The Minutes of the meeting held on Tuesday 2nd August, 2011were approved and signed by the Chairman.

MATTERS ARISING - information from the Clerk

54a) PCSO McCaffery – Debbie was unable to attend the meeting, but had confirmed by email that criminal damage and a theft from a motor vehicle had occurred recently in the village, and requested that parishioners make sure they secure their vehicles and don’t leave anything on display. The Speedwatch eligibility forms have been passed to PCSO Woodward who will be going through them with Sgt Williams, but nothing looks to happen before the middle of October as Sgt Williams is on a six week leave at present.

211) Rural Aid – A letter has been sent to the Chair of Governors, requesting whether they are prepared to supplement the grant with funds from the Saplings Early Years budget to enable the project to move forward. Coun.Farrow confirmed that the next meeting of the Governors will be on the 19th September, when hopefully a decision will be made.

8a) Tennis Club Lease – On-going.

48) Broken water meter cover, Service Road Silver Street – This has been repaired by SWW. With regard to the wear and tear to the pavement at the entrance to the Service Road, this is going to be inspected by Emma Stamp from DCC Highways in due course and she will advise her recommendations.

59a) Free Salt/Spreader – The Spreader has been ordered and due for delivery in the Autumn and will need to be collected. With regard to the salt, this will arrive Sept/October in one tonne dumpy bags. The new position for the Red Container still to be decided and discussed by Amenities at their next meeting.

67) Village Hall Official Opening of the Toilets – Councillors were reminded that this happens on Saturday 10th September, 2pm with the official opening ceremony at 2.30pm.

59a)Street Lighting – Coun.Farrow advised that our lights will be turned off from approximately 12.30am for a period of 5 hours, despite Ipplepen having had all their lighting replaced with the reduced voltage lamps. This will happen once DCC have received all comments from their consultation. The Parish Council agreed to write back to DCC with no objection to our lights being switched off during this period.

74) COUNTYCOUNCILLOR’S REPORT– Coun.Smith absent

A report was read out from Coun.Smith by the Chairman in his absence. The report confirmed that the roundel and rumble strips in Orley Road are to be refreshed as are the white lines along the route. With regard to the petition submitted by our District Councillor to Devon Highways on traffic management in Ipplepen, a reply has been received from Mike Jones who is a Senior Traffic Officer with the Traffic Management Team who has given the matter considerable attention. However, the facts are that there is insufficient evidence to justify the cost of traffic calming measures in the areas referred to in the petition.

75) DISTRICT COUNCILLOR’S REPORT– Coun.Dewhirst

Coun.Dewhirst expressed his disappointment at the reaction from Devon Highways on his petition and commented on their various reasons. The Chairman advised that he did not feel it was necessary for Mr.Jones to visit the Parish Council as his reply had been comprehensive enough.

It is hoped that the Parish Council will reply to the recent letter received from Teignbridge concerning our Public Toilets.

The Ipplepen Community Hub is moving forward. We have to be aware that it has to be self supporting and therefore it is critical that we can come up with a model for the Café that will cover the day to day running costs. Hopefully a business plan will be available within the next few weeks.

An additional walk in Ipplepen is to be added to the Teignbridge Walk This Way Scheme. At the moment walks from the village are Levels 1 and 2, shorter walks, but from Friday 16th September there will be a longer Level 3 walk starting from Fermoys at 10.00 am – as an additional incentive Fermoys will be offering refreshments on the 16th Sept.

a)Items from Devon County Council:

A reply had been received from DCC in response to the petition of nearly 400 names requesting DCC for a commitment to cure some of the traffic problems in Ipplepen. However, as mentioned above in Coun.Smith’s report the facts are that there is insufficient evidence to justify the cost of traffic calming measures in the areas referred to in the petition.

b) Items from Teignbridge District Council:-

Public Toilets Opportunity – Ipplepen Toilets

A letter had been received advising that a review is taking place of the public conveniences provided and maintained by the District Council. It was agreed to reply advising that it is most necessary to retain our Public Toilets, which are well used by delivery drivers and users of our play park etc.

Road Closure – Paternoster Lane, Fore Street, The Square, Edgelands Lane & Silver Street 10am-11.15am on 13th November for the Remembrance Service.

Draft Active Leisure Strategy 2011-2016 Survey which can be completed on line at by Friday 14th October 2011. A poster to appear in the notice board.

Community Hub – No further information

Millennium Centre–Next meeting due to be held on Monday 12th September 6.15pm at Mill.Centre (Note change of day and time)

Village Hall–Village Hall Official Opening of the Toilets – Councillors were reminded that this happens on Saturday 10th September, 2pm with the official opening ceremony at 2.30pm.

Talc– Next meeting 6th October, 2011 7pm, Teignbridge Council Chamber

Diamond Jubilee – The Chairman agreed to complete the grant form for applying for funds to assist with the celebrations from the Ipplepen Community Fund (Coun.Popham and Mrs.Olding declared an interest). It was also suggested by Coun.Heath that we apply to our District Councillor for funding towards the souvenirs, this was agreed.

Community Fund – Next meeting to be held on 13th September at Mill.Centre 8pm.

Clerk’s Meeting at Teignbridge District Council

The Clerk had attended at meeting today and advised that as the Standards Board for England was being disbanded the present Code of Conduct will no longer be applicable. If and when the Localism Bill is agreed, Councils will have the opportunity to write their own Code of Conduct and will no longer be answerable to the Teignbridge Standards Board. However, Councillors will still need to complete the Register of Interests Forms. The Clerk’s all expressed their concerns about this action and in particular being abandoned by Teignbridge. DALC are also most concerned about Parishes and Town Councils writing their own Code of Conducts and there are talks taking place with DevonCounty as to the possibility of having a Devon Wide Code of Conduct, so that all Parish Councillors abide by the same rules etc.

The Clerks were also asked to encourage two members from each Parish to attend the TALC meetings. These meetings have improved considerably and attendance is increasing.

78) AMENITIES - Coun. Popham

a) The minutes of the Amenities Meeting held on the 8th August, were taken as read.

b) Allotments – Coun.Popham confirmed that he had met with the Allotment Association and they are keen to have an official constitution etc. Coun.Popham has furnished them with a draft, which they will go through and report back in due course. In the meantime, the enabling works continue and a meeting will be held with all tenants prior to the take up of the plots. The Clerk confirmed that she had managed to get of most people on the list and at least 20 plots will be required.

c) Village Pump – Estimates to be obtained for the work needed on the cap.

d) Red Container – With the imminent delivery of the salt due, the position and moving to be considered as priority at the Amenities next meeting.

e) Manhole Covers – Three covers to be purchased at £58.75 each.

f) Autumn Litter-Pick – To be discussed at the next Amenities meeting.

g) Coun.Vallance confirmed that MKM will be doing a permanent job on the duct across the footpath for the electric in the field in the near future.

79)PLANNING & PLANNING MATTERS – Coun.Farrow

a) The Minutes of the Plans Meeting held on the 17th August, 2011 were approved and taken as read.

b) Planning Applications discussed:

11/02179/FUL – Two storey extension to side at 9 Tremlett Grove.

Comment: The Parish Council object to this extension due to the loss of amenities to the neighbouring properties. (Unanimous decision)

11/02821/FUL – 2 storey extension to rear and conversion of existing garage/store (existing workshop to be demolished) to form 2 bedroomed dwelling at Hatterville, Dornafield Road

Comment: The Parish Council would have no objection in principle to this application if it was an extension to the main dwelling. However, from the plans it appears there is no interconnection between the proposed extension and the main dwelling therefore on this basis we object on the grounds that there is no compensatory off-road parking for either the main dwelling or the proposed dwelling. We feel that a consultation with Devon Highways should be appropriate on this application. (Unanimous decision)

11/02728/FUL – Conversion including extensions and alterations of existing two storey store/garage into a dwelling and associated parking at The Hellyers, Croft Road.

Comment: It was agreed to request TDC for an extension of time on this particular application to enable further discussions to take place at the next Plans Meeting being held on 21st September.

80)HIGHWAYS & RIGHTS OF WAY – Coun.Mrs.Wilson

The Minutes of the Highways Meeting held on the 18th August were taken as read and matters arising discussed.

a) Mayfair Rd – A reply had been received from DCC advising that the footways around Ipplepen are currently being inspected by their Safety Inspection Team. The footways in Mayfair Rd are inspected on an annual basis. Any trip/potholes that are over 20mm deep will be recorded and repaired by SWH. Apparently the footways in Mayfair are on a future footway slurry seal programme to be considered in the future, funding permitted.

b) Cooke Drive Pothole – Still to be done

d) War Memorial – The grant application is now complete and will be sent off this week.

e) Road Closure – Whiddon Road from Dornafield Cross to Whiddon Cross 22nd September to Friday 23rd September. Alternative route will be via Stoney Hill, Moor Road and Dornafield Lane.
