Rapid Assessment Report of Landslide in Jawzgoon Valley in Fayzabad, Badakshan

ASSESSMENT REPORT: North Eastern Region

Background:

This assessment has been carried out by the Ministry of Home Affairs in collaboration with the North East Region Department of Social Welfare and Development (ADSWD). The province of North East Region was covered by the assessment.

General Observations:

The total population living in the North East Region province is estimated at 2.4 million. The North East region is only affected in the south part area. It is estimated a number of 50,000 people have been affected by the earthquake.

Key Findings in North East Region:

Access to North East Region is easy from Meo.

Damage to Infrastructure:

Damages to infrastructures are limited, and are concentrated in the mountainous part of the Region, close to the epicentre.

Number of IDP Camps:

They are 2 IDP camps:

·  Langwi: 5000

·  Eneda: 3000

Access:

All destinations should be reachable by trucks. The airport in Thakhom is fully operational.

ASSESSMENT REPORT: Northern Region

Background:

This assessment has been carried out by the Ministry of Home Affairs in collaboration with the Northern region Department of Social Welfare and Development (ADSWD). The province of Northern region was covered by the assessment.

General Observations:

The total population living in the Northern region province is estimated at 3.3 million. Many people are left without shelter and thousands are on the move. Damages are more and more important as you go further south.

Key Findings in Northern Region:

Access to Northern region is easy from Meo. Interviews focussed on people arriving in Manadi, where two large camps have been setup outside the city for the displaced people. 80% of those interviewed described extensive damage to their housing.

They complained about access to food and water as the main reason they moved to the camps. It is expected than more people will move if proper assistance is not delivered rapidly. It seems that 2 other camps have been set up in Wesdis and Nyan

Damage to Infrastructure:

A majority of those interviewed indicated that they had travelled on foot, as the roads were cut off. They reported landslides in the areas where the road traces the river, but also peripheral roads blocked by debris. The main roads from Nahkon to Tonle appear to be intact.

Road access to Mandi, Wesdis,Politto, Namcho, Nyan have been damaged in some place, but should be suitable for 5 or 10 Tons trucks. The transportation to these areas will be longer than normal due to the damages. It is not known how long it will take for the local authorities to clear the roads.

Access:

The railway to Chang Kot is operational. All transhipments from Northland should not have any delays. Storage capacities in the Rail terminal are possible both with Government and commercial warehouse.

Customs authorities in Chang Kot mentioned that have received instructions to clear all cargos with normal customs procedures in force. The circular have been sent to all border points by the Ministry of finance.

ASSESSMENT REPORT: Southern Region

Background

This assessment has been carried out by the Ministry of Home Affairs in collaboration with the Southern Region Rural Development Authority (BRDA). The province of Southern Region was covered by the assessment.

General Observations

The total population living in the Southern Region districts is estimated to be 5.9 million. Families living in the northern districts (Rach Chuen / Anpen) have been more affected than those living in the central or southern parts. Roads and bridges are more and more destroyed as you go further north.

Key Findings in Southern Region:

65% of the families interviewed declared that they lost everything during the quake and many of them are now displaced. Some are far away from their villages (25 %) and some not so far as they reach the valleys and/or other villages. In the mountainous area, shelter items are the main priority to be distributed as nights are getting cold. Families asked for blankets, cooking pots, charcoal, petrol and heaters. Many villages are partly destroyed and the people are sleeping outdoors and trying to find some material for fragile roofing to be protected in case of rains.

Levels of malnutrition in the area are high, and families also expressed immediate concern about the availability of food. Food production in the area is limited and food stocks in towns are being rapidly depleted. The area relies on supplies form the southern plains, which may be disrupted given the logistical damage to roads in the region. Approximately 30% of those interviewed in their home village said they were considering relocating to a larger town in order to access food. The prevention of the displacement of the population has to be taken in consideration, because the camps could be a risk for epidemics.

Damage to Infrastructure:

Access by road is a major issue with many bridges destroyed or damaged resulting in limited or no vehicle access in certain areas. Commercial network is badly affected due to road conditions, and villages becoming more isolated. The community was sensitized about this problem, and some material given to villages in order to repair some bridges and clear some roads. However, some areas affected by the earthquake have severe destruction and other types of material are required to repair roads.

The area around Rach Chuen was very affected by the quake and the population from surrounding villages have moved to villages situated in the west. The road conditions in this area affect the access to the villages. According to the population, very few families are left in remote villages. If we want to distribute some relief items to the populations, the goods would have to be stored, and no buildings are in sufficient condition or big enough to meet the required capacity for storage.

Roads to access Vung tao, Hanan, Phousat, Balagan, Gamuca, Sadway have been severely damaged. The road from Anpen to Negeri is cut in several points, before Rach Chuen.

Number of IDP Camps:

Total Negeri Population: 180,000 (105,000 local + 75,000 IDP)

Five IDPs camps have been set up with the actual following population:

·  Negeri IDP Camp A: 10,000

·  Negeri IDP Camp B: 18,000

·  Negeri IDP Camp C: 15,000

·  Negeri IDP Camp D: 10,000

·  Negeri IDP Camp E: 22,000

Total IDP Pop Negeri: 75,000

*Please note: Camp population is constantly growing as people come from rural areas where households have been destroyed.

Access to Negeri:

So far the only access to Negeri is from Nakhon where 10 MT trucks can pass.

Infrastructure in Negeri:

The industrial complex, North of Negeri has been severely affected. Government Storage capacities have reduced of about 80%. Commercial companies reported damages also, but space can be found (around 30 000 sqm) should be available.

Negeri Airport is severely damaged both Control tower, and the runway. It is impossible for the time being to have fixed wings landing in Negeri. Ministry of Transport and Civil Aviation authority are assessing the scale of damages, and should report to Ministry of Home affairs when they expect the airport, operational again. But according to first data, it will take quite long.

ASSESSMENT REPORT: South Western Region

Background:

This assessment has been carried out by the Ministry of Home Affairs in collaboration with the South West region Department of Social Welfare and Development (ADSWD). The province of South West region was covered by the assessment.

General Observations:

The total population living in the South West region province is estimated at 6.7 million. Many people are left without shelter and thousands are on the move. Roads and bridges are more and more destroyed as you go further north.

Key Findings in South Western Region:

Access in South West region is more limited than in Southern Region. Interviews focussed on people arriving in Nahkon, where two large camps have been setup outside the city for the displaced people. 70% of those interviewed described extensive damage to their housing. They complained about access to food and water as the main reason they moved to the camps. Approximately 40% of those interviewed indicated that wells in their villages had been ruptured by the earthquake and they could no longer draw water from them. A small number of those interviewed described looting of food stocks in some specific villages.

Damage to Infrastructure:

A majority of those interviewed indicated that they had travelled on foot to Nahkon, as the roads were cut off. They reported landslides in the areas where the road traces the river, but also peripheral roads blocked by debris. The main roads from Nahkon to Tonle and to Negeri appear to be intact. Road access to Phangsat, Gum, Kubai, Bayon, Olonga and Shadugh has been severely damaged and are not passable. It is not known how long it will take for the local authorities and Mewong militaries to repair.

Number of IDPs Camps:

3 main IDPs camps have been set up and population of these camps are continuously growing.

·  Nahkon: 50.000

·  Shinang: 10.000

·  Sitwite: 6.000

Access:

Ahynta airport has been slightly damaged. Not clear yet when traffic will resume.

Railway: The railway from Songhak to Ahynta is operational. All transhipments from Westland should not have any delays. Storage capacities in the Rail terminal are possible both with Government and commercial warehouse.

The road from Tonle to Nahkon via Ahynta is operational for 40 MT trucks. May be transport will be delayed by the bridge destroyed north of the province.
