road

Commissioner Fetko stated there is a hole in the curve of the road at 775 Grassy Pond Road. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

76 Little Low Ground Road

Commissioner Hines stated the pipe is stopped up. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

City of Emporia, Pleasant Shade Drive near Lutheran Church

Commissioner Drummond advised that reflective barrels had been near the Lutheran Church on Pleasant Shade Drive for a long time and asked if repairs could be done soon. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

In Re: New Concerns

Westover Drive

Commissioner Drummond stated the post at Westover Drive is missing the street name and route number. Mr. Pope advised he would make the County Maintenance Department aware the street name sign needed to be replaced. Mr. Pope further stated he would let Jerry Kee with VDOT know that the route number sign needed to be replaced.

Hunt Lane

Commissioner Hobbs telephone Mr. Pope to advise there is broken asphalt where the mining of titanium has occurred on Hunt Lane. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Grassy Pond Road

Commissioner Garrett stated the road where the timber is being cut has sunk in and is steadily cracking. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Fiddlers Road

Commissioner Moore stated a High Water sign has been posted but the pipe that was stopped up by beavers has not been repaired. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Taylors Mill Road

Commissioner Moore stated the pothole has come back and is worse this time. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Pleasant Shade Drive

Mr. Pope advised something needed to be done about the beavers at the old dumpster site. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Commissioner Fetko stated the Hwy 58E, exit to Interstate 95 South has terrible potholes. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Low Ground Road street light

Commissioner Hines asked if Mr. Pope had contacted Mecklenburg Electric about the street light outage. Mr. Pope stated he would check first to see if it was still out.

Batts Drive

Commissioner Moore stated the stop sign is down. Mr. Pope advised he would relay this concern to Jerry Kee with VDOT.

Independence Church Road

Mr. Pope advised there are potholes before the bridge and the new construction portion needs to be striped. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Interstate 95 North

Commissioner Fetko stated Interstate 95 North from Jarratt to Stony Creek has potholes everywhere. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Meadow Bank Road

Commissioner Fetko stated there are potholes between 614 and 815 Meadow Bank Road. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Chapmans Ford Road/Grassy Pond Road intersection

Commissioner Fetko stated the tar is slick in the heat of the day and when it rains. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

Interstate 95, Exit 4

Commissioner Fetko stated the bridge has numerous potholes that need to be repaired. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT.

In Re: Other Matters

510 Nano

Mr. Pope advised there is a new industrial company locating on Boxer Drive. 510 Nano will be making solar panels.

CIMC Intermodal Equipment

Mr. Pope advised the new industrial customer had actually located to the former Quality Culvert Building at 34 Three Creek Drive.

Atlantic Coast Pipeline

Chairman Hill passed around a drawing of the proposed route of the Atlantic Coast Pipeline.

Route 301 South Bridge closure

Mr. Pope advised the Route 301 S bridge is scheduled to close for construction on May 18, 2015 and traffic will be detoured through Interstate 95. This should be completed by Summer of 2017.
