Welcoming Remarks – Jim Cole

Jim Cole opened with introductions at 10:15 a.m. Jim explained the reason for the change in meeting time and location to coincide with the pre-scheduled broadband working group, as both groups are made up of essentially the same attendees. The broadband working group will now meet as part of the Technical Subcommittee immediately following the monthly SIEC meeting.


Approval of Meeting Minutes from Previous Meeting – Jim Cole


Mark Grubb made a motion to accept the minutes of the previous meeting, Gene Donaldson seconded. The motion passed unanimously.

Project Updates:


Mark Grubb provided an update on activities since the last subcommittee meeting. Discussion centered on the broadband workshop held on Wednesday, October 16 at the fire school involving members of the subcommittee and broadband working group. The Office of Emergency Communications (OEC) did an outstanding job of presenting an overview of the national broadband network planning, Firstnet and how that folds into Delaware’s planning. Mark Grubb reminded all that the handout presented at the workshop should be reviewed by all as it is the latest comprehensive document for Delaware. Discussion dealing with the unknowns of Firstnet, build-out plans, future use of the national public safety broadband network, usage costs and the Mid-Atlantic Consortium for Interoperable Nationwide Communications (MACINAC) followed. It was agreed to invite representatives from OEC to a future SIEC meeting to provide an overview and our consultant to a future Technical subcommittee meeting.

Bill Carrow provided an update on the SLIGP grant on behalf of Tim Dobrowolski. We have filed our first quarterly performance report and financial report for the grant. A meeting has also been scheduled with the NTIA to review our filings. We have also begun the process of developing a website for the overall project.
