SECTION 01000SPECIAL CONDITIONS

  1. Day to Day Operation
  2. Contractor is advised that the project is in a multi-story existing operational County public services facility. Continued operation of the facility is a project requirement.
  3. Occupied Site
  4. The work is confined to the 4th floor, which is currently unoccupied. The remainder of the building will stay open for business. Contractor to insure that none of the construction activities interfere with the continuing operations of the building, including:

(a) No excessive noise, odors, etc.

(b)Construction workers will use public and employee access only as required during business hours of 8:00 AM to 5:00 PM.

(c)All non-construction zones shall be kept clean and free of debris.

  1. All material staging and storage shall be only on the 4th floor. Movement of material, scaffolding and all other means/methods and related materials shall be done only during non-business hours, i.e. not between 8:00 AM to 5:00 PM.
  1. Hours Of Work
  2. Daytime work hours are anticipated, except for activities associated with B2 above.
  3. The contractor may request to work on individual Saturdays and Sundays and the County, at the County’s sole discretion, may grant the contractor’s request.
  4. Utility Interruptions
  5. No unscheduled utility interruptions are anticipated. The facility must be kept operational at all times. Any work that may affect existing utilities shall be pre-planned, approved by the owner’s representative, and employ alternative temporary utilities.
  6. Loading Dock Access
  7. Contractor will be allowed loading dock access for loading and unloading materials. The contractor is responsible for its own security.
  8. Permits/Fees
  9. No fees or permits apply to this project.
  10. Safe Environment
  11. Contractor is to secure the site to protect the general public, staff, and clients of the San Joaquin County Human Services Agency.
  12. Contractor is required to provide protection to building surfaces (walls, doors, columns, railings, and floors), elevators, stairsand furniture during the execution of the work. Any damages will need to be repaired or replaced to the County’s satisfaction at contractor’s cost.
  13. Parking
  14. Existing parking is reserved for the clients and staff of the Human Services Agency. Contractor laydown and parking areas are to be coordinated with the owner’s representative.
  15. Deportment
  16. The contractor and all of the contractor’s employees and subcontractors and their employees shall conduct themselves in a professional manner, avoid using profanity, playing loud music, and shall be fully clothed while on the work site. The contractor may be requested to remove employees who refuse to comply.
  17. The contractor is required to investigate its employees’ background and provide proof of all onsite workers being bonded.
  18. Experience

The contractor shall demonstrate its experience in performing jobs of similar size and scope.

  1. Provide references for at least 3 previous jobs of comparable square footage.
  1. Substitutions

The County has specified the products to be provided on this project. Any proposed substitutions must be presented by qualified bidders a minimum of seven (7) days prior to the bid date. Any approved substitute products will be listed in the addendum.

  1. Material Quantities

The contractor shall provide its own material take-off to determine actual quantities. Prior to award of contract the County and the apparent low bidder will meet to reconcile actual quantities reflected in the low bid.

  1. Environmental Conditions
  2. The Owner will override the building management system to provide the temperatures specified in the material specifications for the appropriate durations. Dampers will be set for maximum outside air (O.S.A) to be provided. (Higher outside temperatures will limit O.S.A.)
  3. To mitigate indoor air quality complaints, the contractors shall provide portable HEPA air filters during product application.

a)Portable HEPA filter units shall be rated a minimum 300 CFM with carbon pre-filter, 99.9% efficient at 0.3 microns. Provide 3 portable HEPA filter units per 250 square yard installation area.
