It is everymember’sresponsibility toknowthe Ground Rules aswellastherules of theNationalHighSchoolRodeo Associationrulebook.Anyrulethat isNOTcoveredin theseGroundRulescan befoundintheNHSRArulebook.

MEMBERSHIPS AND FUNDRAISERS

Themembershipfeesfor2014-2015are to bepaiduponjoining theFloridaHigh SchoolRodeoAssociation.This includesNHSRAmembership,astatefamilymembership forallimmediatefamilymembers,contestantinsurance,contestantstatemembership,publishingfeesand asubscriptiontoboththeNHSRATimes and theWestern HorsemanMagazine.Thisfeeisupdatedeachseasonandcanbe foundon theNHSRAapplication.

FUND RAISER AS FOLLOWS:

  1. Each Member is required to sell $150.00 in advertising for the FHSRA Yearbook (Due at December rodeo) if you sell more than the required $150.00 FHSRA will split the profits 50/50 with the contestant (pay out at State Finals).
  2. Each member is required to sell (50) $2.00 gas tickets ($100) for 100 Gallons of Gasoline by the November rodeo.
  3. Possible Raffle Ticket Sales for various items. Details and Dates will be announced at a later time.

Newand returningmemberswhojoinFHSRA after the December rodeowill be requiredtopayan applicationfeethatincludestherequired$150 yearbook ad & any additionalfundraiser monies.

RODEOCALL-IN

There will be a one-time open entry enrollment via email for all 2 day/2 rodeo weekends. Once you are entered in your said event(s), you are entered for the entire rodeo season. If you wish to make a change, you must make the change during the open entry enrollment for the rodeo in which you wish to make a change. If a contestant fails to make a change in their said event(s), they are still responsible for all fees and/or fines for the missed rodeo. After a missed rodeo and non-payment of fees, the contestant will automatically be taken off the entry list and must enter back during the next open entry enrollment time for the rodeo they plan to attend.

The open entry enrollment via email will begin at 8 a.m. on Monday and will end at 5 p.m. on the Tuesday 2 weeks before the rodeo. Any exception to this will be posted on the official FHSRA website. You will be given a Confirmation Number after your entry is received and recorded. If a Performance/Slack Rodeo, your position as a contestant in the Performance or Slack will be indicated with the confirmation number.

Open Entry Enrollment will be via email to the Rodeo Secretary at . The only exception is for contestants who do not have access to email and would like to enter via text.

When there is a performance rodeo, each contestant may enter slack or the performance. The Call-In Secretary will make a list of those that want slack or performance according to the order your entry is received. When the Performances are filled, the contestants will be put in slack according to the order received. If the Performance is not filled, then names starting at the bottom of slack will be used to fill the Performance. If you do not have a preference for slack or performance, it is not necessary to send an email.

There will be a $100 late fee for entering said rodeo between 5 p.m. on Tuesday and 8 a.m. on Wednesday.

If a contestant wants to trade places with another contestant in either performance or slack position, and both contestants have already entered, then both contestants wanting to trade must notify the Call-In Secretary of the trade between 5:00 p.m. and 8 p.m. on the Tuesday of the open entry enrollment.

The open entry enrollment for Cutting will be the same as above.

BADCHECKS

Therewill be a $50.00 chargefor allreturnedchecks. Afteronereturnedcheck,youwillbeon acashonlybasis.

BACK NUMBERS

Youwill be issuedyourbacknumberat thefirstrodeoyouattend.StudentOfficerswill beissuedthefollowingnumbers: President-1;Vice-President-2;Secretary-3;Queen-10.Yourback numberhasyourstatemembershipnumberonit aswellasyourname.Pleasedonot loanyourback numberstoanyoneelse.You are required to wearyourbacknumber(onyour back)at alltimes,in thearenaandonor off therodeogroundswhethercompetingor not.Thisalsomeanstraveling toand from home.If youloseyourbacknumber,see theState Secretaryfor your 2nd backnumber. Ifyou loseor forget thatnumberyoumaypurchase a replacementnumberfor$5.00fromtheState Secretary.Therewill beno refundsgiven.Do notgetcaughtwithoutyour back number on.Thisis a requirement of dresscode andyou will bepenalized thesameas fordresscode rule violations.

ENTRY FEES

Entryfeeswill beacceptedup to 1 hour15 minutesbefore eachperformanceand1 hour and 15minutesbeforeslack.Membersare tobethere ontimeandpaytheirentry fees.Thiswillbe adhered toor youwillbe disqualified. Thereisanemergency numberyoumaycallthedayof the rodeo,whichisto beused for emergencyonly(863)441-0025

Entryfeesarelistedbelow.If youentertherodeoanddonotshowup, youareresponsibleforpayingtheentry fees beforeyou areallowed to rideinanother rodeo.

GROUND FEES

TURN OUTRULE

PleaseseeyourNationalRuleBook.In addition, anycontestantthatturns out, withoutgivingnotification,froman eventwithoutvisibleinjurytohimself,herselfor theirhorse mustpayall of theirentry feesforthatrodeo.Anadditional$25.00penalty fineforeacheventatsaidrodeo mustalsobepaid.Ifnotification oftheturnoutisgiven,youwill beassessedtheentry feesbut nottheturnoutpenalty fine.ThisincludesCutting.ThePRCA ruleconcerningthiswill befollowedwith the exception ofthe ‘outtime’pertainingtoenteringsubsequentrodeos.ForFHSRApurposes,the Call-in Secretarymustbenotified24hours prior to thefirst performance.A contestantorhorsewith a visibleinjurymayturn out ofanyeventat a rodeowithout adoctor’s/veterinarian’swrittenexcuseprovidednotification ofsuch turnoutisauthorizedby two (2) Directorsatthatgivenrodeo.Contestantmayturnoutof one (1)eventanddoes nothave toturnout ofallhis/herevents.Failure to attendwillresultin theabove feesandpenalty,noexcuses,unlesscompliedwith asoutlinedabove.Thesemonies must bepaidbeforecompetinginsubsequentrodeos.Forallrodeos,theRodeoSecretary, inaddition totheappropriateDirectors,must benotified ofvisibleinjuryturnouts.For rodeossponsored byotherstates,you must complywith thesponsoringstatesrulesregarding turn outs.

PERMIT (ONE TIME) RIDERS

Anyhighschoolstudentenrolled inanaccreditedschoolwhoseageis20 andunder,mayenter oneFHSRA(2performances).Thestudentmustfollowall FHSRArules,includingthefollowing:

  • Contestantswillreceiveno points.
  • Musthavenotarizedreleaseformpriortocontesting.
  • Must pay$35.00forinsuranceand handling ofpaperwork.
  • $15.00maybe appliedtofullmembership,providedhe/shejoinsatnext rodeo.
  • Musthave reportcardsignedbyPrincipal witha 2.0GPA.
  • Must call-in atregularcall-intimes andcheckback to verify timetoperform.
  • Memberswillhavepreferenceof performances.

GRADE REQUIREMENTS

Students must be in good standing; not ruled undesirable for misconduct at school. Students must have a 2.0 Grade Point Average (GPA) to be eligible to compete, refer to the 2014-2016 NHSRA Rules, By-Laws & Constitution (Rulebook) for complete rule.

All FHSRA Contestants must turn in a report card, transcript, or certified teachers testing results (for home schooled members) from last year to prove enrollment in school. There is no GPA requirement to start the new 2015-2016 rodeo year.

Report cards are to be submitted in “hard copy” form to the Report Card Secretary prior to competing in the November, February, and State Finals Rodeo by all contestants. You must have a 2.0 GPA in order to compete.

If you do not have a 2.0 GPA, you will be penalized 1 rodeo and will remain ineligible to compete until you again have a 2.0 GPA. Your 1 rodeo penalty will be determined once the Report Card Secretary has your report card. It is the contestant’s responsibility to verify the Report Card Secretary has received the report card and has assessed the 1 penalty rodeo. Once you have proof you once again have a 2.0 GPA, you must submit the approved documentation to the Report Card Secretary in order to resume competition in said rodeos.

If you have not been issued a report card by the November or February rodeo, you are then required to provide one of the following:

FHSRA SANCTIONED QUALIFYING RODEO - CONTESTANT REPORT CARD INFORMATION/CURRENT GRADE VERIFICATION (Form found on website)

VALIDATED PROGRESS REPORT FROM YOUR SCHOOL INCLUDING A SIGNATURE FROM CLASS TEACHERS OR FROM A SCHOOL OFFICIAL SUCH AS A GUIDANCE COUNSELOR OR PRINCIPLE

You are then required to bring the “hard copy” of your report card to the following rodeo. This must be turned in to the Report Card Secretary for verification prior to being able to compete.

DRESSCODE

When required,members,directors,officersandhelpers must be incompletewesternattire,approvedpants,hat,bootswhichmusthave a heelandcannotbe ridingsneakers,beltandlong-sleevedwesternshirt.Members mayremovetheirbeltwhilecompeting,butitmustbeon atallothertimes.All shirtsmusthave acollar.Shirtsleevesareto bewornrolleddown. (Seethe NHSRArulebookfortheonlyexceptionto thisrule.)Girlswearinglow-risejeans mustmakesureshirtstaystuckedin.Contestants must be indresscodefortheState FinalsBanquetandallmandatorymeetings.

Theabovedescribeddresscodeisrequiredasspecifiedinthe NHSRA Rule Book.FHSRAmembersmustbe inofficialdresswheninthe standsorwithin50feet of thearenawhethercompetingor not. Contestants must beinOfficialDress 30 Minutes priorto rodeostartinganduntilthe lastcontestanthascompeted.Backnumbersmust bewornonyour back atall times,whethercompeting ornot. Memberswillbe given a warningfor beingout of dresscodeandifcaughtagainyouhave to gobeforetheBoardofDirectors.Failuretocooperatewillresultin contestantdisqualificationasper NationalRuleBook.

Dances/Socials: Contestants are required to wear backnumbers at allContestantDances.T-shirtswithcrewneckcollarsandsleevesmaybe worn,but noscooporv-necksareallowed. NOCUT-OFF, MIDRIFF ORSLEEVELESS SHIRTSOF ANYKINDAREALLOWED.ShirtsMUSTbe tuckedin. Anymessagesonclothingmustbepositive andcannotadvertisealcohol ortobaccoproducts.Westernboots andhatsareoptional.Queensmust wearbannersandnumberstoContestantdances.Anyattiredeemedinappropriatebyan adultchaperone ordirector/officermust bechangedbefore admittancetothedancewill be allowed.Wewillbe abidingbytheNHSFR Patch Program.

HATRULE

All contestants must wear a western hator helmetwhentheycompete. BarrelRacers,PoleBenders and GoatTierswillreceivea 5secondpenalty ifsheenterstheplaneof thearenawithouther hat.Hatsmust be onthecontestantsheadwhenenteringthe planeofthe arenaor a penalty will be assessed. Ifyou arenotsurewheretheplaneof thearenastartsyouwillneedto ask thearenadirector orthe eventdirectorforclarification.Anycontestantthatshowsintentionalplacementof hat orshaking ofheadcausingloss of hat willresult ina 10secondpenalty issued bythejudge.

POINT SYSTEM

If youhaveanyquestionsor complaintsregardingthepoints in a rodeo,youhaveuntilthefinalperformanceof the following rodeotoget this straightened outwith the PointSecretary. FHSRA willcountthepointsfrom 100%of the totalnumberof rodeostoqualify you forStateandNationalFinalsineachevent.Thetop15in eacheventwillqualify forStateFinals.Contestantsmustcompetein a minimumof1/3ofthequalifyingrodeos in aparticulareventto be eligible tocompete atStateFinalsinthatparticularevent,with theexceptionof amedicalrelease.Onlycontestantswhohaveenteredandreceivedpoints ina particularevent areeligibleforStateFinalsin thatevent.Wewillbe awardingaveragepointsforthe toptencontestants at StateFinals in eachevent.The All-AroundCowboyandCowgirlwill be determined forthe year bytotalpoints earnedin allevents,pluspointsearned atFinals,regardlessof whethertheyhaveenteredthoseevents intheirStateFinals,provided theyhaveenteredtheirStateFinals

ROOKIEAWARDS

A RookieCowboyand RookieCowgirlwill be chosenonpointsthe sameasAll-Around.To be considered a rookie,itmustbe your firstyearcompetingin NHSRAandyou must haveenteredand receivedpoints.Rookiebuckles will be awardedattheyear-endawardsbanquet.

ROUGH STOCK

ASafetyVest ofyour choice aswellas amouthpiece isto beworn inall roughstockevents. NOEXCEPTIONS.PleaseseetheNationalruleBookregardingthisrule.Allcontestantsarerequired tocomplete a Safety inspectionwith the EventAdultDirectorprior tocompeting.AdultEventDirectorhastheauthority tomandate if apieceof equipmentisunsafeto competewithand torequireareplacementpriortocompeting.Youwill not beabletoperforminroughstockriggings thatdo notconformtoNHSRAstandards. All Bull riders are required to wear a helmet. NO EXCEPTIONS

TIMED EVENTS

Anycontestantknowingtheyneed tobesplitduringtheperformance orslackmustnotify theCall-InSecretaryat thecall-intime.

A contestanthas a 30secondtimelimittocompete.Timelimit istostartat thejudge’sdiscretion, athissecondcall.Contestantshave3minutesfromthetimethebarrier is pulledtocompeteor changehorsesfor anevent.Therewill be norattling ofchuteorgatesintimedevents.Thisapplies in boththeperformanceandslack.Thecontestantand/orpersonrattling thechutewillbe disqualified.

STEER WRESTLING

PleaseseeyourNationalRuleBookformostrecentchangesto rules.Forsafety reasonsSteerWrestlerswillonlyget 1 jumpatallrodeos.

CALF ROPING

PleaseseeyourNationalRuleBookformostrecentchangesto rules.

TEAMROPING

Youwill be allowed threeloopsinteamropingwith a 30secondtimelimit. If thefrontfootisintheloopwhentheHeaderdallies,turnsoff andchangesdirection ofthesteer,therewillbe anautomatic ‘No Time’.Ifyourrodeopartnerfailstoshowup orisinjuredandcannotcompetein theteamropingevent,youcanpick anotherpartnernotalreadyintheteamroping.Thepartnermust beenteredinanothereventin thesamerodeo.Eachcontestantinteamropingwillreceiveindividualpointsearned of thesame valueascontestantsin otherevents.Partnerspointswill beaddedtogether toforma teamat theStateFinals.Championswill betheendof theyearhighpointheaderandheeler. Ifeitherpartnerisdisqualified at StateFinals,bothareout of team roping. PleaseseeyourNationalRuleBook.

GOAT TYING

The arena willreceive a dragbeforethe GoatTyingeventstarts.Thegoatsprovidedwillhavehornsnolongerthan8 inches.If thecontestant’shorsecrossesover the ropeor goat,or if thecontestant’shorsecomesincontactwithgoat orropeat anytime, atensecondpenalty will beassessed tosaidcontestantbetweenflags. Ifthegoatshouldbreak awaybecauseof thefaultof thehorse,thecontestantwillreceivea notimebetweenflags.Arenahelpwillnotcatchthecontestant’s horseuntiltheflaghasbeen dropped.

Therewill be a1 minutetimelimittoenterthearenaafteryournamehas beencalled thefirsttime.Toqualify asa legalwrap there willbe atleastonecompletewrap aroundatleastthreelegsanda halfhitch,hooeyor aknot. Goatswillbe dividedbythenumber ofcontestants.Thegoatswillremainon thestake forthenumber of runsthat isnecessary.Example:If thereare40contestantsandthereare 10goatstheneachgoatwillgo 4times in arow.Pleasesee yourNationalRuleBookfor most recentchanges to rules.

BARRELS

Barrel Racecontestantsmaynot ride the samehorse.Therewill be a1minutetimelimitto enterthearenaafteryournamehasbeencalledthefirsttime. Barreldragswillbedeterminedbythemanagement ofthe rodeowhichconsists of theEventDirector,the judges,FHSRA Vice President,NationalDirectorand rodeohostcommitteerepresentative.Barrelswillhavepadsplaced onthetop ofeachbarrelduringthebarrelevent.See yourNationalRuleBookfor most recentchanges to rules.

POLES

Pole Bendingcontestants maynot ridethesamehorse.If runningpatterntowardstockpens, nostockisto beloaded.Therewill be a1minutetimelimitto enterthearenaafteryournamehasbeencalledthefirsttime.Poledragswillbedeterminedbythemanagement ofthe rodeowhichconsistsoftheEventDirector,thejudges,FHSRA Vice President,NationalDirectorandrodeohostcommittee representative.SeeyourNationalRulebook formostrecentchangesto rules.

CUTTING HORSE COMPETITION

Cuttings willhave 2-go’s at one rodeo.Ifcuttingcannotbe heldon arodeoweekend,therewill betheoptionto holdcuttinganotherweekend.Seeoptionalcuttingrule inthe NHSRA Rule Bookformoreinformationrequirements.A scoreof 60 willreceive a 0. A contestantmayridethe horseoftheirchoice. No twoboysor two girlscanridethe samehorseinthecuttingevent. See yourNHSRA/NCHA rule book. The cutting horse competition will only count towards boys and girls all around at the state finals competition.

REINED COWHORSE COMPETITION

Reined Cow Horse will hold competition on different weekends than the rodeos. Schedule is posted on website FHSRA.com. The Reined Cowhorse will be offered at a minimum of (3) times at the qualifying level. Reined Cowhorse is CoEd. Boys and girls will compete in the same event. No two exhibitors can ride the same horse. The Reined Cowhorse competition will only count towards the boys and girls all around at the the State Finals competition. See your NHSRA rulebook for additional information and most recent changes. Call In Information for Reined Cowhorse will be posted on the website a minimum of 2 weeks prior to the event.FHSRA.com

SHOOTING

If ashootingisnotavailable on a rodeo weekend, therewill be theoptionto have ashootingonanotherweekend. Thiswill maketheshooterseligiblefora national finalsteamjacketandtravelmoney.Call in for shooting:Shooters will have a separate call In. The information will be posted on website no less than 2 weeks prior to the shooting. FHSRA.com

Point System:Shooting sports will follow the same pointssystem as the rodeo except:

1.Shooting points are separate from the Rodeo points. shooting points do not apply to the all-round.

2.Shooters must compete in a minimum of75% of the qualifying matches in a particular event(rifle, trap) to be eligible to compete at the State Finals in that particular event.PleaseseeyourNationalRule Book for most recentchangesto rules

ALL EVENTS

In allevents,theAdultEventDirectormaydisqualify a contestant ifhe/shecannotcompete ina timelymanner forsafety reasons.

All chain, metal andwire tie-downs, nosebands and bosals must becovered.

STATEFINALS

State Finals stockwillbedrawnwith onestockpercontestant,plusthreeextra in alltimedevents.

TIES AND TIE BREAKERS

All tieswillbe handled asfollows:

  • Points- Points will besplitequallybetweenthecontestants.Example:1stand2ndplacesplit =19points divided by2equals

9.5 pointsawardedto eachcontestant.

  • Awards/bucklesawardedat rodeosthroughouttheyearandat StateFinalswill beduplicated intheeventof a tie.Therewill beonlyone Champion ineachevent fortheendof the yearawards.Thereforethesetieswillbe run offaftertheregularcompetitionaccordingto PRCA or collegerodeoguidelines.
  • In theeventof atiein theroughstockcompetition,twoanimalswill bedrawn fromaminimumof 3animals,bythe EventDirector,StockContractor,andJudges.
  • Each contestantwill compete on oneheadand thebestscore or timewillwinthe tiebreaker. Contestantswilldrawtosee whogoesfirst.
  • No animalwillbebuckedbackto back.

NATIONAL MONEY DISTRIBUTION

TimedeventcontestantsandtheFHSRAQueenreceive alargerpercentageofexpensemoneyfor NationalFinalsthanroughstockandshooting contestants.

OTHERIMPORTANTINFORMATION

Youwill begiven a NationalHigh SchoolRodeo Association Rule Book at the firstrodeoyou attend. Readtheserules andlearn them well.The FloridaHigh SchoolRodeo Association StateFinals areconductedbythis NHSRArule bookaswellasall the rodeosthroughouttheyear.If you are indoubtofanyof the rules,aska Directoror officerof theFHSRA. If youaredisqualified forbreakinganyofthe Associationrules,youareentitledto ahearingbeforethe Boardof Directors.Pleasefeelfree tocall anyof theDirectors,OfficersorSecretariesoftheFHSRA ifyouhave anyquestionsorproblems. STUDENTOFFICERS / QUEEN JOBDESCRIPTION

QUEEN

  • During onedayrodeoswherethereistypicallynota GrandEntry, the Queenshouldbe preparedtocarrythe flagandrideforthe NationalAnthemandstand for prayer.
  • For rodeoswithperformances, the Queenwillcoordinate aGrand Entry with thestudentmembers.To be included intheGrand Entry istheAmericanflag,sponsorflags,NationalAnthem,prayer,introductionof StudentOfficers,followed bytherestof thestudentparticipants.The Queen willalsoneedtocoordinatewithQueensfromotherstateswhenwehost amulti-stateevent.
  • The Queenshallwear herbanner/sashwhenrequiredto bein officialdress code. Sheisalsorequiredto bein westernattireat alltimesduringperformanceswhethercompetingor not.
  • The Queen isresponsibleforcare,cleaningandtransportation of theflagstoall rodeos,expensesformaintenanceto bereimbursed bytheFHSRA.
  • The Queen isprimarilyresponsible forthesellingof50/50tickets tosupportthestudentscholarshipfundandpromotepublicrelationsinthestands. Ifshecannotsellthe50/50tickets,it isher responsibility toappointsomeonetosellthemthatwillrepresentherselfandthe FHSRA in a positiveway.
  • The Queen willplanandattend at leasttwocommunity serviceprojects over therodeoseason.CoordinationwiththeBoard ofDirectorswillbeneeded toensurea coordinatedevent.
  • The Queen willsupplythe website secretarywith Grand Entry themes andanyotherarticlesofinterestona timelybasistoensurepublicationon the website.
  • The Queen will beresponsiblefor otherdutiesasdeterminedbythe Board ofDirectorstobe in thebestinterest of theFHSRA.
  • Membersmaynotrun forbotha Student OfficerpositionandQueen.
  • StudentofficersandQueenreceivetwo (2) preferredcall-ins, same asothermembers. Itishighlyrecommendedfor theQueen,wheneverpossible,toenterslackat rodeoswithPerformancessothatsheisfreetoremaindressedwith her bannerandcrown and performherduties as listedaboveforpublicrelationsandGrand Entry.Entryfees for the Queen arepaidbytheAssociation. Allotherexpenses suchashook-ups,stallfees,etc. arethe responsibilityof theQueen.
  • TheQueenisrequired tosignand followa codeof conductandwillholdto a higherstandard thanothermembers.
  • The Queen will beallowed tokeephercrown.

STUDENTPRESIDENT

  • Must be presentat rodeo’sGrandEntry.
  • Call forandconductallstudentmeetings.
  • Attend Director’smeetingswhenrequested.
  • Coordinatenominationsandelectionsof StudentEventDirectors.
  • Must be in westernattireatallrodeoswhethercompetingornot.
  • WillassisttheQueenwithcommunityserviceprojects.
  • Willpromotethe FHSRAtotheyouthandadultsalikethroughoutthestate.
  • Willappointa committeetoplan,constructandsubmit ourscrapbookforcompetitionat theNHSFR.
  • Willbe responsible forotherdutiesasdeterminedbythe Board of Directors to be intheinterestof theFHSRA.

  • Willbe responsible forotherdutiesasdeterminedbythe Board of Directors to be intheinterestof theFHSRA.

  • Send appropriatecorrespondencetorodeosponsors,members,etc.

  • Assist StateSecretaryin retrieving scoresheets andcommunicationwith RodeoSecretaryduringrodeos.
  • Be in westernattireatallrodeoswhethercompetingor not.
  • Willbe responsible forotherdutiesasdeterminedbythe Board of Directors to be intheinterestof theFHSRA.
