Details of Service / The person appointed to this post will work within the Integrated Services Directorate; working as part of multi-disciplinary teams delivering a coordinated approach to client care.
Regional Centre for Nursing & Midwifery Education
The Regional Centre for Nursing & Midwifery Education is located in Connolly Hospital, Blanchardstown, Dublin 15. The Centre has a geographical remit for HSE DNE. A broad range of education and training programmes are provided by the Centre based on identified service need and organisational objectives.
Aims & Objectives of the Centre
·  Provide education and programmes of professional development across all divisions of nursing & midwifery
·  Identify in partnership with Directors of Nursing and Midwifery, Planning and Development the education, training and development needs to support the delivery of nursing/midwifery care
·  Provide a comprehensive training and development programme in accordance with annually agreed objectives with the Board of Management
·  Ensure the training and development is aligned to national initiatives and to organisational objectives
·  Ensure very close working relationship and liaison between higher education institutions and all health service agencies
·  Promote cross divisional and interagency educational practices
·  Promote the professional development of staff
·  Source and evaluate internal and external education and training providers
·  Establish and maintain systems to record education, training and development activities in accordance with agreed objectives
·  Evaluation of education, training and development activities
·  Encourage and support the research agenda at local and national level
·  Ensure the education, training and development activities are grounded in sound evidence
Reporting Relationship / Director, Regional Centre for Nursing & Midwifery Education
Purpose of the Post / To assist the Director to plan, develop and deliver practice-based education for nurses and allied health professionals in order to contribute to the continued development of an effective, person centred and equitable health service in the HSE DNE. The role involves the planning, budgeting, co-ordinating, implementing and evaluating of a range of educational courses and events. Education should be based on relevant and up to date research and provide a collaborative learning environment to encourage reflection and innovation
Principal Duties and Responsibilities / The post holder must:
Education, Learning & Research
·  Participate in the identification and delivery of the education, training and development needs of all nurses, midwives and support staff within the Centres remit.
·  Contribute to planning and delivering comprehensive education, training and development programme in accordance with annually agreed objectives as assigned by the Director of the Regional Centre for Nursing & Midwifery Education.
·  Encourage and support the research agenda at local and national level.
·  Ensure that education, training and development activities are grounded in sound evidence.
·  Monitor the effectiveness of educational training and development programmes on service delivery and professional development.
·  Be accountable for undertaking regular evaluation of training and development activities.
·  Provide progress reports to Director and Board of Management
·  Contribute to the annual prospectus of programmes and service plan
·  Collaborate with colleagues to address teaching and research issues.
·  Initiate, facilitate, and moderate classroom discussions.
·  Keep abreast of developments in their field by reading current literature, talking with colleagues, and participating in professional conferences. Prepare course materials such as syllabi, assignments, and handouts as required.

·  Plan, evaluate, and revise curricula, course content, and course materials and methods of instruction.

·  Liaise with Directors of Nursing/Midwifery, Practice Development and members of interdisciplinary teams in the design and provision of education and training.
·  Design, develop and deliver classroom, on-line and distance learning education that is responsive to the needs of health and social care professionals in a variety of settings.
·  Identify continuing education needs for nursing/midwifery staff and organise and participate in programmes to meet these needs.
·  Develop and conduct outreach programmes, as feasible.
·  Foster an ethos of research and facilitation of evidence–based practice within the Regional Centre for Nursing & Midwifery Education
·  Identify, initiate and engage in research activities.
Leadership & Management
·  Work with interdisciplinary team to develop the strategic goals of the department and ensure they are realised.
·  Plan, budget, develop, co-ordinate, deliver and evaluate education and training programmes and events.
·  Advise the Director of the Regional Centre for Nursing & Midwifery Education and other staff in relation to education and training in relation to future development, strategic links and resource requirements.
·  Ensure the financial viability of programmes undertaken.
·  Maintain statistical data and supply quarterly and annual reports. Provide a monthly update on own activities to the Director, Regional Centre for Nursing & Midwifery Education.
·  Co-ordinate and develop education policies and protocols.
·  Provide mentorship and/or supervision to learners and act as role model and specialist resource person.
·  Establish relationships with health and social care providers within the statutory and voluntary sectors, identify educational needs and design and deliver appropriate responses.
·  Serve on committees and groups and collaborate with other organisations and institutions as relevant.

Eligibility Criteria
Qualifications and/ or experience / Candidates must have at the latest date of application: -
a) Registered in the relevant Division of the Register of Nurses maintained by Bord
Altranais agus Cnáimhseachais na hÉireann (Nursing & Midwifery Board of Ireland);
and
b) Be registered with Bord Altranais agus Cnáimhseachais na hÉireann (Nursing &
Midwifery Board of Ireland) as a Nurse Tutor (RNT).
and
c) Have the clinical, managerial and administrative capacity to properly discharge the
functions of the role.
NB Post holders must maintain annual registration with Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland)
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.
Post Specific Requirements / ·  Demonstrate significant post registration nursing experience which includes an interest in Mental Health Nursing and/ or Intellectual Disability Nursing and/or General Nursing.
·  Demonstrate substantial recent experience in teaching and facilitation, as relevant to the post.

Nurse Tutor

Terms and Conditions of Employment

Tenure / The post is permanent and whole time.
The post is pensionable. A panel will be created from which permanent and specified purpose vacancies of full or part time duration will be filled. The tenure of these posts will be indicated at “expression of interest” stage.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The salary scale for the post @ 1/1/10 is: €55,599 – €56,368 – €57,133 – €57,903 – €58,671 – €59,441 –€60,206 – €60,977 – €61,746 – €62,514
Working Week / The standard working week applying to the post is to be confirmed at Job Offer stage.
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).
Annual Leave / The annual leave associated with the post will be confirmed at job offer stage.
Superannuation / This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004.
Probation / Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.
Protection of Persons Reporting Child Abuse Act 1998 / As this post is one of those designated under the Protection of Persons Reporting Child Abuse Act 1998, appointment to this post appoints one as a designated officer in accordance with Section 2 of the Act. You will remain a designated officer for the duration of your appointment to your current post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. You will receive full information on your responsibilities under the Act on appointment.
