Administrative/Procurement Officer

(Fixed-Term Appointment)

Level: NOA

TERMS OF REFERENCE

PURPOSE OF THE POST:

Under the supervision of the Operations Manager, the incumbent is accountable for delivery of efficient and cost effective administrative support services, providing guidance for operations of administrative support services and management of administrative staff. Ensures the office’s administrative operations and services are in compliance with the organization's administrative policy, procedures, rules and regulations.

The incumbent administers the supply operations requiring basic professional technical expertise in support of operations and programme objectives. Responsible for effective planning, contracting, procurement, distribution, and inventory management of UNICEF's supplies, in support of the Country Programmes and operations

MAJOR DUTIES AND RESPONSIBILITIES:

The incumbent will be responsible for the:

  • Appropriate interpretation and application of administrative policy and procedures and its timely implementation to support operations at the country and sub-country levels.
  • Rapid and relevant responses and assistance to evolve supply needs and situations, including emergency situations, with a priority on achieving value for money.
  • Integrity, standards and accountability monitoring by implementing sound, accurate supply/logistics management systems, procedures, documentation and accurate reporting.
  • Professional assistance and training provided for capacity-building in order to enhance efficient, effective and timely delivery of supplies.
  • Budget preparation and monitoring, itstimely and properly implementation in the area of administrative management and services.
  • Effective procurement administration to attain lowest cost without sacrificing quality.
  • Management and operations of delivery and improvement in administrative support services; security arrangements and property maintenance of administrative supplies, office equipment, vehicles, etc.
  • All administrative transactions and arrangements of contracts in compliance with the applicable policies, procedures, rules and regulations.
  • Staff development capacity through active staff learning programmes in the area of administrative management and services.
  • Effective collaboration and partnership in supply/procurements/purchasing/contracting/logistics with internal and external counterparts by developing better coordination, communication and networking;
  • Any other assigned administrative management responsibilities and servicesas required

QUALIFICATIONS AND COMPETENCIES REQUIRED:

  • EDUCATION

University degree in Social Sciences, Business Management, Administration, Finance, Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing, contracting or a recognized qualification in procurement and contracting.

Educational qualification in relevant areas (transport or logistics operations/management, supply change management, etc.) or any other relevant field of discipline.

  • WORK EXPERIENCE

Three years of progressive relevant professional work experience in office management, administration, finance, supply or any other relevant function. Work experience in emergency.

a) Specific Technical Knowledge

  • Administrative service management functions of the job as required in the context of the country situations and conditions of service;
  • UNICEF administrative service management’s policies, procedures and guidelines in the manual as relevant, in the context of the country situations and conditions of work;
  • UNICEF Mid-Term Strategic Plan (MTSP) as it relates to administrative service management in the context of the country situations and conditions of service;
  • Specialized, standard technical knowledge (product knowledge, market research/analysis) required for essential Supply Management/Purchasing/Contracting (e.g., vaccine, equipment, medical supplies, contracts, customs function, taxation, insurance, etc.);
  • Knowledge of relevant Information Technology software.

b) Common Technical Knowledge

  • Principles of office management, operations management, programme management and administration;
  • Administrative service management's goals, visions, positions, policies, and strategies;
  • Information and Communication Technology administration;
  • Supply operations, logistics and purchasing administration;
  • Rights-based and Results-based management and programming approach in UNICEF;
  • UNICEF emergency programme policies, goals, strategies, approaches and procedures;
  • Knowledge of managing inventory, transport, and diverse logistics operations (e.g., programme supply & logistics) in the international environment;
  • Knowledge of supply/contracting/logistics policies, goals, strategies, and approaches;
  • Knowledge of public procurement principles and processes;
  • Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice;
  • Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques;
  • Knowledge of financial and legal implications in procurement process.
