Scope of Work – Carrying out Traffic Surveys along Delhi – Meerut Multi-Modal corridor

Scope of work, Submission and payment will be as follows:

1. Scope of Work: Carrying out traffic surveys as described below in the Figure: Surveys location map and Table: Traffic Surveys summary by adhering to the survey objectives, survey time period, terms & conditions, payment schedule and checklist which are mentioned in detail in the sections 2, 3, 4, 5 and 7. Submit the quotation as per the details mentioned in the section no.6 along with item rates for additional traffic surveys as per details mentioned in section 6.1. The traffic survey forms and targeted sample of each traffic survey is provided in the annexure.

Study area and Location map: The study area is in the National Capital Region (NCR) in the states of Delhi and Uttar Pradesh. The project under consideration is a multi-modal transport corridor between Delhi and Meerut where the study involves traffic surveys of all regional modes of transport which includes Rail, Bus, Road and Metro (Delhi border areas towards Uttar Pradesh). The below mentioned table and picture summarizes the highway corridors for the traffic study. The below pictures depicts the multi-modal transport surveys between Delhi and Meerut.

2. Survey Objectives: a) Road side Classified Vehicle Counts – Manual Method Classified vehicle volume counts shall be conducted at the three (identified) locations for a period specified in the survey plan using manual method. The output should present direction wise and Category wise, hourly flow, 15 minute flow and daily variation. Care must be taken on clear visibility should be ensured before the start of survey itself. The traffic count summary for every day shall be submitted to the client in soft copy (MS Excel) within 2 days of conclusion of each day of traffic count survey. The filled-in survey formats (hard copy) should be submitted by the end of the corresponding week. a) Road side Origin-Destination (OD) Survey Origin-destination surveys shall be conducted through roadside interviews at the three (identified) locations for a period of 24 continuous hours for the specified day. The information shall be obtained by trained enumerators and experienced supervisors and include: type of vehicle, type of commodity carried, origin and destination of passenger and goods vehicles. Based on the survey, travel desire pattern will be established. The coded OD survey data shall be submitted to the client in soft copy (MS Excel) within 5 days of conclusion of the OD survey. The filled-in survey formats (hard copy) should be submitted by the end of the corresponding week. b) Road side Occupancy Survey All passenger modes of travel on the road like Car, Taxis, Mini Buses and Buses shall be surveyed with respect to occupancy of each mode of road based passenger transport mode. The survey needs to be carried out for a duration of 24 hours at the three identified) locations which are same as TVC and OD locations. The coded Occupancy survey data shall be submitted to the client in soft copy (MS Excel) within 3 days of conclusion of the Occupancy survey. The filled-in survey formats (hard copy) should be submitted by the end of the corresponding week. c) Passenger count (head count) survey Passenger head counts shall be surveyed at all the designated railway stations, Bus terminals and Metro stations mentioned in the Table: Traffic surveys. The survey shall be conducted for a duration of 2 days (1 weekend + 1 weekday). The survey shall capture all the passenger movements happening in the station area by employing enough number of enumerators at all the entry and exit gates of the station. The coded passenger head count data shall be submitted to the client in soft copy (MS Excel) within 4 days of conclusion of each day of the head count survey. The filled-in survey formats (hard copy) should be submitted by the end of the corresponding week. d) Passenger OD (also opinion) survey Passenger OD cum opinion survey shall be conducted at all the designated railway stations, Bus terminals and Metro stations mentioned in the Table: Traffic surveys on

a random sample basis. The survey shall be conducted for a duration of 2 days (1 weekend + 1 weekday). The survey shall capture reasonable number of passenger OD characteristics and opinion (it is expected each enumerator shall capture a sample of 300 no’s per shift). Survey agency shall employ sufficient number of enumerators to capture the survey objectives at each station. The coded passenger head count data shall be submitted to the client in soft copy (MS Excel) within 5 days of conclusion of each day of the passenger OD survey. The filled-in survey formats (hard copy) should be submitted by the end of the corresponding week. e) Willingness to Pay (WTP) survey Willingness to Pay (WTP) survey shall be conducted for all the regional modes of travel between Delhi and Meerut where the modes include Railway stations, Bus terminals, Metro stations and Road based passenger modes mentioned in the Table: Traffic surveys on a random sample basis. The survey should target at least 500 samples combining all modes of travel. The coded WTP survey data head count data shall be submitted to the client in soft copy (MS Excel) within 5 days of conclusion of the survey. The filled-in survey formats (hard copy) should be submitted by the end of the corresponding week. 3. Time Period of Completion  Surveys to be commenced from the date specified after the approval from the approving authority and should be completed within 15 days from the date of start of work this shall include the data coding and processing.  Data Coding, Punching (converting it to soft copy) shall be carried out simultaneously at site and in no case deliverables of the soft copies shall be beyond 5 days after the completion of the respective survey.

Any suggestion/correction should be incorporated and submitted in 3 days’ time from the date of issuing the work order.

4. Terms and Conditions

1) A trained and experienced Supervisor shall be present at all times at all the survey locations.

2) As mentioned in the survey plan, the mentioned number of enumerators shall be placed at all the survey locations for all the days of the surveys.

3) All the survey forms in hard copies for conducting all traffic surveys and stationery items (pens, pads etc.) shall be procured by the traffic survey agency; the softcopy of the survey format will be provided by the Client

4) All the necessary infrastructure required for smooth conduct of surveys such as safety jackets, lighting (for night times or low light conditions), temporary

seating arrangements, tents, traffic cones, batons, etc. should be provided by the survey agency and it is the responsibility of the survey agency to maintain the same for the whole duration of the surveys.

5) All the traffic survey enumerators and supervisors should be well trained and experienced before the start of each survey. The mandatory age of all the enumerators shall be minimum as prescribed and applicable by the local laws.

6) Manpower deployment should be as per commitment. DIMTS reserves the right to conduct checks at random, and in case of any discrepancy, you would have to repeat that particular survey on the same day of the week and the cost of the repeated survey will be borne by the survey agency.

7) Data Coding and punching in MS Excel has to be done for all the traffic surveys in the English language only and submitted vide e-mail within the stipulated time agreed prior to the commencement of survey.

8) In case DIMTS is not satisfied with the quality of the data, you may be asked to repeat that particular survey on the same day of the week and the cost of the repeated survey will be borne by the survey agency.

9) If the work is not completed within the stipulated time frame, unless the reasons are beyond control, a penalty of 0.5% of total fee will be levied on per day basis.

10) The cost of local conveyance (to and fro from survey locations), food and any other daily allowance of all the Supervisors and enumerators shall be borne by the survey agency.

11) Survey schedule and contact numbers of the deployed team should be communicated to the Client (DIMTS) at least 24 hours prior to commencement of the survey.

12) Survey agency team should follow the checklist given below at all the time of the traffic survey.

Apart from the above-mentioned terms and conditions, checklist provided as part of the work order should also be strictly followed 5. Payment Schedule The payment to the survey agency shall be made in Indian (INR) currency. Payment will be made upon raising the invoice as per following schedule:

1. 30% mobilization fee. 2. 30% amount shall be released after completion of the surveys. 3. 40% amount shall be released after submission of all data in soft and hard copies and incorporating all corrections/ suggestions, if any.

5.1. Penalty If the work is not completed within the stipulated time frame, unless the reasons are beyond control, a penalty of 0.5% of total fee will be levied on per day basis where the Final penalty is limited to 10% of the Quote value. 6. Quotation Submit the quotation under major heads mentioning the rates along with the total amount in the Indian currency excluding taxes.

6.1. Additional scope of work Any additional surveys (including duration and type of surveys) beyond the surveys mentioned in the scope of work will be paid on item rate which shall be paid as per the quotes provided in the above table.

7. Checklist: For survey supervisors and enumerators

Checklist during Traffic Surveys All survey supervisors and enumerators present at site should be wearing 1 reflective jackets as safety precautions Enumerators should be clearly briefed and tested about category of vehicle 2 and its identification, that they are counting and interviewing (OD survey) Mock survey of minimum of 30 min. at start of the day is ensured at all 3 locations Survey locations are set up on either side of the road to cater to each direction 4 of traffic. Enumerators for change of shift on day one are at site at least an hour before 5 their slot and briefed and tested for category of vehicles Survey is being carried out with relievers (already considered in the manpower 6 requirement) at all locations - to cover during breaks/shifts Enumerators are taking break for food/rest only if relievers (already considered 7 in the manpower requirement) are taking their place 8 Surveys are continuously and thoroughly supervised; Proper precautions shall be taken care of like the anticipation of rain which 9 should not hamper the survey progress
