REGULAR COUNCIL MEETING

April 18, 2011

The Board of Aldermen met in regular session with Mayor R.E. Graner at City Hall, 206 North 16th Street, on Monday, April 18, 2011 at 5:30 p.m.

Meeting Called To Order / Mayor R.E. Graner called the meeting to order at 5:30 p.m.
Pledge of Allegiance / The meeting opened with the Pledge of Allegiance.
Approve Agenda / Mayor R.E. Graner called for a motion for approval or amending of the agenda.
Motion made by Alderman Fred Flesher to approve the agenda and seconded by Alderman Randall Mann.

Administrator & Department Reports / Mayor R. E. Graner asked for Administrator and Department Reports.
Vision Coverage / Administrator Janelle Hagler explained to Council that the vision care has been dropped from the health insurance plan. The insurance company is still offering the vision coverage at the employee’s expense.
Motion made by Alderman Jeff Nichols for the employee to pay $2.00 and city pay $5.00 on employee and on the family plan 60% paid by the City and 40% paid by the employee and seconded by Fred Flesher.

Bid /Compact Track Loader / Administrator Janelle Hagler submitted bid for the gas department for a compact track loader. The bids submitted were Northwest Implement for $40,300.00; Fordyce Equipment for $39,695.02; K.C. Bobcat for $37,764.55; and Dean Machinery for $33,200.00. George Hulet, Water/Sewer Superintendent, and Ted Clemmons, Gas Superintendent, went and looked at each machine. The Dean Machinery track loader was low bid but the machine was smaller and cannot lift the heavier equipment. Ted Clemmons, Gas Superintendent, recommends purchasing the T630 Track Loader from K.C. Bobcat for $39,764.55. This purchase will include the grapple bucket. The T630 has more room in the cab and a larger pump, gpm’s and, a hydraulic quick-tach.
Motion made by Alderman Jeff Nichols to accept Ted Clemmons recommendation on the T630 Track Loader from K.C. Bobcat for $39,764.55 and seconded by Alderman Fred Flesher.

Bid / Carbon Building / Administrator Janelle Hagler submitted a bid for a 9’x9’x20’ carbon building with concrete floor and drain at the water plant. The bids submitted was TP Construction for $7,686.09; Michael Spurling for $8,700.00; and Pankau Construction for $8,400.00. Kenny Groves, Chief Water Treatment Plant Operator, recommends TP Construction for $7,686.09 since it was low bid. The budget was $7,000.00.
Motion made by Alderman Jeff Nichols to accept Kenny Groves’ recommendation on the carbon building from TP Construction for $7,686.09 and seconded by Alderman Randall Mann.

Bid / South Clear Well Roof Repair / Administrator Janelle Hagler submitted bids on the south clear well pump house roof and face board replacement. The bids submitted were TP Construction for $1,091.76; Michael Spurling for $570.00; and Pankau Construction for $507.37. Kenny Groves, Chief Water Treatment Plant Operator, recommends Pankau Construction for $507.37 since it was low bid.
Motion made by Alderman Andre Remmers to accept Kenny Groves recommendation on replacing the south clear well pump house roof and face board to Pankau Construction for $507.37 and seconded by Alderman Randall Mann.

Bids / Replace Nails / Administrator Janelle Hagler submitted bids to replace roof nails of the gas/water/sewer barn with screws. The bids submitted were Michael Spurling for $2,500.00; Pankau Construction for $2,560.00; and TP Construction for $951.64. George Hulet, Water/Sewer Superintendent, recommends TP Construction for $951.64 since it was low bid. The budget amount was $2,500.00.
Motion made by Alderman Fred Flesher to accept George Hulet recommendation for replacing the nails on the gas/water/sewer barn to TP Construction for $951.64 and seconded by Alderman Randall Mann.

Administrator Janelle Hagler advised the Council there will be a meeting with Vanum, Larkin’s Cristine Stallings, Brooke Barnett, and George Hulet about the drains in the pool.
The Street Project had to send out bids again. The project is considered new construction instead of maintenance. Bids are to be in by April 29, 2011.
Recycle Center / Administrator Janelle Hagler, Sabra Hamilton, Economic Developer, and Alderman Jeff Nichols met with Justin at Wal-Mart and Daniel at Veolia on putting bins at Wal-Mart for the recycling center. Considering placing the bins at the current recycling center site instead of Wal-Mart and installing a security light. Sabra Hamilton, Economic Developer, mentioned about a grant for a motion light that we might apply for through Wal-Mart.
Accident / Truck #23 / Josh Graham had an accident in Truck #23 with the Street Department. Josh was backing up to a trailer and the front of truck hit a concrete tube.
House Demolition / Troy Jennings has started the demolition on the Laytham house on 18th Street.
Mayor R. E. Graner asked for Economic Development Report.
Demolition Grant / Sabra Hamilton, Economic Developer, has gotten signatures for the seventeen properties on the demolition grant.
Resolution 2011-02 / Mayor Richard Graner read a RESOLUTION 2011-02 OF THE CITY OF BETHANY, MISSOURI, RESIDENTIAL ANTIDISPLACEMENT AND RELOCATION ASSISTANCE PLAN.
Motion by Alderman Jeff Nichols to approve the first reading on Resolution 2011-02 and seconded by Alderman Andre Remmers.

Resolution 2011-01 / Mayor Richard Graner read A RESOLUTION 2011-01 A RESOLUTION OF THE CITY OF BETHANY, MISSOURI, STATING INTENT TO SEEK FUNDING THROUGHOUT THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND AUTHORIZING THE MAYOR TO PURSUE ACTIVITIES IN AN ATTEMPT TO SECURE FUNDING.
Motion made by Alderman Jeff Nichols to approve the first reading on Resolution 2011-01 and seconded by Alderman Fred Flesher.

Demolition Grant / Sabra Hamilton, Economic Developer, needs the City to agree to the $13,743.82 in kind for the grant and $10,500.00 for the cash match. The cost of the paint testing and disposing of the asbestos siding and shingles can be inspected by John Gannan, Building Inspector, since he is certified.

Enhanced Enterprise Zone meeting is scheduled May 6, 2011 at 5:30 p.m.
Website / Sabra Hamilton, Economic Developer, told the Council the new website will be up and going in two weeks.

Oath of Office / Jaunita Schroff, City Clerk, administered the Oath of Office to the re-elected West Ward Alderman Jeff Nichols and newly elected East Ward Alderman Todd Williams.
City Clerk / The Board proceeded to elect the City Clerk and President of the Board of Aldermen.

Public Input / Mayor R. E. Graner asked if there was any public input.

Council Reports / Mayor R. E. Graner asked for the Council Reports and Comments.
Alderman Fred Flesher inquired about the bags of trash on the front porch at 200 South 15th Street. Administrator Janelle Hagler will check on the residence.
Business License / Alderman Randall Mann asked if anything has been done with the business licenses. Administrator Janelle Hagler has received several e-mails on other town’s business licenses. Cristine Stallings, Attorney, will be getting with Administrator on the business licenses.
Alderman Todd Williams has heard from several residents that the B & M Ready Mix is a safety issue for children playing in Prentiss Park.
Alderman Jeff Nichols asked if the concerned people for the airport had considered a user fee.
Sales Tax / Mayor R.E. Graner announced that the sales tax was down $1,600.00 from last year at this time.
Mayor’s Appointments / Mayor R. E. Graner’s correspondence and appointments.
Mayor R. E. Graner stated that he was ready to make his appointments with the Board of Aldermen’s approval. The Mayor’s appointments are as follows:
