ELIGIBILITY CRITERIA

The Bidder must possess the requisite experience, strength and capabilities in providing the services necessary to meet the requirements as described. Keeping in view the complexity & volume of the work involved, the following criteria are prescribed as pre- qualification criteria for Bidder interested in undertaking the project. The Bidder must also possess the technical know-how and the financial wherewithal that would be required to successfully Completion of the Data Centre within a time. The bids must be complete in all respect and should cover the entire scope of work as stipulated in the tender document. The invitation to bid is open to all Bidders who qualify the eligibility criteria as given below:

all points compliance are necessary, also if required other documents can be asked for proof.

NOTE:

  1. Each and every page of this RFP should be stamped & signed by the bidder as a token of acceptance of this RFP conditions. Deviation if any, shall be clearly mentioned in a separate sheet of paper. However, accepting the bid with deviation is the sole discretion of Tenderer.

TECHNICAL SPECIFICATION FOR ELECTRICAL WORK

1)PANEL & SWITCHGEAR

1.1.Scope

The scope of work shall cover the handling, shifting safely at place installation, testing and commissioning of all power panels in coordination with panel builder. Verifications of tagging & if required provide details for corrections of naming etc.

2)DISTRIBUTION BOARDS

2.1Scope

The scope of work shall cover the supply, installation, testing and commissioning of lighting and power distribution boards. Associated minor civil works required for the erection of the DB’s such as opening in wall etc. are also included in the scope of this contract.

2.2Standards

The following standards and rules shall be applicable:

2 / IS:375-1963 / Marking and arrangement of Switchgear bus bars main connections and auxiliary wiring.
3 / IS:8828-1996 / Miniature circuit Breakers
4 / IS:2607-1976 / Air break Isolators for voltages not exceeding 1000V.
5 / IS:9926-1981 / Fuse wire used in Rewritable type Electric fuses up to 650 volts.
6 / Indian Electricity Act 1910 and rules issued there under.

All codes and standards mean the latest. Where not specified otherwise the installation shall generally follow the Indian Standard Codes of Practice.

2.3Distribution Boards

Distributions boards along with the controlling MCB’s or Isolator as shown shall be fixed in a mild steel Box with hinged lockable door suitable for recessed mounting in wall. Distribution boards shall be made of 16 SWG sheet steel with hinged lockable spring loaded cover duly rust inhibited through a process of degreasing, acid pickling, phosphating and powder coated to an approved Colour over a red oxide primer. The enclosure shall meet IP.44 rating.

All components shall be mounted on DIN rails and covered totally with a sheet steel cover rendering it finger-safe. Access to the internal connections shall be only through removing the cover sheet.

Three phase boards shall have phase barriers and a wire channel for internal wiring. All DB’s shall be internally prewired using copper insulated high temperature PVC wires brought to a terminal strip of appropriate rating for outgoing feeders.

Conduit knockouts shall be provided as required/shown on drawings and the entire board shall be rendered dust and vermin proof with necessary sealing gaskets and groove joint.

MCB’s shall have quick make and break non-welding self wiping silver alloy contacts for 10KA short circuit both on the manual and automatic operation. Each pole on the breaker shall be provided with inverse time thermal over load and instantaneous over current tripping elements, with trip-free mechanism. In case of multipole breakers, the tripping must be on all the poles and operating handle shall be common. Breakers must conform to IS 8828 with facility for locking in OFF position. Pressure clamp terminals for stranded/solid conductor insertion are acceptable upto 4 sqmmAluminium or 2.5 sqmm copper and for higher ratings, the terminals shall be suitably shrouded. Wherever MCB isolators are specified they are without the tripping elements.

Fuses shall be HRC link type or rewirable with necessary fuse carriers and with S.C rating of not less than 50 KA. Bottle type fuses are not acceptable. Fuse carrier terminals shall be suitably shrouded. Rewirable fuse carriers shall be porcelain.

Boards shall meet with the requirements of IS 2675 and marking arrangement of busbars shall be in accordance with IS 375. Bus Bars shall be of copper and rated for the incomer switch rating and sized for a temperature rise of 30 deg. C over the ambient. Neutral and earth bars shall be of copper and rated as follows:

There shall be one earth terminal for single phase boards and 3 for three phase boards. Circuit diagram indicating the load distribution shall be pasted on the inside of the DB as instructed.

In the case of MCB distribution boards, the backup fuses wherever shown shall be not less than 63A with a delayed characteristic and a minimum prearcing time of 0.5 sec. at 9 KA fault current.

All outgoing feeders shall terminate on a terminal strip which in turn is prewired to the MCB/Fuse base by means of insulated single conductor high temperature PVC copper wires as follows:

LDB’s 2.5 sqmm

PDB’s Upto 15A 4.0 sqmm

25A 6.0 sqmm

2.4Installation & Testing

All distribution boards shall be mounted on wall or recessed, with necessary angle iron frame work. All mounting frames shall have one prime coat and two finish coats after the completion of the work. All distribution boards shall be touched up for damaged painting.

All boards shall be meggared phase to phase and to neutral using 1000V megger with all switches in closed position. the megger value should not be less than 2.5 megohms between phases and 1.5 megohms between phase and neutral.

Fabrication drawings of all boards shall be approved by the Consultants before fabrication and the boards inspected before despatch, unless waived in writing.

2.5Mode of measurement

The distribution board complete with the various components specified, indicating lamps, supporting frame, internal wiring, erection etc., will be treated as one unit for the purpose of measurement and payment.

3)MEDIUM VOLTAGE CABLING

1.1 KV XLPE CABLES

3.1Scope of Work

This specification covers the technical requirements for 1.1 KV ArmoredAluminium conductor cable.

The 1.1KV XLPE cables shall be used for L.T. distribution. For cable conductors above 150sq.mm. XLPE insulated cables shall be used.

The scope of work comprises of designing, manufacturing, testing of works packing, insurance, delivery and storage at site, checking at site, instruction testing and commissioning.

3.2CODES AND STANDARDS

The cables shall be designed to conform to some applicable codes and standards issued by Bureau of Indian Standard as listed below. (Latest issues of the codes / standards will be applicable):

IS : 7098 (Part – I) IEC 60502 & BS 5467 / 1.1 KV XLPE cables
IS : 8130, IEC 228 & BS 6360 / Aluminum conductor
IS: 5831 / Inner / outer sheath
IS: 3975 / Galvanized steel wire

3.3DESIGN PARAMETERS

3.4CONSTRUCTION

Conductor:

Stranded, round, aluminum conductor of electrolytic grade shall comply with IS 8130 with latest amendments.

Insulation:

XLPE extruded insulation, characteristic conforming to IS 7098 (Part – II)

Inner sheath:

Extruded inner sheathing of black PVC conforming to the requirement of type ST – 2 as per IS – 5891 of appropriate thickness conforming to IS 7098.

Armour:

Galvanized steel wire/ flat shall conform to IS 3975 of appropriate dimension.

Outer sheath:

Extruded outer sheathing of Black FRLS PVC conforming to the requirement of type ST – 2 as per IS 5831 having appropriate thickness conforming to IS 7098

3.5QUALITY ASSURANCE

Contractors / Vender shall submit three copies of the Quality Assurance plan before commencement of work for approval.

The approved Quality Assurance plan shall form the basis of Quality Assurance and manufacturer shall follow the same to ensure total conformity to owner’s requirement.

3.6TESTS AND TEST REPORT

Shop Tests:

The cables shall be subject to shop tests in accordance with relevant standards as below:

Routine test on each drum of cable.

Acceptance test on drums chosen on random for acceptance of the lot.

Types tests on each type of cables inclusive of DC resistance of Armour.

1.1 KV PVC CABLES

3.7Scope of Work

This specification covers the technical requirements for 1.1 KV ArmoredAluminum/ Copper conductor cable.

The 1.1 KV PVC cables shall be used for power and control system L.T. distribution. For cable conductors up to 150 sq. mm. PVC insulated cables shall be used.

From 16 sq. mm. to 150 sq. mm. sizes of conductorsaluminum conductor cables shall be provided and for size of conductor below 16 sq. mm. copper conductor cable shall be provided. The control cables shall be of multi-core copper conductor.

The scope of work comprises of designing, manufacturing, testing of works packing, insurance, delivery and storage at site, checking at site, instruction testing and commissioning.

3.8CODES AND STANDARDS

The cables shall be designed to conform to some applicable codes and standards issued by Bureau of Indian Standard as listed below. (Latest issues of the codes / standards will be applicable):

3.10CONSTRUCTION

The cable should be 1.1 KV grade compacted aluminum conductor, PVC insulated, screened steel wire/ tape armored, FRLS PVC sheathed.

The cable construction shall be as below

Conductor:

Stranded sector shaped, aluminum conductor of electrolytic grade shall comply with IS 8130 with latest amendments.

Insulation:

PVC extruded insulation, characteristic conforming to IS 1554 (Part – I)

Inner sheath:

Extruded inner sheathing of black PVC conforming to the requirement of type ST – 2 as per IS – 5891 of appropriate thickness conforming to IS 1554.

Armour

Galvanized steel wire/ flat shall conform to IS 3975 of appropriate dimension as per IS 1554 (Part I).

Outer sheath:

Extruded outer sheathing of Black FRLS PVC conforming to the requirement of type ST – 2 as per IS 5831 having appropriate thickness conforming to IS 1554

3.11QUALITY ASSURANCE

Contractors / Vender shall submit three copies of the Quality Assurance plan before commencement of work for approval.

4)CONDUIT WIRING

4.1Scope

The scope of work shall cover supply, installation testing and commissioning of all conduit wiring.

4.2Rigid and Flexible conduits

Conduits Material

The minimum wall thickness of Rigid PVC Conduits permitted for concealed/open conduiting shall be 1.8 mm thick.

The tubing must perfectly circular, without any burrs or kinks.

The conduits shall be of such type, so as to be capable of making tight fitting joints.

The minimum size of Rigid PVC Conduits allowed in open / concealed work shall be of 20 mm and above

Conduit Accessories

All conduit accessories that are to be used in the work shall be of Rigid PVC type conforming to latest and relevant IS codes duly certified / stamped on the PVC conduits.Conduit Accessories shall be capable of clean and tight fittings.

All junction boxes of one way or above shall be of high dome type with a depth of minimum 65 mm and minimum 1.8 mm wall thickness.

In concealed work, inspection types of bends are not allowed, normal bends/elbows may be permitted after specific approval.

4.3Conduit Assembly Work

The Contractor shall submit to the Consultant detail layout plan of conduit network containing particulars regarding size and routes of conduits, number of wires carrying in each conduit, inspection and junction boxes provided along with the routes of the conduits. The number of wires in each conduit shall not exceed as specified in the table of conduit capacity. All the conduits are supported using minimum 16 gauge M.S. Spacers and G.I. Saddles fabricated using 16 gauge sheets and fixed using GI screws.

Initially all drawings for conduit work shall be inspected. Any discrepancies or otherwise occurring due to site conditions or change in internal layouts or in walls shall be reported. After rectification of the same, then the measurements and marking shall be done for the conduit assembly, on the shuttering of the slab.

All conduits shall be assembled. Wherever straight runs exceed 3 m, additional pull boxes or junction boxes shall be provided. However, the entire assembly shall be so assembled in order to facilitate renewal of wires etc. in the future.

Wherever fluorescent light fixtures are shown in the layout, the conduit shall be terminated in a high dome junction box at the center of the fixture, unless otherwise specified or indicated in drawings.

In the concealed conduit work, all junction boxes, bends, elbows shall have PVC tapes on either side to ensure security of the accessories in its place. They shall also be PVC taped at all joints in order to prevent cement, water or slurry entering the Rigid PVC conduit assembly.

For all circuit wiring, i.e. from Lighting Distribution Boards to Individual Switchboards, minimum 25 mm Rigid PVC Conduits and minimum 1.8 mm wall thickness conduits shall be used.

All PVC conduits drops that are to be taken for the purpose of joining the Distribution Board or Switch Boards shall be taken out of the shuttering with a clean hole. Sand then shall be provided at the bottom most part of the entry in the shuttering. The projected part of the PVC conduit shall have a coupling over the same.

The entire PVC conduit assembly shall be properly secured and bonded by means of steel wires, twisted and fixed to the reinforcements. Additional fixing shall be done near joints, junction boxes, pull boxes etc.

The entire Rigid PVC conduit assembly then shall be checked for rigidity and no movement shall be allowed in the assembly.

The entire Rigid PVC conduit assembly shall be provided with proper GI pull wires of minimum 14 gauge.

Adequate number of PVC, pull boxes of suitable sizes shall be provided in the PVC conduit assembly.

It shall be the entire responsibility of the Contractor to supervise the concealed conduit assembly work during the casting of the slabs. Adequate precautions should be taken to spread fine sand covering the opening of the PVC conduit boxes or junction boxes at the bottom of the slab.

Where the conduit passes through the flooring the same shall be passed through galvanized pipe of suitable size fixed in the flooring, so that conduits, cables or wires can be renewed at any time without breaking the floor.

Where the conduit runs in brick walls same should be necessarily fixed by using MS clamps. In the straight run the distance between the two clamps. In the straight run the distance between the clamps shall not exceed 500 mm and additional clamps should be provided near end and junction box.
