DEFENCE TECHNOLOGY PRIZE 2014

INTRODUCTION

1. The Defence Technology Prize (DTP) aims to foster and encourage technological innovation and excellence amongst scientists, engineers and technology managers by giving recognition to outstanding technological contributions to Singapore’s defence capability. The standards for the DTP are set at the level of national awards in Science and Technology.

2. The DTP is awarded annually to individuals or teams who have made significant technological contributions to the defence capability of Singapore. The DTP consists of a Trophy and a Certificate. For Team Awards, members will each receive a Certificate of Commendation.

AWARD CATEGORIES

3. There are two award categories to recognise the wide range and diverse nature of contributions to Singapore’s defence technology capability. The categories are:

a. Defence Technology Prize (Research and Development) Award. The DTP R&D Award is awarded to individuals/teams for distinguished achievements in pioneering innovative R&D for Singapore’s defence.

b. Defence Technology Prize (Engineering) Award. The DTP Engineering Award is awarded to individuals/teams for outstanding contributions in the delivery of breakthrough engineering solutions and systems integration work in MINDEF’s acquisition programmes.

4. The nomination should clearly indicate which category the individual or team wishes to be considered for.

ELIGIBILITY

5. Nomination is open to individuals or teams who have made significant technological contributions to the defence capability of Singapore. Teams may comprise members from different organisations.

PROCEDURE FOR NOMINATION

6. Nominations must be made through prescribed nomination forms as shown in Appendices A and B.

7. Nominations may be made by one of the following parties:

a. Direct supervisor of the nominee concerned, and supported by higher management of the nominee’s organisation.

b. Customers/end-user organisations, and supported by higher management in the nominee’s organisation.

8. Nominators for team category are advised to accurately reflect the compositions of the teams in their nominations. Former team members who have made significant contributions to the achievements could also be included in the member list. Changes to nominations, including team compositions, will not be accepted after the nomination period closes.

10. Please label the form with the appropriate security classification if the nomination form contains classified information. Please use the appropriate channel to transmit any classified materials.

11. The nominations for DTP 2014 will close on 22nd May 2014.

12. Judging will be carried out by a panel chaired by MINDEF’s Chief Defence Scientist. The award winners will be announced after approval by the Minister for Defence. All award winners are expected to give presentations at the DTP Award Ceremony.

JUDGING CRITERIA

13. The judging criteria for R&D Award (Individual & Team) and Engineering Award (Individual & Team) are shown in Appendix C.

GUIDELINES FOR NOMINATION WRITE-UP

14. The guidelines for nomination write-up are as follows:

Individual Award Nomination

a. It will be advantageous if the nominee can be established as a widely recognised leading authority in a specific area of defence technology. His/her leadership role in supporting and contributing to the defence eco-system should be highlighted.

b. The pivotal role played by the nominee in helping MINDEF/SAF build up and sustain capability in critical defence areas should be emphasised.

c. Specific research or engineering innovations, achievements or contributions (with examples) that can be attributed to the nominee personally will be a strong consideration. Avoid citing team achievements of which the nominee is but a team player who cannot claim the major credit.

d. The nomination write-up should be focused on his/her achievements and contributions towards defence related areas. Contributions to other agencies (e.g. homeland security) can be mentioned as a positive pay-off but should not take the centre stage in the write-up.

Team Award Nomination

a. Description of the features and functionalities of the team project or the job scope of the team should be brief. Description of the innovativeness and actual contributions of the team, and what the team actually did in overcoming challenges or making a difference to the success of the project, should take the centre stage of the nomination write-up.

b. For acquisition projects, the nomination write-up should avoid describing the innovations or contributions achieved by the Contractors, which could give the wrong impression that the nominator is claiming undue credit for the nominated team.

c. The nomination write-up should provide specific examples of innovative or clever techniques that have been implemented by the nominated team (and not the contractor or collaborator) to solve complicated problems.

d. It will be advantageous to highlight significant operational pay-offs that can be attributed to the achievement of the nominated team and not the contractor.

‘Knowledge Expert’ Status. The individual should preferably have established himself as an indispensable leading authority in a specific critical area of defence technology.
Innovation. The individual should have played a pivotal role in innovative R&D projects and, preferably, pioneered original work in defence technology.

2. DTP Engineering Award (Individual) – 4 criteria
