Job Purpose

The Strategic Leadership Team is collectively accountable for the delivery of the Council’s key goals, as set out in the Borough Manifesto and Corporate Plan, and for ensuring that all the statutory duties of the Council are met. They support the Leader and Cabinet in developing and implementing the Council’s vision to:

·  Enable social responsibility

·  Develop a new sense of civic pride

·  Grow our borough

The Director, People and Resilience is responsible specifically for commissioning the people-focused services which promote resilience, health and wellbeing, provide continuing support to those who need it, and safeguard those who are at risk. The post holder will be the lead for the delivery of the Borough Manifesto themes and targets related to education, health and well-being.

Leadership responsibilities

·  To define and maintain a new deal with residents, equipping them to become more self-reliant, building new relationships with the third sector and boosting capacity and re-casting the culture of the Council to be less paternalistic.

·  To be a model of the leadership behaviours which are expected of all senior managers in our new kind of Council as set out in the person specification at Annex A, consistent with the Council’s core values.

·  To secure, and build, on the implementation of the Council transformation programme.

·  To work collaboratively with residents and key partners in creating networks and opportunities to improve services for the people of Barking and Dagenham

·  To be a champion of the Council’s approach to equality and diversity

·  To maintain the highest standards in financial and people management and corporate governance.

Specific Accountabilities of the Role

·  To hold the statutory roles of Director of Children’s Services (DCS) and Director of Adult Social Services (DASS).

·  To ensure the development of strategies and delivery plans so that Council outcomes related to education, health and well-being are achieved and work in a whole systems way to translate council priorities and outcomes into a range of internally and externally delivered provision.

·  To lead commissioners and support teams to ensure the creation of evidence based strategies, policies, plans and commissions that can deliver these outcomes.

·  To identify new trends and challenges as they emerge. This will include understanding relevant legislation and guidance, the evidence base for effective services, taking account of government thinking and local pressures and shaping services as a result.

·  To act as the Council’s principal adviser on all aspects of social care, including new developments and innovative practice, in order to ensure that elected members, chief officers and Council staff have the leadership, advice and guidance necessary to provide services which meet the needs of residents.

·  To ensure effective systems to safeguard vulnerable children and adults, and to lead strategic partnerships to ensure that their needs are met.

·  To provide management oversight for the Council’s in-house services for Adults’ and Children’s Care and Support.

·  To provide strategic leadership for the Council’s responsibilities in education, to improve attainment and standards, ensuring that services focus on narrowing gaps, reducing disparity in outcomes between groups, between and within schools.

·  To lead work in taking forward more effective integration of health and social care; and maintaining an overview of how NHS transformation programmes will impact on the Council and its residents.

·  To provide strategic leadership of the borough’s programmes to improve public health, promote healthy lifestyles, and well-being.
