Thefollowingguidanceis provided toassistinpurchasing LEDstreetlightluminairesthroughtheLEDStreet

Step 1– Business Case and Funding Application

Youmayneedtodevelopabusinesscase/fundingapplication to obtainapprovaltoconvertto LEDstreetlights. Wecanoffera fewresourcestohelp:

AnduseBCHydro’sStreetlightingCalculatorlocatedonour webpage.Youcanenter your street lightinventory,numberandwattageof lamps tobe switched andanticipatedprices, andgenerateareportthat showsyou your specificpay-backperiodandreturnoninvestment. Thisreportcanalsobeused for a preliminaryConservation and Energy Managementincentiveapplication(seeStep 4).

Step 2– Develop yourRequirements

Theguidelinesin Section2and3werewritten byalighting design consultantandaresuggestions only.The applicationof thesesuggestions istheresponsibilityofthereader. Thesuggestions maynotreflectspecificlocal considerationsor situations thatarenotwidespread andthereforerequire special treatment.Werecommend that youengagealightingdesign consultant toassistyouin developing your requirementsandselectingthe rightproduct.Youcanusea consultant ofyour own choice,orthereare consultantsavailablethroughthe

LightingDesignConsultantCorporateSupplyArrangements.

InventoryAssessment

An inventoryassessmentisrecommendedinordertooptimizesavings andto ensureproperlightinglevelsare achieved.Manyroadwaysare over-litand, assuch, energysavings canresult bysimplyreducinglevelstothe required standards. LEDsoffer improved distributionof lightoverpastluminaires such as HighPressureSodium (HPS).

DesignyourLightingInstallation

When designingalighting installationthreefactorsmustbemet:

Maintained HorizontalAverageIlluminanceorLuminance-Theaverageamountof lightontheroad;

UniformityRatio-Theevenness ofthelighting

VeilingLuminanceRatio-Aratingofglare.

Thesefactors canbeobtained viathe current citylightingstandards andappliedto thevariousroadways.This shouldhelpdeterminewhattheexistinglevels aresupposed tobe,andwheretheymaybedeficientorover- lighted. It mayalsobea goodtimeforacitytoupdatetheir lightingstandardsandpoliciestoreflectcurrent

practicesandstandards. Tyingthis into the conversionprogramiswise. Beyondaconversionprogram,thecity shouldconsiderLEDlightingonnewprojects such as thosebornfromdevelopmentandlocalimprovement. Updatedstandardswouldaddressthis.

When designingwithHPS lightsourcesthegoverningfactorismostoftenmeetingtheuniformityratiowhich, to meet,often requiresahigherthanrequired maintainedaveragehorizontal illuminationor luminancelevelon the roadway.Forexample,a localroadwaywhichrequires an averageilluminationof atleast4Luxanda uniformityrationotexceeding6:1averagetominimummayendupwith anilluminationof2-3 timeswhatis required tomeettheuniformityrequirement. Uniformityis,however,oftennotthegoverningfactor when designing with LEDsas the distributionisfarmoreeffectivethanwith HPS.Manymoreoptical lightdistribution optionsexistwith LEDsthanwith HPS.Therefore,itisnotsimplyamatterof replacinga100WHPSwitha 50W LEDluminaire.Eachroadtypeshouldbeassessed andlightlevel calculations undertaken.This processcanbe simplifiedbygroupingtheroadtypesandexistinglightinginventory toreducetheeffort.

Lightingrequirements(roadclassificationandpedestrianactivity),roadinformation(widths, numberof lanes, sidewalk info.),polelocations (spacing),heights, andwattages canbe obtained fromthecity’s GIS database. If nodatabaseexiststhen a surveyofexistinglightingcouldbeundertakenusingaerial (Google™)maps and existingelectrical designdrawings. This processcanbesimplified,howeversomeeffortwillberequired.

Calculations

Once thisinformationisobtained, calculations usingcomputerroadwaylightingcalculationsoftwareshouldbe undertaken. Each lightingdesignconsultantwillhavetheir preferred software.

TheSuper-efficient EquipmentandApplianceDeployment(SEAD) initiativeoffers afreeonlinestreetlighting evaluationtool (endorsedbyNRCan)thatcan alsobeused toproperlydefine specificinformationrequired on

roadtypes,polespacing, roadgeometrics, etc. Access theSEADtool.

Notethatthis is notasimple matterofimputingafewnumbersandbasicinformationtogettherequired results. Itisrecommendedthatalightingdesignconsultantbeengaged topreparethis information.Theoverall effortspentonthis taskisdirectlytied intothe levelof accuracyrequired. Itshouldrestwiththelightingdesign consultantto determinewhichsoftwarethey will use.

Sidewalk andwalkwaylightingcalculationsshouldalsobeundertaken,asLEDswith theirexcellent light distributioncanleavesidewalksdark.

Lightingpolespacingtypically variesoneach road.Lightingdesignisusuallyundertakenforthe worst-case luminairepole spacing(poletopoleononesideoftheroad),howeversomejudgmentwill berequired todefine what iscommonworst-caseversusaninfrequent worst-case.

Once thecalculations arecompleted,theyshouldbecompiled intoaspreadsheetalongwith all relevantdata. To verify thecalculations, sample lightlevelmeasurements can beundertaken onroadways andsidewalks,

howeverthis isnotcommonpractice.

Step 3– SelectingtheRightProductforYou

With your calculationsin hand,the SEADtoolcanbeused toselectthemosteffectiveluminaireforeach road type. Consultants availablethroughtheCSAs havebeen trained inuseof theSEADTool.Ifyouareusingit yourself, thereareinstructionsonthesite.

BudgetandCost

Purchaserswilltypically wanttodefineabudgetandthen, againstthat,reviewreturnoninvestmentand paybackperiod. TheTransportationAssociationof Canada(TAC)RoadwayLightingEfficiencyand Power ReductionGuide(2013)has somegoodguidanceonhowtodefinecostandbudgetinginformation. Purchase

Ultimatelyitwillbeabalancebetweenluminaireefficiencyandcostthatwill determineyour productselection.

Step 4– Apply foraConservation and Energy ManagementIncentive

Tosubmit for aBCHydroConservation and Energy Management incentiveapplication,you willneedto:

1. ensurethatyour project meetstheminimum 20,000 kwh/year inelectrical savings;

2. assumingthisthresholdismet,usethelightingenergysavingcalculator(availablethroughyourKey AccountManageroratthetelephonenumbersbelow)andprojectproposal (detailingthecostsfor materials andlabour);and

3. submittoyourBC HydroKeyAccountManager.IfyoudonothaveaKeyAccount Manager, pleasecall

Step 5– Ordering through the CorporateSupplyArrangements(CSAs)

CorporateSupplyArrangementsare “anofferfromthesuccessfulsuppliertoprovidetheGoodsto theProvince andPublicSectorEntities onan as, if andwhen requestedbasis atthepricessetoutintheCSA”.Thismeans that thegoods havemettherequirementsof aspecification and been evaluatedwithinacompetitiveprocess, andareavailablewhen purchasersarereadytopurchasethem(withinthe termof theCSA),attheprices quoted.

Thereisnocontractformeduntil anorderisplaced.Suppliersagreetooffer thegoodsontheterms and conditionsoftheCSA, butthecontractis formed betweenthepurchaser andthesupplier,ratherthanthe Provinceandthesupplier(unlesstheProvinceisthe purchaser). Socontractperformanceandwarrantyissues flowthroughtothe purchaser.

CorporateSupplyArrangementsareprovided byShared ServicesBC throughacost-recovery model.Purchasers of LEDstreetlightluminaireshavetwo optionalwaysof payingthe AdministrativefeetoShared ServicesBC:

1. A 1%administrationfee.Supplierswillcollectandremitthe1%onbehalfof purchasers.The1%is included intheprices quoted.

2. Purchaserswhoanticipatespendingmorethan$500,000overthetermofthe CSAmaywishtopayan up-front one-timefeeof $5,000directlytoSharedServicesBC. Ifyouareinterestedin thispayment model pleasecontactthe commodity manager. Suppliers will benotified andwilldeduct1%from the prices quoted.
