REEDNESS PARISH COUNCIL

Minutes of the meeting of the Parish Council held at Reedness primary school, Reedness on Monday 13 th November 2017 at 7.00pm.

Present: Cllrs Sargeantson, Cawkwell and Walker.

Public present: None present.

Declarations of interest; Cllr Cawkwell declared an interest in item number 7 on the agenda regarding her own planning application ref 17/02812/PLF.

1236 Apologies for absence

Cllrs Jones and Oldridge.

The clerk reported that Cllr Jones will be absent from meetings for a period of time due to family health related issues. It was resolved to authorise this long term absence until Cllr Jones feels he can return.

1237 To confirm the minutes of the council meetings held on 19/9/17

Minutes circulated to all councillors and approved and signed by the chairperson.

1238 Matters arising from the minutes.

Footpath closure-ERYC Richard Alderson has reported that the ERYC intention is to re- open the path again to pedestrians and will make it safe to use in the future. The area engineer is to prepare options and an estimate for this project and will update the parish council when this information is known. It was resolved that the parish council awaits further updates from ERYC.

Councillor vacancies- the two new councillors Julie Cawkwell and Neil Walker were formally co-opted onto the parish council and all the necessary documentation and information was completed, approved and witnessed and will be forwarded to ERYC and placed on ERYC and RPC websites.

Kingdom Lane- EA has reported that agreed repair works to this path should now have been completed following on from machinery breakdowns causing a temporary delay.

River bank grass cutting-EA had agreed to attend this meeting but due to a date change they were unable to re arrange dates. EA have sent a rota of grass cuts performed in 2017 showing 9 visits to grass cut designated areas in the parish. EA have agreed to attend the March 2018 meeting and it was resolved that Cllr Sargeantson will obtain a quote from a local source for extra cuts if required throughout the season which will be presented to EA for discussion.

Neighbourhood Watch- Cllr Sargeantson reported attending the newly formed Marshlands Neighbourhood Watch group and hopes that this group will develop and be of use to the residents in future. It was resolved to invite NW member Tony Williams to the next parish council meeting in January 2018 to liaise with him in expanding and improving the group and creating a correspondence network to enable all residents to receive the necessary information when known and needed.

Page 1 of 3 Bins- the two agreed new bins have now been installed by ERYC (one near the Half Moon pub and the other near Whitgift Church). No invoices have been received yet but as previously agreed Reedness PC will pay half of the money to Twin Rivers PC for the Whitgift bin due to its parish border location

ERYC street scene- Jim McGivern of ERYC was made aware of an agreed area of work that appears to have been missed from the schedule which was an encroachment of grass onto certain areas of the pavements in certain areas. Unfortunately ERYC state this work is not within their remit and budget and so cannot complete this project. It was resolved to approach the local Green team charity to establish if this was something they would agree to doing. The clerk will contact this group and report back.

1239 Correspondence.

Reedness in bloom-Cllr Sargeantson has suggested the idea of a future 2018 project to develop a community involved floral display throughout the village using planters/hanging baskets etc. This scheme seems to have developed in Eastoft and Hook and it was hoped Reedness could obtain information to examine this idea for Reedness. It was resolved to place this item on the January agenda for further discussion and opinion.

Village map-Cllr Jones sent an idea to the parish council to develop a street map showing all the house names in the village as an idea to assist visitors/delivery drivers to locate properties. Each resident would be given a copy of the map. It was resolved that unfortunately due to cost issues and data protection matters that this idea was not viable and so could not be approved.

1240 Planning matters.

Application to erect a double garage and dormer windows at The Meadows ref 17/02340/PLF for P.Denny- it was noted that ERYC have approved this application.

Application for single storey extension, front porch and dormer windows at The Hollies for J.Cawkwell ref 17/02812/PLF -it was noted that ERYC have approved this application

1241 Financial matters.

1242 Any other business.

Xmas tree lights-Cllr Sargeantson requested that the parish council purchase some solar powered tree lights to decorate the village tree. It was resolved to approve this idea and allow Cllr Sargeantson to purchase these lights and place on the tree over the festive period.

Grit bin-it was reported that the grit bin located on the grass verge outside the Half Moon public house is becoming an eyesore with weeds etc growing up around it and the grit inside has hugely disintegrated . It was resolved to offer the grit bin and its contents to the Half Moon for use in the car park if the landlord agrees and arranges removal.

Page 2 of 3 Book presentation-an idea to present books on a possible annual basis to the local village school children as a gift from the parish council was debated and thought of as a good idea. It was resolved that the clerk will seek advice from Ernllca on the technicalities of this idea before the project is fully approved.
