Dear Colleagues,

One of the fundamental goals of the Jewish Federation’s Tel-Aviv/Los Angeles Partnership is to create meaningful learning activities promoting personal connections between Israeli and American Jews, and the larger Los Angeles and Tel Aviv communities. These relationships will strengthen Jewish identity and establish a closer bond between both communities. The School Twinning Program is one successful example of this process at work. The program began in 1996 with four schools and now has grown to include 34 schools.

The Education Committee looks forward to working with you and your school in achieving the Partnership goals in the coming year. Enclosed is the 2011 Request For Proposal (RFP). It includes a set of questions regarding what you hope to accomplish with your twinning program, along with your proposed budget. We have also included at the front of this packet for your review a brief restatement of the goals of the Partnership and the School Twinning Program, and the Committee’s expectations. We hope that all the documents are self-explanatory. However, if you have any questions, please do not hesitate to contact Ahuva Ron at .

GOALS OF THE TEL AVIV-LOS ANGELES PARTNERSHIP

·  Deepen, expand and intensify relationships between Israeli and American Jews, based on reciprocity and person-to-person connections, leading to greater understanding of each other.

·  Deepen Jewish identity and a sense of Jewish Peoplehood in both communities.

·  Strengthen interdependent ties between our communities and impact community life.

·  Strengthen and enrich sponsoring institutions through their involvement with the Partnership.

·  Maintain the Partnership as a long-term, evolving process of Jewish life.

·  Motivate and mobilize influential people in both communities, and prepare non-Jewish members of the Los Angeles community to serve as goodwill ambassadors for Israel, in general and Tel Aviv in particular

·  Establish activities that position the Tel Aviv-Los Angeles Partnership as a model of excellence to other communities.

GOALS OF THE EDUCATION PROGRAM

1.  Build the relationship between Tel Aviv / Los Angeles schools, educators, families, and individuals to enhance the connection to, and affinity with the people in Israel and the Diaspora.

2.  Increase participants’ knowledge, both breadth and depth, of Jewish culture, Israeli culture, and the place of Israel and the Diaspora in Jewish identity, while enhancing awareness of pluralism in Judaism and of Jewish Peoplehood.

3.  Deepen the connection of all Jewish youth to the Jewish people, heritage and homeland.

4.  Provide and deepen teaching methodology and professional development.

5.  Expand the number of schools, grades, educators, students, and parents involved in the Partnership.

PRESENT CORE STRATEGIES

1.  Partner institutions in the TA/LA education program.

2.  Assist in developing joint curricula that relate to the vision of the individual schools.

3.  Develop delegation exchange programs that express the Partnership goals and create a meaningful and valuable educational experience in both communities.

4.  Provide teachers’ training through ongoing professional support, local educators’ workshops and Joint Teachers Seminar.

5.  Develop and deepen a reciprocal dialog in order to bridge the cultural gap and understand cultural differences.

6.  Communicate and widely promote the Partnership education experience in both communities.

7.  Provide financial and professional support to twinning institutions and participants.

8.  Continually evaluate programs to ensure they are reaching our intended goals.

2.  Grant Limits

A.  For student delegations, you may request up to $15,000 per students exchange, with a maximum of two student delegation exchanges per year. You may also request up to $5000 for the LA school, and $5000 for the TA school for administrative and internal costs of participating in the Partnership.

B.  For teacher delegations, you may request up to $12,000 for a minimum of three teachers on each delegation, with a maximum of two teacher delegation exchanges per year. You may also request up to $3000 per school for administrative and internal costs of participating in the Partnership.

C.  The funding covers programming from January 1, 2011 to December 31, 2011.

3.  Proposal Guidelines

A.  Only complete proposals will be considered. Each proposal must include:

The cover page and budget must match your twin school’s forms.

B.  Plans will be considered that meet the goals of the Tel Aviv- Los Angeles Partnership Education Committee. These plans include requests for funding for delegation exchanges, internal administration, curricular development, participation in teacher’s professional development and all related programs.

C.  Schools may not request funding for existing salaries or for capital expenses.

D.  Schools may request funding to extend the hours of existing employees.

E.  Tel Aviv and Los Angeles school administrators should complete and sign the application, and submit the same cover page and budget to TA and LA Partnership staff.

F.  Proposals will be considered only if all documentation of the previous year’s program (end-of-year reflection) have been submitted and are complete.

G.  All final funding decisions will be made by the TA/LA Joint Partnership Steering Committee.

4. Proposal Process

A.  The Education Committee of the TA-LA Partnership will review all proposals.

B.  Schools may be invited to make individual presentations if the Education Committee feels that is necessary.

C.  The Education Committee will make a recommendation to the Joint Steering Committee regarding each proposal.

D.  Schools will be notified of the final decision in late January 2011

PROPOSAL OUTLINE

Please answer in brief bullets clearly describing your programs:

5.  Specify the grade level of students on the delegation, and the number of students on each delegation.

VI. Marketing

The following sentence should be included in all materials connected to the school twinning program, e.g., itineraries, letters to parents, application forms, newsletter articles, newspaper articles, and other media:

“Our school twinning is a program of the Jewish Federation of Greater Los Angeles’s Tel Aviv/Los Angeles Partnership.”

VII. Budgeting:

Funding: Explain your funding plans if the Los Angeles Federation is only able to grant a portion of your request. What are your plans within your school to raise funds for Partnership programming within your community? (scholarships, larger delegations, broader curricular programs, longer delegations etc.)

Budget: Use the attached budget form to delineate all expenses, income, in-kind services or facilities contributed by the schools to the program. In-kind items should not be assigned a dollar amount – write "in-kind" in the appropriate amount column. Total Expenses must equal Total Income. Please submit the same form as your twin.

Please note:

·  Hotel costs for delegation staff will be funded from Federation budget when staff members share a room. Private rooms and high priced hotel costs will not be covered.

·  In order to receive funding for delegations, TA/LA Partnership staff must approve itinerary, budget estimates and the split of expenses.

·  Itineraries for delegations must reflect the educational components of the Partnership program. Programs that do not have this focus will not receive funding.
