GGBL REC ALLSTARS MINOR RULES

The National Federation of High School (NFHS) rules will apply except as altered by the following additions and exceptions

MN Maximum playing age shall be 10 years old as of April 30thof current year

MN 1 Field dimensions:

(A) Baselines 60 feet.

(B) Pitching distance 46 feet.

MN 2 in this tournament

• The infield fly rule will not apply

·  No drop 3rd strike advance

·  No base stealing until the pitch crosses home plate

• There will be no fake bunt and swing away

o Contact is not necessary

o The batter is out, ball is dead and runners cannot advance

MN 3 Face Guard are mandatory

Runner will be out, ball is live and other runners may advance

·  Allowed when a player is returning to a base

MN 4 Bat of all sizes allowed but must be BPF 1.15 Approved

MN 5 A regulation game shall consist of six (6) innings or 51/2, if the home team has more runs before playing on offense in the sixth inning. Game may end in a tie in pool play. In bracket play however all games must be played to a winning conclusion: if a game is tied after time limit is reached or 6 innings have been completed, one more regular inning will be played, if still tied, extra inning(s) will use the international tiebreaker rule.

MN 6 Time limit will be 1hr 40 min for every game. No time limit for “CHAMPIONSHIP”

MN 7 Mercy Rule is 12 runs after 3 innings, 10 runs after 4 innings and 8 runs after 5 innings. Run rule remains in effect in ALL Game’s, including CHAMPIONSHIP

MN 8 All players who are eligible to participate shall be placed in the batting order and bat consecutively in that order. As a result:

·  Defensive Free substitution will apply

·  Defensive visits will remain 3 per game

MN 9 Each team is allowed to have four (4) coaches, which includes the manager. This will allow two base coaches, one coach in the dugout and one additional coach managing.

MN 10 No Base stealing until the pitch crosses home base

No Leading off from base

MN 11 (a) When a pitcher is in contact with the pitcher’s plate with the ball in his possession, and the catcher is in the catcher’s box in position to receive the pitch, all runners shall be in contact with their bases and shall not leave their bases until the pitch has reached the plate.

(b) If a runner leaves the base before the pitch reaches the plate, the field umpire shall indicate the violation at the time it occurs.

PENALTY: The defensive team shall have the privilege of nullifying any portion of the play that occurred after the violation. EXCEPTION: The penalty shall not apply when:

(1) the batter hits a ground rule double; all runners will advance two bases without liability to be put out.

(2) the batter hits a fly ball over the outfield fence in fair territory (home run); all runners will be allowed to score.

(3) the batter is hit by a pitched ball; the ball is dead and all other runners will not advance unless forced to vacate the base for another runner legally entitled to that base.

MN 12 If a team starts play with eight (8) players, an automatic out will be taken for the ninth (9th) position in the batting order for every cycle through the batting order. (No penalty of an out, if loss during the game is due to injury/sickness). At the discretion of the team Manager; If a player arrives late for the game, that player may enter the

game and be inserted at the end of the batting order, even if the team has already completed one cycle through the batting order.

MN 13 SLINGING THE BAT: A team warning for "slinging the bat" will be issued for the 1st offense. Any player from that team will be called out on any subsequent occurrence.

Pitching

MN 14 A maximum of 8 inning may be pitched during the tournament. Pitching will be recorded in 1/3.

MN 15 Pitchers will be limited to three (3) innings maximum per game. However, a pitcher who starts/enters in the 4th inning, may finish the game, provided he is still eligible.

MN 16 Courtesy runner for Catcher and Pitcher of Record at any time

·  Last out will be the runner.

·  In the 1st inning, if an out is not registered, the courtesy runner shall be the last batter in the lineup or if too close to the last batter in the lineup, any player designated by the umpire.
