DUTIES:

As a recognized expert in the field of Internet technology, oversees the implementation, maintenance, enhancement, and coordination of online systems and Web site(s) on the Internet. Oversees the information architecture and usability of Internet and Intranet-based Web site(s) and applications. Designs wireframes, templates, and other web interface components. Monitors emerging user experience trends and directions and makes recommendations accordingly. Oversees user experience strategies, projects and/or programs related to the web. Provides expertise in analyzing, diagnosing, and resolving problems in support of web sites and applications. Develops conceptual models to explain difficult concepts to executives and stakeholders. Collaborates with visual designers and technologists to ensure usability and accessibility of web sites and applications.

Provides expert analysis and advice and develops solutions to solve issues and problems on programs with complex information architecture (IA) challenges or where new techniques should be employed. Identifies IA issues relevant to LOC Web services based on loc.gov operations and changing program requirements. Collects relevant information from many varied sources for analysis and makes authoritative recommendations directly related to improving the information architecture and user experience of LOC web properties.

Evaluates and test programs/projects that affect broad mission areas regarding Library of Congress (LOC) websites. Develops strategies on how usability testing can be conducted across the institution's web properties. Applies usability standards to new web applications and systems. Collaborates closely with business owners and usability testing professionals to conduct research and understand user needs.

QUALIFICATIONS REQUIRED:

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to communicate in writing.
