Proficiency Certification for Concealed Weapons Permit

COURSE DESCRIPTION:

This course provides important training that is accepted by the White Pine County Sheriff as training that demonstrates the Concealed Weapons Permit applicant’s “competence with a firearm” as required by Senate Bill #299 amendment sections 2 thru 11, inclusive, of Chapter 202 of the NRS. The course includes proper instruction in the use of each firearm to which the application pertains & in the laws of Nevada relating to the proper use of a firearm.

Course Materials:

The following items are required for this course:

·  Personal range safety equipment, to include ear protection, Safety (shooter) glasses/goggles, proper holster for the qualifying weapon, & any other equipment as specified by the Rangemaster/Instructor.

·  A container to carry an un-loaded firearm to the Sheriff’s Department for inspection.

·  Several “safe” firearms to be included on the same permit & which you must demonstrate your competence in their use. The Rangemaster/Instructor will determine whether your firearm (s) meet safety requirements for range use & qualification.

·  50 rounds of ammunition for your primary concealed firearm. (The Rangemaster/Instructor may change this requirement).

·  50 rounds of ammunition, to qualify for each additional weapon. More ammunition may be need if you need to practice with your weapons prior to your live-fire qualification. (The Rangemaster/Instructor may change this requirement).

A $5.00 lab fee will be assessed per student for class handouts, targets, etc.


Attendance:

100% attendance is required for all class meetings, both in the classroom & at the range. Missing any of these required classes is sufficient reason to be dropped from the class & given a failing grade. “Make-ups” for missed classes will not be accepted. Students who miss a class should contact the Great Basin College, Ely Campus administrative offices to “drop” the class; therefore ensuring that their transcripts do not reflect a failing grade.

Examination & Grading:

The course will be graded on a Pass/Withdraw basis. Both of the following examinations must be passed with a 70% grade or better for each exam. The examinations are:

·  A written exam covering the principles learned in class

·  A hands-on examination, at the firing range, to demonstrate your competence with your firearm(s). Violation of range rules during this hands-on practice & examination is cause for immediate expulsion from the class.

FIREARMS QUALIFICATION:

The following is the basic course requirements:

3 yards………. 6 rounds……….no time limit……….freestyle

5 yards……….12 rounds………no time limit……….freestyle

7 yards……….12 rounds………no time limit……….freestyle

A total of 30 rounds for a 6 shot or larger capacity firearm, 25 rounds for a 5 shot capacity firearm must be fired. A 70% minimum must be scored to pass, & again shall be indicated on the certificate as a “pass-Fail” only. The humanoid target, B27 or B21 shall be utilized for certification purposes.

Additional training for combat shooting, self-defense or practical shooting shall be at the discretion of the Rangemaster/Instructor.

COURSE OBJECTIVES:

·  Demonstrate a serious, informed & safe attitude in relation to firearm use.

·  Define “concealed firearm” according to Nevada Law.

·  Summarize the application process & requirements for a Concealed Weapons permit, understanding the reasons why a permit can be denied or revoked, along with denial recourse.

·  Understand the requirement & penalty for carrying your permit & identification along with your firearm.

·  Understand the fee structure associated with obtaining a Concealed Weapons Permit.

·  Identify ALL locations where, even with a Concealed Weapons Permit, it is unlawful to carry a concealed firearm, e.g. Law Enforcement Agency Buildings, Prisons, Courts, Schools, any buildings owned by the U.S. Government, etc.

·  Identify from memory, the four (4) steps in the Use of Deadly Force, i.e. Ability, Opportunity, Imminent Jeopardy, & Preclusion. In addition, be able to fully explain each step & apply it to hypothetical scenarios.

·  Define “Deadly Force”.

·  Define “Justifiable Homicide” & how it relates to Tennessee vs. Garner & the Nevada Attorney General’s Opinion on deadly force.

·  Demonstrate an awareness of your responsibility for every bullet that leaves your firearm, including collateral damage to persons & property in the area of fire.

·  Understand the difference between Criminal & Civil Liabilities & penalties as they relate to firearm use.

·  Describe what is meant by the term “shoot & evaluate”.

·  Demonstrate the safety of firearms in class (Caution – never bring to a school, only to the Sheriff’s Department, in proper condition & in a container as stipulated by the Sheriff or his designee.).

·  Demonstrate general firearms safety during live-fire exercises, along with complete compliance with all range rules. ANY violation of the range rules or general firearms safety will result in immediate dismissal from the class & failure to “demonstrate competence with a firearm” as required by Chapter 202 of the NRS, as amended by Senate Bill 299, section 2(d).

·  Describe the operation of revolvers & automatic pistols, understanding the nomenclature, loading & unloading procedures, cleaning & maintenance & most importantly Safety.

·  Describe &/or demonstrate defensive tactics & steps to take with an attacker.

·  Describe what steps to take after a shooting.

·  Understand, describe & demonstrate defensive shooting, including when to start shooting & when to stop, bystander liability, & how many shots to fire.

·  Describe & demonstrate physical control of the firearm & the proper transportation of a firearm.
