POST:Director of Finance

RESPONSIBLE FOR:Finance, Corporate Service/HR, ICT depts.

RESPONSIBLE TO:Chief Executive

REPORTING TO:Voluntary Board of Management

GENERAL

As a member of the Directors Team of the Association the Director of Finance is expected to contribute to the strategic management of the Association in all areas of its activities. He/she is expected to represent the Association in its relationships with outside organisations, and in this context would have a role beyond normal departmental responsibilities.

JOB PURPOSE

  • Lead, develop and implement excellent financial management and CS/HR/ICT support services and ensure service users are provided with accurate, timely and meaningful information/support.
  • Monitor, review and improve operational and strategic delivery of all aspects of the 3 service areas ensuring that excellence and best practice informs decision making and RHA complies with all required regulatory and inspection framework.
  • Contribute to the development and maintenance of effective governance and risk management and corporate planning processes throughout the organisation.

FINANCE/CORPORATE SERVICES/HR/ICT

The Director of Finance is responsible for ensuring as far as is practicable that the Association meets its strategic objectives as expressed in the Corporate Plan, by:

  1. Managing the day to day and long term financial affairs of the Association to ensure that adequate resources are available to meet its objectives at the lowest possible cost, having regard to quality and value for money issues.
  1. Treasury and risk management incorporating borrowing, cash flow control and forecasting, investments, insurances, compliance with covenants, and feasibility calculations.
  1. Effective financial controls over day to day operational expenditure, cash flow, and over long term investment in the housing stock.
  1. Seeking means of minimizing the over-heads of the Association, and reviewing the cost effectiveness of its operations.
  1. Ensuring that the best possible timely management information is available in order to facilitate effective decision making.
  1. Effective controls and procedures to ensure targets and reporting deadlines are met.

SPECIFIC TASKS – include but are not limited to:

  1. To manage the departments noted above and its staff to deliver the best service within a frame work of value for money v quality
  1. To advise and support the work of the Voluntary Board of Management and the Audit sub Committee
  1. To ensure that the Association complies with relevant legislation, Regulatory Requirements and Codes of Practice, and that its policies/strategies and procedures reflect Best Practice.
  1. To lead and support the development and training of the staff in Finance/CS/HR and ICT, and to make recommendations on staffing and personnel matters.
  1. To research and develop new and innovative approaches to service provision in order to maximise resources available and meet the standards and expectations of customers.
  1. To be responsible for the preparation of annual budgets/forecasts, monthly and quarterly management accounts, statutory accounts for the Association, monitoring reports on financial and other aspects of the Association’s performance, 5year and 30year financial plans, departmental operational plans/strategy maps, delegated authority schedules, payroll, feasibility and project appraisal modeling.
  1. To be responsible for all Corporate Services/HR and ICT departmental matters, including Marketing, Disaster Recovery, and Data Protection.
  1. To ensure comprehensive and efficient integrated systems and processes (in particular computer systems).
  1. To present relevant information to the Voluntary Board of Management, Audit sub Committee, Directors team and other groups, within agreed timescales.
  1. To represent the Association externally as required.
  1. Liaise with internal and external auditors ensuring compliance with annual audit plans.
  1. Tender services eg banking, audit, and insurance, as required.
  1. To comply with all the Association’s policies and practices eg Health and Safety, Equality and Diversity.
  1. Any other duties commensurate with this post as requested by your line manager
  1. Attendance at evening Board meetings, approximately 1 per month.
